The reason for such an extensive discussion was the presentation to Deputy Prime Minister Dmitry Rogozin of a new sniper complex being developed by the Klimov TsNIITochmash (the parent enterprise for the creation of advanced equipment for military personnel “Ratnik”) as part of the R&D “Accuracy”. The presentation was timed to coincide with practical shooting competitions in this city near Moscow. According to the director of TsNIITochmash, Dmitry Semizorov, the rifle is prepared for mass production and the first small batch will be transferred for military use to FSO units. But deliveries of the “Precision” rifle variant to the Ministry of Defense are planned to begin later, since tests have been postponed to 2017. The reason for this delay is increased demands from the military, who, in particular, are not satisfied with the presence of imported materials in the design of the rifle.

What is the “Accuracy” sniper complex? Its basis is the ORSIS T-5000 repeating rifle from the Moscow company Promtekhnologiya, first introduced in 2011 and already quite familiar to the arms community. Over the course of five years, the rifle was able to earn a good reputation for itself, both in the civilian and military markets - in 2013, for example, a certain number of T-5000s were transferred to units of the Russian Defense Ministry for trial operation. Dispersion when firing from a rifle is characterized by a value of 0.5 MOA, the firing range is 1650 m, for the modernized version of the T-5000M it is 2000 m.


For Deputy Prime Minister D.O. For Rogozin, small arms are an area of ​​special attention: he himself is a practicing shooter, the head of the board of trustees of the Federation of Practical Shooting of the Russian Federation and even the author of one of the patents for the design of an assault rifle, and his son Alexey was one of the founders of Promtekhnologiya.

The sniper complex provides for the use of two types of ammunition, .338 Lapua Magnum and 7.62x51 (.308 Win), which were not previously officially supplied to Russian security forces, which in itself is an intriguing event. Although the model and manufacturer of optics for the “Precision” complex were not named, it can be said with a high degree of probability that these will be “Daedalus” sights. This Moscow manufacturer works closely with the Promtekhnologiya company, being practically a “regular” supplier of night and day optics for ORSIS rifles. The newest day sight from Daedalus is the DH 5-20 x 56 variable magnification model, which pleasantly surprises with its high level of quality and performance. For law enforcement agencies, the company has developed a special version of the sight, which is highly durable and can withstand firing of powerful cartridges, up to a caliber of 12.7 mm. The scope also features a significant eye relief of 100 mm, which is an important advantage for high-recoil calibers such as the .338 Lapua Magnum. The sight can be supplemented with Dedal-TA thermal imaging or Dedal-NV night attachments, allowing the shooter to observe and fire at night or in poor visibility conditions without removing the main sight.

Information about the Tochnost complex that appeared in the media gave rise to a heated correspondence debate between the famous weapons blogger Andrei Soyustov and Deputy Prime Minister Rogozin. In response to Soyustov’s statement that the complex was not ready for mass production due to the presence of foreign components, the Deputy Prime Minister objected that the blogger was behind the times and that the rifle had no foreign components and that two types of cartridges had already been produced for it.

The production of .338 Lapua Magnum and 7.62x51 (.308 Win) ammunition for the ORSIS T-5000 rifle began at the beginning of 2014 at Ulyanovsk Cartridge Plant OJSC. According to its director, Alexander Votyakov, to produce this ammunition, the plant purchased modern equipment from the Italian company VASINI S.r.l. It ensures high-precision assembly of all cartridge components and automatic control of its main design parameters. In addition, in June 2015, the Novosibirsk Cartridge Plant (Refinery) began producing hunting cartridges of .338 Lapua Magnum caliber with a jacketed bullet (FMJ, weight 16.2 g, tombak jacket) and a brass sleeve. Despite the “hunting” purpose of this ammunition, security forces showed interest in it, and snipers from one of the FSB special forces even conducted test firing.

As for the 7.62x51 (.308 Win) cartridge, the production of its analogue was launched in the USSR in 1975, after the General Secretary of the CPSU Central Committee L.I. Brezhnev received a rifled carbine of .308 Win caliber as a gift from US President R. Nixon. The ammunition, designated 7.62x51A, was produced at cartridge factories in Novosibirsk, Tula and Barnaul. In the 1990s, it was replaced by the 7.62x51M hunting cartridge, interchangeable with the Western one, and the production of 7.62x51 mm NATO combat cartridges for export to other countries was launched - with armor-piercing, tracer bullets and bullets with a heat-strengthened core. That is, with regard to ammunition for “Precision”, Dmitry Olegovich is generally right, but with a very significant caveat - the Russian industry produces these high-precision cartridges using imported production equipment.

Speaking about the optoelectronic part of the complex, the main headache of Russian manufacturers is the dependence on foreign suppliers of bolometric matrices necessary for thermal imaging sights, and, as a consequence, their inflated price. Most of them, including Daedalus, until recently used matrices from the French company ULIS. True, in August of this year, representatives of the Ruselectronics holding announced the start of preparations for the production of their own matrices, so in the future, domestic thermal imaging equipment should have only Russian “stuffing”. On the other hand, such a transition will require some time and, first of all, import substitution will probably concern not rifle sights, but higher-priority areas, such as sighting systems for armored vehicles and missile systems.

Back in 2012, the team of the Alpha special forces group of the Federal Security Service of the Russian Federation won the prestigious international competition of police and army rifles in the Czech Republic, using the then experienced T-5000 models. The new sniper rifle was appreciated by both the special forces of the Federal Security Service and the current Russian Guard. Maybe few people paid attention, but it was this rifle that was caught in the footage of movie cameras that noticed snipers ensuring security during the last parade on Red Square. “Accuracy” is also being tested at the current Open personal-team championship of the FSB of Russia among special forces units in combat shooting from service weapons, where snipers compete near St. Petersburg, on the territory of the village of Pesochny on the basis of the Nevsky shooting sports club. By the way, this “sniper championship” is being held for the 10th time. More than 80 employees of Russian law enforcement agencies take part in these competitions. 16 teams represent units of the Special Purpose Center of the FSB of Russia, special forces of the territorial and border departments of the FSB, as well as other Russian intelligence services and law enforcement agencies, including the GRU of the General Staff of the Ministry of Defense of the Russian Federation. They will have to demonstrate their combat skills during ten day and four night shooting exercises, as well as duel shooting.


The “hit of the season” at these competitions is undoubtedly the T-5000 “Accuracy”. Specialists from the FSB of Russia already successfully master it, the Russian Guard is mastering it, and snipers from the GRU are just taking a closer look. Special forces and army special forces, in addition to traditional SVD and high-precision Russian sniper systems SV-98 and MTs-116, are armed with Austrian rifles SSG-04 and SSG-07 from Mannlicher, purchased back in 2010. And the army’s interest in Russian sniper rifles is very great. At the same time, the requirements of the Ministry of Defense for “Accuracy” turned out to be somewhat more complicated, including in terms of technology and the need to use only domestic components and materials in the rifle.

“A sniper is a piece of goods, even if he is a shooter as part of a regular unit, not to mention special forces specialists,” says Airborne Forces veteran, master of sports in shooting Alexander Aprelsky. - But the determining factor in fulfilling the task assigned to the sniper is the weapon. The SVD was intended to support a platoon on the offensive or in defense with the goal of destroying enemy firing points, including machine gun emplacements. In Afghanistan, the effectiveness of its work was simply amazing - planting a bullet in the forehead of a Mujahideen with a grenade launcher was not difficult for a more or less trained sniper. We were only talking about a distance of 500-600 meters, a maximum of 800. Long distances for hitting a target were not considered, although legends about a well-aimed shot at one and a half kilometers remained. Remember the episode from the movie “9th Company”, when a soldier hits a five-kopeck coin from an SVD? There the distance is 100 meters, with four-fold optics it’s the same as getting into a ten-centimeter circle in a shooting gallery and winning a teddy bear.

For snipers of army units, both the SVD and the new SV-98 and SVK models will be enough. This is an accurate close combat weapon. But “Accuracy” is intended for the sniper elite, individual specialists in ultra-long-range shooting. Their preparation is many times higher than the price of the rifle itself. Such a special device will not only hit a squirrel in the eye, but will also kill a fly at a distance of more than a kilometer. So the T-5000 super rifle will become the property of special units, and not “trigger” companies, where they simply will not have time to train specialists of this level.”


“Weapons of this level were previously purchased abroad, which was justified by economic feasibility,” says military observer Vladislav Shurygin. - And “Mannlicher” is not bad at all. But the topic of import substitution in such a specific and high-tech area has not only had a positive impact on related industries, but also clearly indicates the restoration of the domestic military industry. We actually managed to make a super rifle for sniper shooting. In fact, this is just a small example of the revival of the glory of Russian, in this case, small arms. You look at the new developments of Izhevsk gunsmiths in the Kalashnikov concern, their Vyatka colleagues in Kirov, whose machine guns and pistols have no analogues in the world, the Tula people traditionally hold the mark in the production of various types of weapons - from hunting rifles to naval guns that can cut cut any NATO ship in half, like a household grinder. This brought back the old motto of Russian weapons: “Any goal is close to us.”


The new T-5000 “Accuracy” sniper rifle has not yet taken its place in the army system and is still used by special forces of other law enforcement agencies. There is no doubt that with some modifications it may end up in service with special units of the Ministry of Defense as an example of a high-precision domestic sniper system. Of course, you won’t go on the attack with this, but it’s quite useful for performing special tasks. And it will hit the target.

General Director of TsNIITOCHMASH Dmitry Semizorov reported that tests of a sniper rifle with the self-explanatory name “Accuracy” for the Russian Ministry of Defense have been postponed to 2017.

The situation is quite unusual. The rifle is not only ready and demonstrates excellent performance, but its version for the Federal Security Service has successfully passed state tests. It is expected that in the near future a government decree will be signed on the adoption of “Accuracy” into service with the FSO.

The postponement of testing predetermined that the Ministry of Defense requires much more rifles than the FSO. Therefore, the issue of mass production of weapons is extremely relevant. And here “Precision” has a weak point - it is partially made from imported materials. Therefore, the Ministry of Defense was forced to retroactively make changes to the technical specifications regarding the manufacturing technology of the product. Since the technical specification was issued even before anti-Russian sanctions were introduced.

The “Precision” sniper rifle is an atypical product for the domestic defense industry. Because it is developed and manufactured in the private company Promtekhnologii. The company was registered in Moscow in 2011. And initially it was focused on the production of only civilian products - hunting rifles and sporting rifles. For example, at one time the Russian biathlon team competed with its weapons. Soon the T-5000 combat sniper rifle was created. All Promtekhnologii weapons are produced under the ORSIS brand. What does "Weapon Systems" mean?

"Promtekhnologii" is a dwarf enterprise in comparison with such monsters of the arms industry as the Kalashnikov concern, the Tula Mechanical Engineering Design Bureau, the Kovrov Plant named after. Degtyareva. It employs only 150 people - designers, machine operators, and managers.

However, the intellectual potential is not limited to the designers of Promtekhnologiya alone. The company maintains partnerships with a number of research institutes and technical universities, which conduct scientific research and take part in design work on a contractual basis.

At the very beginning, the post of Deputy General Director of Promtekhnologii was held by Alexey Rogozin- son of the Russian Deputy Prime Minister for military-industrial complex issues. This largely explains the fact that a private company was allowed into the “holy of holies” - among the companies allowed to compete for defense orders.

However, under Rogozin Jr., the company only managed to register and “get on its feet.” A year and a half later, he was promoted.

At the beginning of 2012, when information appeared that the T-5000 rifle was applying for entry into the Russian army as a sniper weapon, the fastest and least competent media outlets were full of headlines: “The Rogozin Jr. rifle will replace the Dragunov sniper rifle in the army.” The fact is that Promtekhnologii has much more modest ambitions, and the T-5000 belongs to a different class of weapon than the SVD. And there can be no replacement here, even theoretically.

SVD is a mass-produced weapon with automatic reloading. This rifle has less range and accuracy. SVD is used by snipers with basic training and little experience. T-500 is a sniper complex for high-precision shooting. This rifle does not have any automatic equipment; reloading is done manually. Due to the fact that precision technologies are used in manufacturing, the weapon is of significantly higher quality. So, when cutting the barrel of a mass-produced weapon, even a sniper, several passes of the cutter are made. The T-5000 barrel is cut in one pass. There is a certain difference in the quality of the materials used - steel for the barrel and for the rifle mechanisms.

There cannot be many high-precision weapons in the regular army for economic reasons. Because it is very expensive compared to weapons that are widely used in the army. There is a civilian model ORTIS SE T-1500 on sale, the cost of which is about 200 thousand rubles.

A number of rifles were transferred to units of the Ministry of Defense for trial use in 2013. As military comments accumulated, the designers of Promtekhnologii adjusted the weapons. The main comments were made regarding the “greenhouse” operating conditions. Because the combat conditions are different from those that exist in the shooting range. At the same time, work was carried out to improve shooting qualities, although there were no comments on this part. As a result, a modernized rifle was born, which was called “Accuracy”. It is clear that this is a working name, which does not fit into the army tradition of assigning abbreviations to small arms.

If the T-5000 has a firing range of 1650 meters, then the new model has increased it to 2000 meters. One of the main advantages is the highest accuracy. The maximum deflection of bullets when firing in the absence of wind in the T-5000 is less than half an arc minute, which, as is known, is equal to the sixtieth part of a degree. That is, in a series of 3-5 shots, all bullets end up in a circle with a diameter of 1.3 centimeters for every 100 meters of distance. Accordingly, at a distance of 1000 meters the spread will be about 13 centimeters. The modified rifle has even higher accuracy.

The shooting accuracy is also impressive, which is due to the extremely low manufacturing tolerances of the barrel, literally counting down to microns. As well as low recoil and minimal effort required to press the trigger. At the same time, the sight supplied to Promtekhnologii by the Dedal company ensures shooting at any time of the day in any weather conditions.

The designers of Promtekhnologii adhere to conservative views on the design of the rifle. It is a classic - a bolt-action repeating sniper rifle. General Director of the company Alexander Fedotov argues that the classical scheme is far from exhausted and does not require any original innovations. The quality of shooting should be increased by introducing new technologies - increasing the accuracy of machining, using materials of the highest quality. At the same time, several machines used in the manufacture of weapons were independently created by the company. These include, for example, a barrel cutting machine.

Of course, in order to facilitate the sniper’s work, the weapon must be individualized as much as possible - that is, it must be given the opportunity to “customize” it to the shooter. The ORTIS rifle has many adjustments both in geometry and in the effort applied by the sniper.

The rifle is chambered for three different cartridges: 7.62x51 mm (.308 Winchester), 7.62x67 mm (.300 Winchester Magnum) and 8.6x70 mm (.338 Lapua Magnum). Barrel length depending on the cartridge used: 508/671/698.5 mm. Length of the rifle when unfolded: 1270/1060/1230 mm. Weight: 6.1/6.3/6.5 kg. Magazine for 5 and 10 rounds. Data on the upgraded rifle, called "Accuracy", has not been reported. But, undoubtedly, if they differ, it will be only slightly.

The T-5000 has already proven itself in sniper business. With its help, Russian sniper teams from various law enforcement agencies won international competitions.

If the new rifle is put into service, it will not replace the SVD, but a weapon similar in purpose and capabilities. In particular, Promtekhnologii is targeting sniper rifles Steyr-Mannlicher SSG-08 purchased in Austria with a manually reloaded sliding bolt with a NATO cartridge of 7.62×51 mm. This rifle has worse range and accuracy than the T-5000. Also, the Finnish sniper rifle Sako TRG-22 has been “registered” in the special forces of the Ministry of Internal Affairs and the FSB, which, with exceeding characteristics, will be replaced by “Accuracy”.

According to experts, the T-5000 is not inferior to the best foreign models, and in some ways it is significantly superior to them. Thus, the British company Accuracy International, considered a trendsetter in sniper fashion, produces a rifle of the same design with a bolt-action L96A1, which has a maximum firing range with the most powerful cartridge of 1500 meters. At the same time, the accuracy of 7.62 mm cartridges is excellent - 0.4 arc minutes. But with powerful cartridges it increases to 0.7 minutes. The T-5000 has 0.5 minutes. But at the same time, a British rifle costs much more - from 12 to 20 thousand dollars, depending on the modification.

And in conclusion, it is necessary to explain why the general director of NIITOCHMASH is commenting on the situation with the “alien” rifle. The fact is that NIITOCHMASH is the lead developer of the “Ratnik” military equipment. In addition to a suit, body armor, and shoes, the equipment also includes various technical devices, as well as different types of weapons. Moreover, this is not only an individual weapon, but also an “elite” one, issued individually to large units.

As military expert Dmitry Drozdenko said in a conversation with a journalist from FBA Economy Today, given that the developer of the new rifle is TsNIITOCHMASH, we can conclude that the weapon that passed the test is a “good machine.”

“TSNIITOCHMASH is one of our main developers of various high-precision weapons. Based on their developments, underwater assault rifles and the most modern Russian pistols were made, and the famous “Ratnik” kit was assembled. It is safe to say that what comes out of the scientific segment of this institute is definitely a high-quality weapon, because there is a very large historical scientific, development and production base of the highest level dating back to Soviet times. This will definitely be a good car,” notes Dmitry Drozdenko.

The “Accuracy” rifle was first presented at the “Army-2015” forum. It can be used with two different cartridges - regular and armor-piercing bullets. The basis for “Accuracy” was one of the best Russian sniper systems, the T-5000, after about 210 design changes were made to it. It is this weapon that is regarded as the most promising in terms of replacing foreign rifles in Russian special units. The "Precision" rifle is designed to work at long distances. With its help, you can hit targets at a distance of up to 1.5 kilometers. The weapon has a new caliber for Russia, 7.62x51 millimeters.

Niche weapons

According to experts, the Tochnost rifle is a narrowly niche weapon. Most likely, it will find application in the internal troops and will be used for the needs of the FSB and the Federal Security Service. It is the FSO that will receive the first batch of Tochnost rifles.

This sniper system was developed for the first time in the history of modern Russia and is in no way inferior to foreign analogues in terms of accuracy or firing range. New rifles were immediately developed in conjunction with thermal imaging night and day sights and a laser target designator. The main unique feature of the Precision is that it was developed simultaneously with the cartridges.

There are two cartridges for each rifle - regular and armor-piercing, which are 25-30% better than foreign analogues. Their calibers are 7.62 by 51 and 8.6 by 68, respectively. The cartridges are manufactured at the Tula and Ulyanovsk cartridge factories. The sniper complex is equipped with an optical sight and a laser rangefinder.

The rifle is entirely made of domestic materials. The exception is the electronic component base in thermal imaging sights.

This week two news appeared about a new domestically produced sniper rifle. First, the General Director of the Central Scientific Research Institute of Precision Engineering (TSNIITOCHMASH) Dmitry Semizorov said that the testing of the rifle was successful and it was ready for adoption by the FSO. A day later, the head of the Military-Industrial Committee, Dmitry Rogozin, “recommended to everyone” a new sniper complex, which could soon be exported, thanks to its tactical and technical characteristics, which are not inferior to their Western counterparts.

In both cases, we are talking about one company created in 2011 by the private company GC Promtekhnologii (Orsis). For five years, she promoted her new product and tried to obtain a state defense order from the Russian Ministry of Defense. But the process stalled, despite the active support of Dmitry Rogozin himself and even the patronage of Steven Seagal. At the same time, the military recognized that the army, especially special units, had long needed a high “long-range” class sniper rifle with increased accuracy of fire.

In modern conditions, snipers can no longer get by with Soviet (Dragunova) and SV-98. Confirmation was the purchase since 2010 by the Ministry of Defense for airborne reconnaissance of Austrian Mannlicher SSG rifles. If it showed good results when shooting up to 800-900 m, then the Mannlicher hit up to 1500 meters. The appearance of the domestic T-5000 rifle with a similar range of up to 1500 m made it possible to remove the army’s dependence on exports. But, according to experts, the Russian novelty was “damp” even in 2012. It is known that after field tests, GRU snipers passed on a couple of dozen technical comments to the manufacturers. Over the course of several years, Promtekhnologii made design amendments, bringing the product to the maximum possible compliance with the requirements.

Today, four companies are engaged in the production and assembly of high-precision small arms in Russia: Promtekhnologii Group of Companies (Orsis), KBIS (LOBAEV Arms), Moscow Arms Company and SKAT. The last two produce individual products with foreign components. And only the first two went into serial production. "Promtekhnologii" carries out the full technological cycle of domestic production - bolt groups, production of barrels, trigger mechanisms, assembly of stocks. But, according to experts, all Russian private companies do not have experience in mass production for state defense orders. In the absence of established large-scale production technologies, a decrease in the quality of products may occur. This is an objective factor associated with conveyor production, during which corrections are made to the technological process to maintain quality. For example, world leaders out of thousands of rifles produced show a decrease in quality of up to 2-3%.

But since the production of long-range rifles is a highly costly process, domestic private companies cannot produce them in hundreds and thousands without having a buyer. As a rule, such products are made in small batches to order. For example, a hunting analogue of the T-5000 rifle costs 380 thousand rubles. and higher.

Creating high-precision production from scratch is a risky and expensive business, especially in the presence of world-famous competitors. Promtekhnologii invested tens of millions of dollars in creating production and in 2012 planned to invest another $57 million in launching its cartridge plant, but they never took the risk of building it from scratch. Due to the lack of domestically produced cartridges, in 2013 the Ministry of Internal Affairs refused to purchase the Orsis rifle. The fact is that the T-5000 is designed for two calibers: 7.62x51mm for close range up to 800 m and 8.6x70mm for medium-long range up to 1500 meters. To produce the second caliber, it was necessary to purchase a foreign cartridge assembly line. As a result, the industrial holding decided not to spend money on construction, but bought the Tula and Ulyanovsk cartridge factories. Since 2014, the Ulyanovsk plant began producing cartridges for Orsis rifles on Italian Wasini machines.

Another Promtekhnologii plant is located in Bosnia and produces cartridges for our Western “partner” - the USA. Despite the company's statements about complete import substitution, unprocessed rod blanks made of high-quality stainless steel (type 416R) for the T-5000 barrel are purchased in the USA. American-made steel is slightly more alloyed with manganese and silicon, which gives the barrel material greater toughness. The production issue has been resolved, and now Russian machines produce barrels, reducing export dependence.

It is obvious that the group of companies is not backed by the Kulibins, but by large investors with great connections. Promtekhnologii was created with investments from the owner of the Ru-Com company, Minister of Open Government of the Russian Federation Mikhail Abyzov and millionaire Konstantin Nikolaev, who owns N-trans. The rifle manufacturer does not advertise these facts, and recently has been trying to avoid mentioning the Orsis brand when promoting weapons for government orders. Thus, the general director of TsNIITOCHMASH called the tested rifle “Accuracy,” and Dmitry Rogozin simply limited himself to the general phrase “sniper complex.” In fact, we are talking about a marketing move, where the letter “T” was deciphered - “Accuracy”, and the complex is a T-5000, equipped with day, night and thermal imaging sights from the Dedal-NV company. In general, the management of TsNIITOCHMASH confirms that the T-5000 rifle was taken as the base.

For a civilian consumer, positive reviews from Steven Seagal, who used the product and advertised it at exhibitions, will be enough. An action hero and a man with special military training who worked for the CIA (as Seagal describes himself), became the official face of the Orsis brand in the United States. For the American market, the company has developed a special rifle, ORSIS by Steven Seagal, with an aiming range of 3000 m and a caliber of 408. Currently, more than a thousand of the company’s rifles are in the hands of civilian consumers, and dozens of rifles are currently being tested by the military.
