Radiy Khabirov leaves the presidential administration

The outlines of a new system of governance in the country are increasingly emerging. With the arrival of the new head of the Presidential Administration (AP), Anton Vaino, it became clear that the course of renewal taken by Vladimir Putin would also affect those who work on Staraya Square. With the departure of one of the most influential officials of our time, Vyacheslav Volodin, one of its centenarians, Radiy Khabirov, also leaves the presidential administration. Disgraced "successor"

Radiy Khabirov moved to Moscow in 2008 from his native Bashkiria, where he received a law degree and defended his PhD thesis. He began to build a career at the Bashkir University: from an assistant at the Department of State Law and Soviet Construction, he rose to the position of Deputy Dean of the Faculty of Law. For a relatively short time (in 2002-2003) he was acting. director of the Institute of Law of the Bashkir State University.

Radiy Khabirov changed his teaching career to the civil service in September 2003: he headed the administration of the President of Bashkortostan. However, in July 2008 he had to leave this post. As the media wrote then, one of the reasons for the resignation could be the fears of the head of the republic, Murtaza Rakhimov, who saw Khabirov as a competitor and a possible contender for his place.

But the likelihood of the transition of an experienced Moscow apparatchik to the post of head of Bashkiria is being discussed today: in parallel with the appearance of information about the departure of Radiy Khabirov from the Presidential Administration, there were rumors about the possible resignation of the current head of Bashkiria, Rustem Khamitov.


The man who survived the "cleansing"

Back in August 2008, Radiy Khabirov arrived at the building on Staraya Square before his immediate supervisors - the first deputy head of the Presidential Administration Vyacheslav Volodin and the head of the presidential department for domestic policy Tatyana Voronova. First, he headed the department for interaction with the State Duma, the Federation Council and political parties, and in early 2009 he was appointed deputy head of the OPV, in charge of an even wider range of issues.

The transitional period of 2012 - from President Dmitry Medvedev to President Vladimir Putin - Radiy Khabirov successfully survived. At the same time, the former head of the UPV Konstantin Kostin (he held this post from September 2011 to May 2012) and Igor Udovichenko, Kostin's former deputy, left the administration. Their places were taken respectively by Oleg Morozov and Viktor Seliverstov. The experts then explained Khabirov's preservation of his place by his flexibility and ability to find compromises.

At the same time, with the beginning of structural changes, the powers of Radiy Khabirov himself began to rapidly decline: interaction with the Public Chamber of the Russian Federation was entrusted to the head of the public projects department Pavel Zenkovich, the functions of the party curator were transferred to Alexei Anisimov, then to Timur Prokopenko. In 2015, Khabirov also lost the post of first deputy: with the transfer of Morozov to the Federation Council and the appointment of Tatyana Voronova to the post of head of the presidential department for domestic policy, this place was taken by Prokopenko.

Until recently, the main area of ​​responsibility of Radiy Khabirov was interaction with the State Duma: he was in contact with parliamentary factions on all matters of lawmaking. However, according to a FederalPress source close to the Presidential Administration, back in March, Khabirov hinted at his resignation: allegedly then, administration employees working in other departments turned to him with a request to take them into his department. The official allegedly replied to this: “You shouldn’t do this: I won’t be there, but you will stay.”

"Recognized in Moscow, recognized in Bashkiria"

Political analysts, who today commented on the resignation of Radiy Khabirov to FederalPress, are sure that this event was expected. The reasons for this decision, in general, are also understandable, but what the next step in the career of an experienced apparatchik will be is still unclear. Whether this will become the head of Bashkortostan is an open question.


Oleg Ignatov, Deputy Director of the Center for Political Conjuncture:

I think [resignation] is his own desire. Khabitov worked in the administration for a very long time, was engaged in the same range of duties, perhaps he considered that he had exhausted himself in this position. Maybe there were other reasons.

Radiy Khabirov had a simpler situation [than his predecessors]. He had to work with the Dumas elected in 2007 and 2011 - this is not the same as working with the Duma that was elected in 1999 or 2003 - there were completely different conditions: there were more parties, the parliament was an independent force with which the Kremlin had to seriously negotiate. Now the parliament has ceased to be an independent political entity with which the Kremlin needed to negotiate.

One can only recall the crisis of 2009, which was after the elections in Moscow and regional elections, when the opposition factions left [the plenary session hall]. From the latter, one can only recall that the Communist Party of the Russian Federation did not support the postponement of the elections from December to September: the Kremlin, obviously, wanted to ensure that all parliamentary parties supported the postponement, but the Communist Party of the Russian Federation did not.

[About the fact that Khabirov can become the president of Bashkiria] - this is a very old story. So far, I see no reason for the resignation of the incumbent president. I don't think it will happen now.


Konstantin Kalachev, head of the "Political Expert Group":

The fact that Radiy Khabirov will leave has been talked about for a long time - it could have happened a little earlier or a little later, so there is nothing unpredictable here. I'm surprised he didn't leave sooner. It is clear that this is a fragment of the old team. It is clear that he is an experienced person, but, apparently, he did not fully fit into the new team. There is no conspiracy here: the rotation of officials occurs regularly.

He probably coped well [with his duties in the State Duma]. But it seems to me that the deputies of this composition themselves, as far as they could, tried to build constructive relations with the authorities in general, and with the presidential administration in particular, and with the government too. The last State Duma did not create any problems, and in fact no anti-crisis management was supposed there.

The fact that the new composition of the State Duma will have a new curator can be seen as part of a whole system of personnel decisions. I think that this can be linked to the fact that we are waiting for changes that are related to the State Duma.

Khabirov, I repeat, has a lot of experience that can be in demand, in particular, in Bashkortostan (some began to worry about his future plans: at least nowhere is the story of his dismissal so actively discussed as in Bashkiria).


Alexey Mukhin, Director General of the Center for Political Information:

Radiy Khabirov wrote a statement that all of you are already driving carnations into coffins. I explain this by the planned rotation of personnel in the presidential administration. And this is not the last personnel decision. The new head of the administration is placing his people, and this is understandable, there is nothing conspiratorial in this.

Judging by the results of the work of the Sixth Duma, the dialogue [between the Presidential Administration and the factions] was constructive: this is confirmed by the quality of the adopted laws, the work of the Duma on the international platform.


Georgy Fedorov, member of the Civic Chamber of the Russian Federation, founder of the Aspect Center for Social and Political Research:

Personnel changes are underway after [ex-head of the Presidential Administration Sergey] Ivanov left. We see that the internal struggle has intensified in the administrative sphere. I do not rule out that, since Khabirov has been working for a long time, a new curator is needed for the new State Duma. I think he did his job effectively. If there had not been a constructive dialogue between the presidential administration and the State Duma, then the laws that the Presidential Administration needs would not have been adopted so quickly.

I heard that Khabirov could become the head of Bashkortostan. Now everything is possible. He is a strong administrator. Bashkiria is his native republic.

This is more a course towards updating the power vertical, in general, and that serious piece of authority for which Radiy Faritovich was responsible in the presidential administration. Now a new person will be involved in building relations with the new State Duma, which will be fundamentally different from the previous compositions.

Now the replacement policy does not rule out the president's department for domestic policy, so the fact that Radiy Faritovich was dismissed is predictable. But Khabirov is an effective manager, manager, he will certainly find his place in the ranks, he will simply move to some other sector, which, I am sure, will be determined for him in the near future.

It is likely that Khabirov will move to the post of President of Bashkiria. Radiy Faritovich worked for quite a long time in Bashkiria in leadership positions. Plus, he is a lawyer, has teaching experience, works well with the audience, which is especially important because now there is a growing demand for managers who can competently and correctly communicate with society and convey the necessary information. I believe that people who come from the center, having worked in Moscow and having received the most colossal and most difficult experience, should not be perceived as an alien element. In many regions, in many key positions, “Varangians” come to us, although this definition is not entirely correct - we live in one large country. It is not necessary, of course, that the specialists in Moscow are better than those in the regions, but certainly no worse. If someone is appointed from Moscow, then this is so that the experience accumulated in the capital can be implemented in the most difficult areas.


Pavel Danilin, political scientist:

Since 2009, Radiy Khabirov has been in close contact with the State Duma, where laws are being adopted, which, in fact, Khabirov recommends adopting. It is important.

I would not underestimate his merits. This person is very smart, punctual and scrupulous. I personally know his responsibility in carrying out assigned tasks. He is definitely a professional.


Dmitry Zhuravlev, director of the Institute of Regional Problems:

Khabirov is a solid professional, at some point the most experienced employee of the [president's department for domestic policy]. But this is a man not like yesterday, the day before yesterday - he survived so many leaders! This is a man of the old guard. His resignation, in a sense, was a foregone conclusion, because no one needs subordinates who were your bosses yesterday. I think even if [First Deputy Head of the Presidential Administration Vyacheslav] Volodin remained [in the Presidential Administration], Khabirov would still be removed: generations should leave entirely.

Khabirov has always been a reserve candidate for the post of head of Bashkiria, but the current president is sitting quite firmly. If trust is lost, it is difficult to remove it: then it will be necessary to “purge” the entire republic. If he (Rustem Khamitov, - ed.) needs it, he can be promoted. You can't do it by force - Bashkiria has its own specifics: 15 years ago they didn't know there was a president in Russia, people knew only the president of Bashkortostan. But Khabirov will be perceived normally: he is a nationalist, who was appreciated in Moscow, therefore he will be highly valued at home as well - I have come across this logic in all the republics of the Volga region.


Valery Khomyakov, General Director of the National Strategy Council:

First of all, Khabirov's departure is due to the fact that a "new broom" has come and begins revenge in a new way. It is clear that it is very important for [the new head of the presidential administration, Anton] Vaino, to place his people in such a key area as domestic politics in order to keep abreast, unlike Sergei Ivanov, who, in general, , didn't do that. Domestic policy was mainly handled by [First Deputy Head of the Presidential Administration Vyacheslav] Volodin. The fact that the main restructuring begins precisely with the management of domestic policy is very curious. Vaino, apparently, considered it extremely necessary to close all decisions, including personnel issues, to himself. Further shake-ups are quite possible in a number of subjects of the Federation.

But I don’t think [that the appointment of Khabirov i. about. the head of Bashkiria is possible], since everything is very difficult there. Yes, the current president is not in a very simple situation: there is dissatisfaction with individual clans, especially those that owe a lot to ex-president Rakhimov. There are still inter-ethnic problems with the Tatar and Russian population. But I think that this republic will hardly be disturbed on the eve of the 2018 elections. This is not only dangerous, but it can lead to not the best consequences. If you don't know what to do, don't do anything. After the resignation of the same Rakhimov, the dust has not yet completely settled in the republic. It would be completely reckless to raise an intra-elite storm again. This appointment will not be accepted there, and Khabirov is not yet too experienced to occupy such an important position in this most difficult region in many respects.

Last Saturday, the President of Bashkiria, Murtaza Rakhimov, dismissed the head of his administration, Radiy Khabirov. A high-ranking official was fired for fraud with housing and commercial real estate, as well as for hiding a large part of his property in the declaration.

As local and federal media have repeatedly reported, the former head of the presidential administration of Bashkiria gave orders to allocate apartments to certain people, and with the provision of state subsidies.

Commercial real estate was sold at prices approved by Khabirov, which were several times lower than market prices.

Radiy Khabirov is a far from unambiguous figure in the republic. Summing up his five-year work, the regions.ru website concluded that the position and power in the hands of the former head of the presidential administration of the Republic of Belarus have become a highly liquid instrument for profit. Money was made from everything and with a special cynicism. To begin with, the head of the administration of the president of Bashkiria actually traded mandates and positions. Moreover, he did it so "gracefully" that until the last moment the leadership of the republic did not know anything - Khabirov did not directly address anyone with a demand for money. But he could always make sure that intractable candidates had no chance of success: for example, the day before registration, documents were "lost". And could be found immediately after its completion. At the same time, the main argument in favor of cooperation with the head of the administration was the strongly advertised support by "certain persons in the administration" for another president - the Russian one.

So having (or declaring) such "support", one could not be afraid of the reaction of the authorities. According to the unofficial price list, already announced in the media, "through Khabirov" it cost 30 million rubles to become a deputy of the State Duma of Russia, 6 million rubles to become a deputy of the local parliament - the Kurultai of Bashkiria, 5 million rubles to become the head of the department of the presidential administration of the Republic of Belarus, and a specialist in the department - 1.5 million. The positions of heads of districts, cities, justices of the peace, notaries were put up for sale. Moreover, "purchases" were often imposed, and if a candidate refused to pay, then a fat cross was put on his career.

Information about "extortion by the head of the presidential administration of Bashkiria, Radiy Khabirov, and his accomplice, the head of the internal policy department, Ural Khasanov," has already been posted on the Internet. In an address to the head of the republic, Kurultai deputy Airat Suleimanov said that officials during and after the election campaign in Kurultai demanded 15 million rubles from Suleymanov "as a reward for supposedly assisting me in obtaining a deputy mandate." The most interesting thing is that the money was demanded even after the election... And what about the victims? Of course, they complained to the president, but the complaints went to the administration. Is it worth talking about their future fate? So the system has worked flawlessly until recently...

Among other facts that prompted Rakhimov to be the first of the Russian governors to officially dismiss the head of his administration, the press names numerous accusations of corruption of the latter: here are the forced bankruptcy of state enterprises, and the illegal sale of state property, and the seizure of someone else's business, and fraud with apartments, and out-of-competition sale of commercial real estate to "necessary" people and even "fundraising" in the amount of 300-350 thousand rubles from applicants wishing to enter the Institute of Law of the Bashkir State University.

The former head of the Main Directorate of the Federal Registration Service for Bashkiria, Svetlana Kaibysheva, who is now under investigation, forfeited her position and freedom because of her integrity and law-abidingness. The woman told reporters that when she headed the Bashkir department of the Fed, Khabirov repeatedly put pressure on her in an attempt to resolve personal issues or lobby for the interests of commercial structures. In 2004, the head of the presidential administration of the Republic of Belarus, without legal grounds, tried to obtain classified information from the unified state register of rights to real estate of Bashneft enterprises. Kaibysheva refused. Khabirov left Kaibysheva with nothing when he demanded to issue a license for the right to notarial activities to illiterate, but "his" people, and when he dictated which external managers should be recommended to the Arbitration Court of the Republic for bankruptcy management at local enterprises (these managers invariably turned out to be his relatives ). As a result, Kaibysheva lost her job, an illegal criminal case was initiated against her, and a more accommodating specialist took her place, who, on top of everything else, immediately registered Khabirov's privatization of the second apartment received from the state. But the state gives the right to free privatization only once in a lifetime.

The Moscow Post website quotes Kaibysheva's letter, in which she directly calls Khabirov "one of the leading raiders in the republic."

“The largest enterprises went bankrupt and were appropriated through the self-regulatory organization of arbitration managers Eurosib,” she said. “Khabirov demanded that the employees of Eurosib be bankruptcy managers and carry out bankruptcy. The most tidbits went bankrupt, even those enterprises that could be withdrawn went bankrupt out of bankruptcy." Subsequently, it turns out that, among others, Ufa State Unitary Enterprise "Bashkhleboprodukt", Sterlitamak FSUE "INMASH" and OJSC "Ashkadar Brick Plant", Tuymazinsky OJSC "Bashkir Medical Glass", OJSC "Poultry Farm "Tuymazinskaya" and State Unitary Enterprise "Tuymazinsky breeding plant" were bankrupted in this way. "Eurosib is headed by Shuvarov, the right and left hand of Khabirov," says Svetlana Kaibysheva.

"This is Khabirov's nephew," says Ilgam Muratov, the husband of the former co-owner of Bashkir Medical Glass OJSC, the country's largest factory that produces medical "containers": test tubes, flasks, etc. According to him, Khabirov's people took away the successful enterprise from the rightful owners, and his wife Lilia, who owned 50% of the plant's shares and tried to rebuff the invaders, ended up behind bars on a trumped-up case. To date, Lilia Muratova, who has undergone several operations on the spine, suffers from diabetes, and has cancer, has been in a pre-trial detention center in the godforsaken city of Dyurtyuli for more than a year. They cannot even condemn her: no one guarantees that she will not die on the way to the temple of justice.

Political heavyweight Murtaza Rakhimov began to purge his ranks - it's high time, they say in the republic and hope that two huge mansions in the vicinity of Ufa, five apartments in the republic, two in Moscow and one in Austria of regional official Radiy Khabirov will be left without an owner for many years.

At the same time, Khabirov managed to prevent a parliamentary putsch, which the supporters of Rakhimov Ural tried to carry out. They failed to seize power in the Republican State Assembly.

Later, R. Khabirov repelled several attempts on the part of BashTEK senior managers to control the actions of the Ufa city council, depriving him of influence from the elder Rakhimov.

In mid-2008, President Rakhimov agreed to the transfer of Khabirov to the office of the Administration of the Russian President. This circumstance served as a pretext for intensifying the persecution of him by law enforcement agencies, which were under the control of the regional authorities.

The signal to discredit Khabirov was given by the article "Murtaza's successor", which was published by Gazeta.Ru on July 16, 2008, which was received very negatively and with pain by the environment of the Bashkir president.

To disrupt the new appointment to the office of the Russian president (the invitation was made by certain opposition forces, a number of steps were taken. In particular, they contributed to the direction of the local Chamber of Control and Accounts and law enforcement agencies to search for compromising evidence against Khabirov.

In his opinion, it was a purely political order, but "the chances of the supporters of Rakhimov Ural to take the presidency in Bashkortostan are equal to zero."

Biographical information

Radiy Khabirov, whose biography is inextricably linked with Bashkiria, was born on March 20, 1964 in the Ishimbay region of this republic. His small homeland is the village of Sayranovo.

After graduating from high school in 1981, he got a job as a milling machine apprentice at the Ishimbay Transport Engineering Plant.

In 1982, he was called up for military service in the Armed Forces of the USSR.
After demobilization in 1984, he continued his education at the Bashkir State University at the Faculty of Law.

After graduation, he remained at the Department of State Law as an assistant.

From 1992 to 1994 he was in Turkey, where he was a postgraduate student at Bilkent University in Ankara.

From 1994 to 1998 he worked as a senior lecturer at the Faculty of Law of Bashkir State University.

In the period from 1998 to 2002, he defended his Ph.D. thesis, became an associate professor and received the position of deputy dean of the law faculty of the Bashkir State University.
In 2002, he was first director, and then headed the Institute of Law at the same university.

In September 2003, Radiy Khabirov was invited to the post of head of the Administration of the Bashkir President.

Radiy Khabirov was born on March 20, 1964 in the village of Sairanovo, Republic of Bashkortostan. After graduating from high school, he served in the Armed Forces. From September 2003 to June 2008 he headed the administration of the President of the Republic of Bashkortostan Murtaza Rakhimov. He took an active part on the side of the president in a conflict with his son Ural over the shares of the Bashkir fuel and energy complex.

In August 2008, Radiy Khabirov was appointed head of the department for interaction with the Federal Assembly and political parties of the Internal Policy Department of the Presidential Administration. A year later, he became deputy head of the Office of the President of the Russian Federation for Domestic Policy.

In 2016, he took over as mayor of Krasnogorsk, the de facto capital of the Moscow Region.
