State Duma elections first results. Elected. More than a confident victory

"United Russia" will receive 343 mandates (76.22% of seats) in the State Duma of the seventh convocation, in accordance with the preliminary election results, TASS reports with reference to the Central Election Commission of the Russian Federation. The Communist Party of the Russian Federation receives 42 mandates (9.34% of seats), the Liberal Democratic Party - 39 mandates (8.67% of seats), A Just Russia - 23 mandates (5.11% of seats). Representatives of Rodina and the Civic Platform, as well as self-nominated Vladislav Reznik, elected in single-mandate constituencies, each receive one mandate. In most residential districts, United Russia or representatives of other parliamentary parties won.

After the four parliamentary parties of the new Duma, in fifth place according to the election results, TASS previously reported, are the Communists of Russia with 2.40% of the votes. Further votes between the parties were distributed as follows: Yabloko - 1.77%, Russian Party of Pensioners for Justice - 1.75%, Rodina - 1.42%, Growth Party - 1.11%, Greens - 0, 72%, "Parnas" - 0.68%, "Patriots of Russia" - 0.57%, "Civic Platform" - 0.22% of the votes, "Civic Force" - 0.13% of the votes.

By the end of the count, United Russia had greatly strengthened its position compared to midnight. Then, according to Exit-poll data provided by VTsIOM, United Russia gained 44.5%, the LDPR was in second place (15.3%), the Communist Party of the Russian Federation lagged behind (14.9%), A Just Russia had more than later (8. 1%). The turnout was about 40%, but then increased significantly: after processing 91.8% of the protocols, the turnout was 47.9%. Zyuganov’s words, said shortly after the vote count began, that “two thirds of the country did not come,” were not confirmed.

Russian President Vladimir Putin and Prime Minister Dmitry Medvedev arrived at the United Russia election headquarters at night.

“The result for United Russia is good,” said the Russian President. “We can say with confidence that the party achieved a good result - it won,” Putin said.

According to estimates by the head of VTsIOM Valery Fedorov, United Russia, taking into account single-mandate constituencies, can receive 300 mandates. "United Russia will have about 300 mandates, maybe even more. This is a constitutional majority. Some want 66%, some 75%, everyone has their own criteria for problems. I think that everything above 44% (according to party lists - ed.), this is definitely a very big success for United Russia. Let’s see whether our forecasts are confirmed or not,” Fedorov said on Life.

The forecast of more than 300 mandates is fully confirmed. Data on single-mandate constituencies at 9.30 am Moscow time were still incomplete, but already quite eloquent. United Russia continued to lead in 203 of the 206 single-mandate constituencies in which it nominated candidates, TASS reported.

The party, obviously, again has a constitutional majority, which United Russia did not have in the previous Duma. Let us remember that she was elected only from party lists (according to the 2004 legislation). “Candidates from the Communist Party of the Russian Federation and A Just Russia win in seven districts each, five are retained by the LDPR. Leaders of Rodina Alexey Zhuravlev and Civic Platform Rifat Shaikhutdinov win in their districts.

A number of violations were recorded during the elections. The incident in the Rostov region was considered the most significant.

The Ministry of Internal Affairs confirms the facts of ballot stuffing at polling stations in the Rostov region, TASS reports.

As First Deputy Head of the Russian Ministry of Internal Affairs Alexander Gorovoy stated, facts of ballot stuffing at polling stations No. 1958 and No. 1749 have been documented.

Victory of strong statehood

But, according to political scientist Dmitry Orlov, administrative mobilization is becoming a thing of the past. United Russia was helped by primary mobilization - primary elections in the spring, and the thesis “together with the president.” A very significant factor in favor of United Russia was Putin’s meeting with its activists shortly before the elections and his statement that he created this party.

Although the company is described as boring, according to the political scientist, this is not the case thanks to the meaningful struggle in single-mandate constituencies, where many new faces with specific programs were nominated.

The LDPR responded to the social request better than the Right Russia, also drawing back the votes of the nationalists. Traditionally, in times of crisis and uncertainty, this party improves its results, noted Dmitry Orlov.

It is interesting to look at some of the estimates that analysts made for Expert Online shortly before the elections. Tatyana Mineeva, vice-president of Business Russia and a member of the federal political council of the Party of Growth, noted the “strong position of the LDPR”: “The majority of the population does not believe in reforms, and the liberal democrats do not propose them,” she stated. “A Just Russia,” the public figure noted, is falling because it has failed to present a coherent political program.

The forecast of the expert of the Public Duma center Alexei Onishchenko was that the votes in the elections will mostly remain with United Russia, since their voters are those people who are united by the idea of a stable and strong state. “They are not for virtual democratic slogans, but for state guarantees. It is no coincidence that 8.5 million people voted for United Russia in the primary elections. This is a high figure,” he noted.

Advisor to the Chairman of the Presidium of the Association of Young Entrepreneurs of Russia Denis Rassomakhin expressed the opinion that the real things happening in the country are associated with the party in power against the backdrop of growing trust in state institutions, primarily in connection with the annexation of Crimea and anti-sanctions policies.

Indeed, it can be stated that the victory of United Russia, while maintaining the presence of noticeable socio-economic problems, ideologically represents the dominance of the idea of a strong, robust, guaranteeing state. The party “does not succeed in everything,” as Putin noted, but it is strongly associated with this idea. The specter of the weakening and half-life of the state does not “warm” the Russian people at all, although for some of the intellectual elites it is alluring.

On September 18, 2016, the next elections to the State Duma were held in Russia, in which the current party in power set a new record: from now on, the share of United Russia representatives in the lower house of parliament will be 76% (343 seats out of 450). For most independent observers and experts, this figure did not come as a surprise, and they call the most important result of the elections not so much the victory of the largest party in the country, but rather its acquisition of a constitutional majority in the State Duma. This means that starting from 2016, the United Russia faction will be able to pass laws that will allow amendments to the Constitution of the Russian Federation.

Turnout for the 2016 elections by region: table

According to the head of the Central Election Commission E.A. Pamfilova, 47.81% of Russian citizens came to the elections on September 18, 2016. Based on the experience of past election campaigns, such a turnout cannot be called large, although these figures exceed the average percentage of turnout for similar elections in most European countries. And yet, according to experts, ordinary people are not interested in the election results and for the most part they reacted to this event with indifference, which is indirectly confirmed by the facts of ballot stuffing noted at several polling stations at once. It should also be recalled that this time the Central Election Commission removed the 50% barrier to recognize the elections as valid.

Voter turnout by region is of interest. This time a unique situation arose when in 13 regions the average turnout was almost twice as high as the average turnout in the remaining 72 regions. Thus, the subjects with the most responsible voters included: Bashkortostan, Dagestan, Ingushetia, the Kabardino-Balkarian and Karachay-Cherkess Republics, Mordovia, North Ossetia, Tatarstan, Tyva, the Chechen Republic, the Kemerovo and Tyumen regions, the Yamalo-Nenets Autonomous Okrug. We also note that 81.4% of voters in these regions cast their votes for United Russia.

In the following table you can see the comparative election results for these two groups of regions:

Traditionally, the two Russian capitals showed low activity: in Moscow the turnout was 35.18%, in St. Petersburg – 32.47%. The Moscow City Election Commission explained these figures by “cold weather, rain and unsatisfactory work of all parties without exception with voters.”

2016 election fraud

Official information provided by the leadership of the Russian Ministry of Internal Affairs speaks of only two documented cases of ballot stuffing. Both of them were recorded in the Rostov region. As for complaints from members of precinct commissions and observers, there were only eight of them. According to representatives of the department, these facts did not affect the election results.

When the preliminary election results were announced, CEC Chairman E.A. Pamfilova stated that “the 2016 State Duma elections were held openly, legitimately, without serious violations.” She also added that all parties without exception this time received equal conditions for competition.

Results of the State Duma elections: expert opinion

The past elections further strengthened the position of United Russia, but experts’ opinions on whether the ruling party’s next victory was deserved vary greatly. One part of the experts speaks of serious falsifications, which helped to obtain the coveted figures for those who “led the country to another serious crisis, both in foreign policy and in the domestic economy.” In their opinion, sanctions, a weakening ruble and record capital flight are results that cannot justify more than 17 years of hegemony of one party in the Russian political field.

There are also polar opinions: in difficult times for the country, ordinary people decided to support the government represented by United Russia, which “is doing everything possible, being surrounded by huge masses of external enemies.” There is also the lack of a worthy alternative, and the reluctance of serious upheavals that traditionally accompany a change in the political course of the state. The election results, the next victory of United Russia and further forecasts for the development of events will be discussed for a long time, but any expert opinions can no longer change the dry numbers published by the Central Election Committee. So, the official results of the 2016 elections showed that the composition of the State Duma remains the same - consisting of four parties: United Russia, the Communist Party of the Russian Federation, the Liberal Democratic Party and A Just Russia, with a clear predominance of the first of them.

The preliminary results of the 2016 elections in Moscow were announced at 23:00 on September 18. At that time, about three percent of all ballots were processed in the Russian capital. At the moment their number is one hundred percent. The results were quite predictable.

Voting results 2016 in Moscow

The 2016 voting results in Moscow, albeit preliminary, looked like this at the time of the first count. The leader, as expected, is United Russia with a result of 37.2 percent of the vote. Second place goes to the Communist Party of the Russian Federation, 13.96 percent voted for the Communists. “Bronze” for the LDPR – 13.19 percent. This is followed by Yabloko (9.67 percent) and A Just Russia (5.88 percent). “Rodina” received 4.07 percent of the votes, the ROSTA Party – 3.66 percent, “Parnas” – 2.3 percent.

The results of the 2016 elections for single-mandate constituencies are as follows - Tushinsky: Onishchenko - Gudkov, 24.42 percent - 19.91 percent, Medvedkovsky: Parfenov - Babushkin, 22.07 percent - 17.11 percent, Babushkinsky: Teterin - Mitrokhig, 32 .36 percent - 14.36 percent, Chertanovsky: Vyborny - Davydov, 60.78 percent - 9.80 percent. In the State Duma elections, 225 deputies were elected from party lists, 225 from single-mandate constituencies.

September 18, 2016. Single voting day. Results

The election results in Moscow by precinct were slightly adjusted when the final results became clear. “A Just Russia” still beat Yabloko, gaining 6.45 percent, and “United Russia” strengthened its position, gaining 49 percent. At the same time, in Moscow, A Just Russia traditionally gains less than the party of Grigory Yavlinsky. Candidates from United Russia are leading in 181 single-mandate constituencies, the Communist Party of the Russian Federation receives mandates in six constituencies, a similar number from A Just Russia, and the Liberal Democratic Party in four. Rodina, Civic Platform, Growth Party and Yabloko retain leadership in one district. It should be noted that the turnout in the elections to the State Duma in Moscow was a record low - 35.18 percent. In 2011, about 66 percent of Muscovite voters decided to go to the State Duma elections, in 2007 - about 55 percent, in 2003 - 57.5 percent.

On September 18, a single voting day took place in Russia. Citizens elected the composition of the new State Duma, regional parliaments, and, in nine regions, governors. According to the Central Election Commission (CEC), no serious violations were recorded during the voting. According to preliminary estimates, United Russia, LDPR, Communist Party of the Russian Federation and A Just Russia are entering the State Duma. “Kommersant” conducted an online broadcast of the vote count.

5:00 . “The circumstances in which society lives are changing, but the party is not”

Deputy editor-in-chief of Kommersant Gleb Cherkasov on how the party system is turning into a closed club: “The circumstances in which society lives are changing, but the party is not. The problems are new, but the leaders are still the same, and in general, every journalist who would start a notebook with a set of party quotes in 2007 could use most of what was written down in 2016. Whether a voter votes for what he considers necessary, or for those whom he is accustomed to, is a separate issue. And the main indicator that should worry the political class the most is a significant decrease in turnout: both compared to 2011, and especially compared to 2007.”

3:21 . Voter turnout in the State Duma elections, based on the results of processing 50% of the protocols of precinct commissions, was 47.55%.

3:11 . “I am a presidential candidate from the Yabloko party”

Founder of the Yabloko party Grigory Yavlinsky:“We believe that our party will take the most active part in what will be called the “presidential elections”... Perhaps with me as a candidate, at least for today I am the presidential candidate from the Yabloko party. This is my responsibility now. We will be preparing for the presidential elections, which may be next year... These are the same experts who say that we conducted a good campaign, they also write that, in their opinion, there may be elections next year. Then there will be a lot of work there, because these 15% that I spoke about in Moscow, St. Petersburg, and in the country as a whole, they must have their own candidate, there must be a real candidate from the opposition who believes that the whole policy needs to be changed” (quote from RIA Novosti).

1:32 . “The clues were found wherever the actual meeting with voters took place.”

Chairman of the Yabloko party Emilia Slabunova on Kommersant FM:“We, based on all our available capabilities and resources, reached out, and these keys were found everywhere where a real meeting with voters took place. But you can see perfectly well that there is no public discussion in society. What we see in all kinds of political talk shows on our screens is a discussion of any problems, Ukraine, Syria, Europe, but not our internal problems.”

0:40 . CEC data after counting 25% of protocols:

But we believe that the Growth Party is growing and will continue to grow. That's why we created a team, it was a great experience for us. We have also expanded our regional network. We have created a new party, which is very different from all the others. She's more professional. She has a new style. It is more active on the Internet; we took first place in terms of our activity on the Internet among all parties, especially on Facebook. We have built up today and the style is so ironic, we have done a lot of creative things, so this will all benefit us for future work.”

23:58 . CEC data after counting 20.71% of protocols:

LDPR – 15.56%

Communist Party of the Russian Federation - 15.18%

23:50 . “All the Democrats were loudly talking about how not to participate in the elections”

Candidate for State Duma deputy in the Central single-mandate electoral district Maria Baronova on Kommersant FM: “Completely reliable data (exit polls), from my point of view. Because, it seems to me, it’s something like this. Apathy, low turnout, 24-hour enterprises - all this together gives approximately the same data. And all the Democrats were loudly talking about how not to participate in the elections.”

23:43 . “Many voters considered it possible not to participate in the voting, not believing in a fair count.”

Leader of A Just Russia Sergei Mironov:“The elections to the State Duma of the seventh convocation have taken place. Today, the A Just Russia party has no reason to doubt the results as a whole, but we will wait for the morning when the main part will be processed and there will be concrete results. I am afraid that many voters considered it possible not to participate in the voting, not believing in a fair count. According to the results of the LDPR, they are now in second place... The leader of the LDPR has no particular merit in this, these are the people who voted against everyone.”

23:39 . Counting data for 18.14% of protocols:

LDPR - 15.92%

Communist Party of the Russian Federation - 15.46%

23:14 . Based on the results of counting 3.32% of the protocols in the Tushinsky single-mandate electoral district in Moscow, Gennady Onishchenko (United Russia) is in the lead with 27.78%, Dmitry Gudkov (Yabloko) is in second place with 18.89%, and in third place is Igor Korotchenko (“Motherland”) with 18.47%.

23:04 . “We evaluate the elections positively”

LDPR leader Vladimir Zhirinovsky:“We naturally recognize the elections and evaluate them positively. In any case, we are in the mood that, based on the votes we receive, we will be able to become the second party in our country. The LDPR deserved to become the second party in the country, we deserved it and the voters did it. If this happens, it will be a big victory, because the results of United Russia are the results of the state mechanism. We will celebrate, we will hold a meeting, we are against alcohol, there will be no champagne and there will not even be harmful Pepsi-Cola.”

22:58 . The Central Election Commission promised to publish final data on turnout in the State Duma elections tomorrow at 10:00.

22:51 . “Two thirds of the country refused to go to the polls, this is a very alarming signal”

Leader of the Communist Party of the Russian Federation Gennady Zyuganov:“This election is adding to the division. I warn everyone who is now cheating and trying to add ballots, you are risking a lot. At least for the 19th-20th (September) and subsequent days, we submitted applications for protests in defense of fair elections and the dignity of the people. We were plunged into the dirty 90s. Two thirds of the country refused to go to the polls, this is a very alarming signal. As for the features of this election campaign, first of all, there is terrible bureaucratization: previously they prepared (for each candidate.- “Kommersant”) three documents each, and now a whole folder.”

22:47 . “This (voting results.- “Kommersant”) confirmed support for the president’s course. It would seem that this is such a difficult time, but it is precisely at such a time that people unite, they do not want revolution, new upheavals,” said Federation Council Speaker Valentina Matvienko.

22:42 . CEC data after counting 12% of protocols: United Russia gains 46.76%, LDPR - 17.03%, Communist Party of the Russian Federation - 16.4%, SR - 6.4%.

22:14 . After counting 10% of the protocols, not a single non-parliamentary party overcomes the five percent barrier to the State Duma.

22:07 . “The most important thing is the political will of the president, which was very clearly expressed”

Chairman of the Central Election Commission Ella Pamfilova:“The most important thing is the political will of the president, which was very clearly and clearly expressed, on the one hand. On the other hand, the most understandable and relevant request of society itself for fair, fair elections. I found myself in this favorable confluence of circumstances, when the political will from above and the demand of society merged together. I don’t want to exaggerate my personal merits, but we did everything that was possible based on these favorable conditions, and as for the bureaucracy, don’t think that it just took the cake and began to live in a new way. Unfortunately no. In many regions we experienced incredible pressure, my colleagues experienced it, their hands were literally wringed out.”

22:04 . The turnout of Russian Guard fighters at the parliamentary elections was almost 100%, despite the guards, squads and special missions. “According to the leadership, almost 100% of the military personnel managed to vote in the elections. Issues related to interaction with election commissions were resolved in a timely and efficient manner,” RIA Novosti was told at the temporary information center of the Russian Guard.

21:51 . Based on the results of processing 8.37% of the protocols, United Russia gains 45.19% of the votes, LDPR - 17.75%, Communist Party of the Russian Federation - 17.00%, A Just Russia - 6.30%.

21:44 . “It’s difficult, it’s hard, but people still voted for United Russia”

Russian President Vladimir Putin:“People showed a civic position. It also lies in the turnout - it is not the largest of what we have seen in previous election campaigns, but it is high.
