The provision of discounts on the Moscow campus of the National Research University Higher School of Economics is standardized.

ATTENTION! The provision does not apply to students studying in branches of the National Research University Higher School of Economics (the procedure and grounds for providing discounts in the branches of the National Research University Higher School of Economics are established by local regulations of the branches, approved by the academic councils of the branches of the National Research University Higher School of Economics) or who are foreign citizens or stateless persons entering within the framework of a separate competition (procedure and the grounds for granting discounts are established by separate local regulations of the National Research University Higher School of Economics).

Main types of discounts:

  • based on the results of admission to bachelor's/specialist/master's programs;
  • based on the results of training in bachelor's/specialist programs.
Depending on the source of funding, discounts may be centralized or from the faculty budget (or from fully paid programs).

If the applicant has the right to a centralized discount on several grounds, he is given one centralized discount at his discretion.
Centralized discounts are not provided to students studying in educational programs that do not have budget places or are fully paid, unless otherwise established by the Regulations.

Discounts at the expense of the faculty budget can be combined with one of the centralized discounts, with the exception of discounts established by ICEF NRU HSE, as well as discounts at the expense of fully paid programs, unless otherwise established by the Regulations.

A discount based on learning outcomes can be provided to students studying at the National Research University Higher School of Economics in all areas of training and specialties of bachelor's and specialist's programs. Students of educational programs that have both budget and paid places must be guided by the algorithms and criteria described in the Regulations.
Students of fully paid programs should familiarize themselves with the discount rules that are established for their specific educational program (look for information on the educational program website or check with the educational office manager where it is best to look for information).

Master's degree students are not given a discount based on their study results.

Discounts based on learning outcomes are assigned starting from the student’s second year of study, based on the results of the previous academic year.
Students who completed sessions of modules 3 and 4 on time are given a discount during the summer period - based on the current rating before retakes. Students who, for good reason, were unable to take part in the session of 3 or 4 modules after the end of the retake period, will be able to qualify for a discount in the autumn period - based on the current rating after retakes.

A discount of 25 to 70% is provided to a student if all of the following conditions are met simultaneously during the previous academic year:

  1. The student does not have a disciplinary sanction in the form of a reprimand
  2. Based on the results of the intermediate certification for all elements of the curriculum (before retakes), the student:
2.1. has no more than two ratings of 4 and/or 5 points on a ten-point scale,
2.2. does not have a score lower than 4 points on a ten-point scale,
2.3. does not fail to appear for certification tests without a valid reason.

If a student, based on the sum of the last two current ratings, enters:

During the summer period, to determine applicants for a discount, the current rating after retakes of the 1st half of the year and the current rating before retakes of the 2nd half of the year are used.
In the autumn period, current ratings after retakes of the 1st and 2nd half of the year are used to determine applicants for a discount. For students whose ratings have deteriorated after the autumn retake period, the amount of the discount established for them during the summer period does not change. If a student receives grounds for a discount after the fall retake period, it is provided by a separate order.

A student may be deprived of a discount:

    Any type - if he is given a disciplinary sanction in the form of a reprimand for violating the HSE Charter, the HSE Student Internal Regulations, the Dormitory Internal Regulations and other local acts on the organization and implementation of educational activities.

    Centralized based on the results of admission to bachelor's/specialist's programs (with the exception of discounts based on the results of entrance tests) and master's programs - if the student does not meet one or more criteria for successful study, expressed in receiving in the previous academic year more than two grades of 4 and/or 5 points based on the results of the intermediate certification before retakes - on a 10-point scale; or receiving a score below 4 points on a ten-point scale based on the results of an interim assessment (before retakes); or failure to appear for certification tests without a valid reason.

    Centralized according to the results of training in bachelor's/specialist programs - if he has unpaid academic debt after the end of the retake period.

The main types of discounts for foreign students admitted as part of a separate competition for foreign citizens:

  • Based on the results of entrance tests;
  • Graduates of the Preparatory Department for Foreign Citizens of the National Research University Higher School of Economics and preparatory faculties of other Russian universities;
  • Graduates of HSE partner schools with which we have entered into
  • agreements on cooperation in the educational field;
  • Participation in Olympiads of the National Research University Higher School of Economics;
  • Graduates of the Summer University program;
  • Graduates of bachelor's/specialist's degrees at the National Research University Higher School of Economics;
  • Participants of the Olympiad for students and graduates of the National Research University Higher School of Economics

Discounts are provided to foreign citizens from the moment of enrollment at the National Research University Higher School of Economics and are maintained for the entire period of study* at the National Research University Higher School of Economics, provided that foreign citizens meet the criteria for successful study.

The criteria for successful training is the simultaneous fulfillment by a foreign citizen of the following conditions when studying in the main educational program of the National Research University Higher School of Economics:

a) the foreign citizen does not have a disciplinary sanction in the form of a reprimand;

b) based on the results of intermediate certification for all elements of the curriculum (before retakes), a foreign citizen:

  • has no more than two ratings below 6 points on a 10-point scale;
  • does not have scores below 4 points on a 10-point scale;
  • does not fail to appear for certification tests without a valid reason.

* The criteria for successful study apply to foreign students, starting from the 2nd year and until completion of the educational program of the appropriate level of education.

* A foreign citizen can be granted only one discount from those indicated. If a foreign citizen has the right to several types of discounts from those indicated in the Table, he is given one discount of his choice.

Every spring, the topic of tax deductions for educational expenses becomes very relevant for students studying at universities on a paid basis. At the same time, there are students and their parents who still do not know about these benefits.

Individuals who have paid for:

  • own training of any form of education (day, evening, correspondence, etc.);
  • full-time education for your ward under the age of 18;
  • full-time education of former wards under the age of 24;
  • full-time education of your brother or sister under the age of 24.

Thus, parents or persons paying for the student’s education (which is confirmed by the training agreement and payment documents) have the right to a social tax deduction only if the education is obtained in a full-time department of the educational institution, and the student’s age does not exceed 24 years. However, if a student works, pays for his or her own education (which is also confirmed by a training agreement), and is a tax resident of the Russian Federation, then he may well be eligible for reimbursement of tuition costs, regardless of the form of education.

The maximum amount of expenses for educating children taken into account when calculating social deductions is 50 thousand rubles per year.

The maximum amount of expenses for one's own education, in combination with other taxpayer expenses that fall under social tax benefits (payment for one's own treatment or treatment of family members) is 120 thousand rubles per year.

An important point that every student or his parents should know is that a social tax deduction for educational expenses is provided only if the educational institution has a valid license for educational activities. A social tax deduction can be obtained when studying not only at a state and municipal university, but also at a non-state educational institution.

For a discount - to the university

We are used to the fact that you can get discounts in stores and boutiques, but they are also available for tuition fees. The head of the department for organizing paid education at the Belarusian State University, Inessa Skoromnaya, said that students falling under preferential categories (and these are orphans, students from low-income and large families, children of military personnel who died or became disabled while performing military duties, disabled people of the 1st, 2nd and 3rd group) may qualify for a 40% reduction in tuition fees. However, there is one significant caveat. Discounts are provided to these categories of students if they have grades of at least 6 points in all subjects. Last year there were 85 such students at the Belarusian State University.

But what should payers who do not have benefits do? It turns out that they can also qualify for a discount. Its size depends on the average exam score for the previous academic year. So, if young people scored on average more than 9 points, you can count on a maximum, 60 percent, discount, from 8 to 9 - payment will decrease by 40 percent. And payers who have from 7.46 to 8.25 points in their piggy bank are entitled to a 20% reduction in cost. According to Inessa Skoromnaya, there are cases when paying students are transferred to the budget by the fourth or fifth year. But, judging by my experience as a journalism student, I can say that getting at least a 20 percent discount is not so easy. With an average score for two sessions of 8.7, the dean’s office refused to give me even a minimal discount, explaining that in order to reduce the payment, in addition to a high average score in the student record book, it is necessary to have half the grades nine and ten.

If you can’t get a discount, and paying for tuition puts a big strain on the family budget, you can use a bank loan. About 15 thousand citizens of Belarus paid for their first higher education in this way last academic year. Only full-time students (or their parents) can count on the most preferential conditions (7 percent per annum), and, we repeat, this is higher education should be the first. Another important condition: the average total income per family member per month for the previous year should not exceed 350 percent (currently about 870 thousand rubles) of the approved budget of the subsistence level on average per capita.

Of course, even 15 percent per annum, taking into account the current level of inflation, is very profitable. Inessa Skoromnaya said that today almost 500 BSU students use the preferential lending services of Belarusbank. However, according to the expert, not everything is so simple in using bank money. Yes, you begin to repay the main loan debt only after graduating from university. But interest payments must be made while studying. For example, if the cost of training for a year is 3 million rubles, then in the fifth year you will have to pay about 60 thousand monthly. True, compared to the money you receive from the bank, this expenses will seem like a mere trifle.
Another important nuance: the loan will be issued only for 70 percent of the cost of training. For example, from
3 million will allocate only 2.1 million. The remaining 900 thousand will have to be paid out of your own pocket. But this amount is not large for those who want to have a prestigious diploma.

This benefit is regulated and provided by regional legislation. Accordingly, the procedure and conditions for its provision are also regulated by the regions. In most constituent entities of the Russian Federation, full-time students on contract and budget training options are given the right to travel by rail with a 50% discount on the standard ticket price.

This benefit applies to travel on intercity trains and travel on electric trains from September 1 to June 15. In the Pskov region, for example, such a benefit is valid until June 30. Full-time students are temporarily exempt from military service. The deferment of conscription is valid for the entire duration of full-time study. In addition, it continues to apply when entering graduate school.

Persons with academic degrees are not subject to conscription.

Thus, successful completion of graduate school and the mandatory defense of a candidate's dissertation exempts males from mandatory conscription.

In 2019, students studying under a contract have access to tax deductions in the amount of 13% of the amount of tuition fees, while the amount of the deduction cannot exceed 13% of the maximum payment amount - 120,000 rubles. Thus, the maximum you can return is 15,600 rubles (120,000 * 13%).

Full-time students receive a scholarship. This provision is enshrined in Art. 36 of the Federal Law “On Education”, which also indicates the categories of students to whom the scholarship is awarded. There are state academic and social scholarships. The first is assigned to all students studying full-time at the expense of budget funds. A social scholarship is assigned to a strictly defined category of persons specified in paragraph 5 of Article 36. The minimum scholarship amount for university students is 1,484 rubles, and for secondary vocational students - 539 rubles.

In addition to the scholarships mentioned above, the following are awarded:

  • state scholarships for graduate students, residents, and assistant trainees;
  • scholarships of the President of the Russian Federation and scholarships of the Government of the Russian Federation;
  • personalized scholarships;
  • scholarships for students awarded by legal entities or individuals, including those who sent them to study;
  • scholarships for students of preparatory departments.

Regions and educational institutions can also set their own scholarships.

Students can apply for accommodation in a dormitory; this right is granted to them by the Federal Law “On Education”. But the procedure for provision is established by each educational institution separately, in addition, not all of them have a housing fund for students on their balance sheet.

Students are given free access to all municipal and state museums and libraries. In addition, some private institutions may provide students with discounts on services. For example, discounts in shopping centers, shops or cafes.

Benefits for working students


Students who work have the right to officially go on vacation three times during the year in order to take the exam and prepare for it. The leave is issued at the request of the educational institution, which sends a certificate of summons to the student’s place of work.

Students in their final years are given additional leave to write their thesis.

Important! All leaves are provided to the student with preservation of income, i.e. the employer is obliged to pay the student while he is studying and cannot attend work.

Evening students are not entitled to paid leave to prepare for the session and take exams. The university can accommodate the student and provide him with the opportunity to take the exam during the period when he is free from work. Sometimes training according to an individual plan is allowed.

Study leave is provided only at the main place of work; it can be added to annual paid leave.

If they are 1–10 points short of the passing grade, they will receive a 50 percent discount; if they are 11–30 points short, they will receive a 25 percent discount on tuition fees.

Graduates of the Distributed Lyceum schools

Discounts are provided to 15% of the total number of school graduates, but not more than 30 people from each educational organization.

A 50% discount will be given to applicants who do not score from 01 to 10 points before the passing score for budget places; 25 percent discount – those who do not achieve 11 to 30 points before the passing grade. Discounts for this category of applicants with good academic performance are also provided for the entire duration of study.
