“The arrest of Belykh did not come as a surprise to me personally. Corruption in the Kirov region has long been off the scale, as well as rampant lawlessness and poverty. I stated this from the State Duma rostrum back in 2012.

- Tell me, what kind of guy was he?

— When Nikita Belykh came to us as governor in 2009, he did not have any program. He couldn’t even answer the simplest questions: what is the area of ​​the Kirov region? How many nationalities live here? And when he started recruiting personnel, everyone gasped. A certain girl, Maria Gaidar, comes to me and says, Sergei Pavlinovich, I need to be supported, I will lead the medical sector. I say, okay, girl, I’m ready to support, but do you understand anything about medicine? Do you have experience? She says no, but I will learn. I say we do not need students, but experienced workers. I can't support you. As a result of this policy, Belykh destroyed everything he could in the region. Only agricultural enterprises – 184! I got the impression... maybe, of course, this is my fantasy - that he was reporting to someone, destroying the area.

— How were farms destroyed?

— Belykh warmed up investors who came to these enterprises, promising mountains of gold to the workers. Then investors took out crazy loans from Sberbank and declared the enterprises bankrupt. For example, there is a company called Al Pari, led by a certain Kollontai. They infiltrated the Lenin collective farm. There are fixed assets worth 43 million rubles. But they received loans from Sberbank for these funds in one day - 670 million rubles!

- Like this?!

- And I can’t wrap my head around it! They received the money and immediately began bankruptcy proceedings. And these are already non-repayable loans. Consider this money stolen. This “Al Pari” is not even registered and is not registered with the tax authorities.

DOES YOUR HAND WASH YOUR HAND?

— Is this, what’s-her-name… “Al Pari” (a very Vyatka name) somehow connected with Belykh?

- Through his deputies. All these loans were issued under guarantees from the government of the Kirov region and under the signature of the governor. The administrator of the loans is Belykh in the first place. So they divide this money among themselves and go to bankruptcy proceedings through arbitration courts. In arbitration courts there are two defendants who are in conjunction with the bankruptcy manager. There's a field unplowed for investigation!

- But how do banks give such money to someone who doesn’t understand?

— I’ll tell you, until recently the Kirov branch of Sberbank was headed by Alexey Kuznetsov, whom Belykh later appointed as vice-governor and left in his place when he went to Moscow to collect a bribe.

— Could Belykh, and not only him, have received kickbacks from these huckster investors?

— I don’t have exact information.

- Clear! But how are other people not openly afraid to take such monstrous money?

- But our law is like a drawbar. If they turn it cleverly, then the law is on their side. And yet, this Kollontai is now under investigation, after we wrote a request to the prosecutor’s office. In fact, we opened an anti-corruption committee named after Stalin here, and now cases of corruption are being brought here by the bagful.

- I don’t understand, if you listen not only to you, but also to many other knowledgeable people, you get the impression that our defendant and his team were turning over some astronomical sums. Where were the law enforcement officers looking?

- The fact is that Belykh is a good mathematician, and he deftly calculated everything.

- Yeah, but law enforcement officers aren’t mathematical enough to understand all this?

- At first, yes.

- Where did these huge sums go?

- Don't know. It’s interesting that Belykh made such a PR move for himself: he gave up his company car. He said he would use his own car. But again, this is a hoax. We looked at the consumables: gas station from government money, driver from the government and everything else. He didn't spend any money on maintaining the car. When Belykh said that we do not have money for benefits for veterans, I told him to his face - stop stealing! You steal in the forest, on the roads, and on the ground. You have 30 servants, every day you take cooks, laundresses and others to your “Black Lake” in your so-called residence. And you spend as much as 15 million a year from the treasury on it.

DIVORCE REMOVES ALL PROBLEMS

— And here’s this Hilton hotel in Kirov, it supposedly belongs to Belykh?

— Belykh’s wife owns part of the shares there.

- But are they divorced?

- And now it’s customary for them to get a divorce, to blame everything on their “ex-wife”, and show them a clean declaration. But in fact, Belykh and his wife seem to live together.

— Did Belykh personally offer you any fraudulent deals?

- No. I walked for three years and said to his eyes, Nikita Yuryevich, what are you doing?! You are plundering an area. He asks me, what do you want? I say, I don’t need anything except for the Kirov region to develop.

— Many people, including you, say that Belykh began to use chemicals from the first years of his reign. Have you personally contacted the authorities about this?

- Undoubtedly! To the prosecutor's office. There were a lot of thefts at the airport, perinatal center and other facilities. Belykh had been under surveillance for several years, but they were caught just now.

- You know, some people think that this is a “set-up.” The governor could not have taken a bag of money so carelessly and in a public place.

“The fact is that corrupt officials stop being afraid over the years when everything goes smoothly. And they start taking it anywhere, according to reflex.

— Do you think there will be more arrests in the Kirov region on the governor’s case?

— I think they should definitely be from the government of the Kirov region, and from the mayor’s office, and from the districts.

On the eve of the XVI (extraordinary) party congress, in the premises of the district committee of the Communist Party of the Russian Federation, a meeting was held between the Head of the Communist faction in the Assembly of Deputies of the Nenets Autonomous Okrug, Alexander Sablin, and labor veterans of the workers’ village of Iskateley.

Alexander Ivanovich, during a casual conversation, suggested talking about the problems that concern the meeting participants. A lot of statements were made about such an unhealthy area of ​​our life as communal services; they also mentioned the notorious fees for major repairs, which, as practice shows, mostly go to the maintenance of the Major Repair Fund. There was also a statement about the new practice of paying for sewage removal, in which the fee is charged not according to the volume removed, but according to the number of square meters in the apartment. “It turns out that a person living in a three-room apartment should pay more than five times that of a two-room apartment, this is absurd! In turn, Alexander Sablin said that such laws were adopted through the efforts of the party in power, while the Communist Party of the Russian Federation consistently fought against them, for example, the legality of the law on major repairs was challenged by the party even in the Constitutional Court.

“What can I say,” he added, “our party has been fighting for many years for the adoption of a federal law on Children of War, designed to increase their status and social protection. “United Russia” constantly votes against, they say that there is no money, although it is enough to sell the last of Abramovich’s six yachts to finance the implementation of this law in full.”

Dear comrades! Dear participants of the congress!

There are less than three months left before the elections to the State Duma. The current election campaign is not a simple competition of candidates for deputy mandates. This is a struggle between programs, fundamentally different points of view on the future of Russia. On September 18, every citizen of the country will answer the main question: which country should we, our children and grandchildren live in?

Features of the moment

The systemic crisis is increasingly testing the strength of our planet. In the twentieth century, two similar crises ended in world wars. External threats to Russia are acquiring a new quality. Western sanctions and falling commodity prices are weakening our economy. NATO is preparing for the role of the new Entente and is already developing former USSR military bases in the Baltic states and Eastern Europe. Transatlantic warmongers continue to dominate Ukraine. Their Bandera servants are trying to aggravate the situation on the border with Crimea and in the Donbass. Moldova and Transnistria find themselves in a difficult situation. It's alarming in the Caucasus and Central Asia. Washington's hawks and their accomplices are gradually implementing a global strategy of world domination.

The development of the situation proves: the neoliberal policy of the Medvedev government has completely exhausted itself and is leading the country to collapse. Over the past quarter century, Russia has been forced to carry out rampant privatization, accept the dominance of the dollar, and “take the cake” in front of the WTO. But this never led to the country’s integration into the “golden billion.” Even the oligarchic elite were not allowed into the “club of the elite”. She received a strong kick in the ass with sanctions and criminal lawsuits. Further attempts to squeeze Russia into the structure of global capitalism will end in the collapse of the country.

The depravity of market fundamentalism is obvious. But the government's itch for reform continues. The Academy of Sciences was brought under the control of incompetent “managers”. The dismantling of the world's best Soviet education system is being completed. Universities, schools and kindergartens are subject to “mergers and acquisitions.” An increasing number of teachers are being forced onto the streets. Clinics, hospitals and more are closing surviving FAPs. Medical personnel are being laid off, the shortage of which is recognized even by official statistics.

Contrary to propaganda, import substitution has not become a reality. Neither industry, nor agriculture, nor construction received adequate government support. How a small business was treated as a street wench. Factories and agricultural enterprises are closing today just like in the “dashing 90s”. They never had the opportunity to update their fixed assets, find stable markets, or withstand competition with Western corporations.

Production is being curtailed. Workers' incomes are declining. Unemployment, poverty and misery are growing. Social tension is brewing. It would seem that it is time for the capitalist ministers to restrain their liberal “innovations.” Instead, they are ready to “put out the fire with kerosene” and advocate for “structural reforms”: further privatization, raising the retirement age, “development of the debt market,” refusal to regulate drug prices and other ultra-market “gifts.”

The alarming situation requires a change of course and the mobilization of resources to bring the country out of the crisis. The time has come for a qualitatively different policy in the interests of the masses, in the interests of state security. The country needs a promising, precisely calibrated development program. Only its implementation will make it possible to consolidate patriotic forces around the tasks of reviving the Motherland.

However, numerous facts indicate: the liberal camp launched an internal front against Russia. Acute socio-economic problems are combined with attempts to completely poison the spiritual atmosphere. The fifth column continues to drive the troubled waters of Russophobia and anti-Sovietism. But the people turned out to be wiser and stronger than the embittered propaganda. This is why mud flows do not stick to the Soviet heritage. New generations of our compatriots are discovering the greatness of the achievements of the Land of Soviets, and respect for Lenin and Stalin is only growing.

The return of Crimea and Sevastopol to their homeland formed a solid basis for a deep national dialogue. Support for the heroic struggle of the people's republics of Donbass showed how strong the patriotic demand is in Russian society. The procession of the “Immortal Regiment” on the day of the Great Victory became a convincing call for the triumph of true values. But even after all these events, the authorities did not rush to cooperate with political opponents who sincerely care about the fate of the Fatherland. Moreover, the ruling authorities are taking steps towards circles do not even care about their own people, their problems and aspirations. The situation in the country is becoming more complicated. The Sabbath can heat it up even more black PR, bureaucratic arbitrariness and fraud during the September elections.

The choice between dead end and development

In general, the situation looks like this: either in the parliamentary elections “United Russia” and its artificial appendages will again be pulled into the leadership, or healthy, nationally oriented forces will win.

In the first case, the country will continue to be driven into a dead end. The government will continue to act as a cabal for the Shuvalovs, Ulyukaevs, Kudrins, Golodtsovs and Livanovs. The dumb State Duma will churn out “necessary” laws. Which ones exactly are very clear. Their dark shadows are already hanging over the country. Plans are being made to raise the retirement age, to abandon the indexation of pensions, to simplify the procedure for dismissing workers, and to completely privatize the remainder of state property.

We will make the decisions the country needs. These will be the first steps towards establishing truly people's power . Citizens will be able to look into the future with more confidence. This will give us the right to offer Russia a path to building renewed socialism. We will show that there is simply no other way out. And we are confident in our ability to convince the popular majority.

Yes, we are sure of it. We are sure that we can. And we can because we are right!

Today in the country it is obvious to everyone that the ruling circles are not able to cope with the crisis. And this is not just the point of view of the Communist Party of the Russian Federation. This is what our people think. According to the Levada Center, 82 percent of citizens believe that Russia is experiencing an economic crisis. Even VTsIOM, which is completely “reliable” for the authorities, admitted: a third of the population assesses the situation in the economy as “very bad.” In two years, this figure has more than doubled. Only 11 percent consider the situation good.

There is nothing to be surprised here. The standard of living of the population is declining. Society is losing faith in the viability of government. The authorities are unable to strengthen this faith. It offers the people nothing but intense brainwashing. But “leading everyone by the nose” will not always work!

Based on the results of last year, RIA-Rating calculated how much money a family with two children has left after “minimum necessary expenses” equal to the subsistence level. It turned out that on average a family had 28 thousand rubles left. This is 13 percent less than in 2014. Moreover, in the Ivanovo region there remains a little more than 3 thousand, and in the Pskov region - 570 rubles. But let me remind you, these are average figures. They unite both the rapidly impoverished population and the nouveau riche, who profit even in times of crisis.

The number of beggars in Russia has increased. The country received 5 million “new poor”. This is what presidential aide Andrei Belousov called them. But money alone cannot measure poverty. Not only are people’s incomes falling, but their access to vital benefits – social protection, healthcare and education. At least a third of the country's citizens live below the poverty line!

The actions of the authorities provoke a split and increased tension. President Putin has every reason to part ways with most of the current government as quickly as possible. Head of Government Dmitry Medvedev “became famous” for his phrase: “There is no money!” But you hang in there!” Here are the alpha and omega of the liberal course. This is the essence of the policy being pursued.

Yes, the people in power have no money. But this does not mean that they do not exist at all. Russia's international foreign exchange reserves amount to almost $400 billion, or 26 trillion rubles. More than 18 trillion are deposits of Russian banks. In total, these huge funds are four times the expenditure portion of the federal budget for this year. They can and should be invested in the real sector of the economy, in the modernization of industry, in the creation of new jobs, in science and education.

What do we see in reality? Money doesn't just lie there as dead weight. They support the economies of our strategic opponents. The Russian government invested six trillion rubles in US securities. Capital is also actively withdrawing funds from the country. In the last week of May alone, foreign “investors” withdrew almost $200 million. And this, I repeat, in one week!

Every citizen of Russia must understand: if we preserve the current government, we preserve the system of robbery of the country and all of us! For a capitalist there is no Fatherland. And there are plenty of liberal capitalists in both the Russian government and the State Duma. Such power will not ensure economic growth. She will continue to only talk about seeking investment. Don't expect more from oligarchic capital and its minions. They can't cope with the country's problems! We, the people's patriotic forces led by the Communist Party of the Russian Federation, will cope with them!

Karl Marx in “Capital” deduced the universal law of capitalist accumulation. This law presupposes “the accumulation of misery corresponding to the accumulation of capital,” that is, the accumulation of wealth at one pole means the multiplication of poverty, slavery, ignorance and moral degradation at the other.

Russian capitalism clearly demonstrates this. We hear a lot of noise about the economic crisis. But it didn't affect everyone. Rosstat data for last year shows: big business profits have not decreased. On the contrary, they have grown significantly. It was 5.5 trillion rubles. It became 8.4 trillion. Growth - more than 40 percent!

Yes, big business in Russia has faced sanctions. Its bosses lost access to cheap and long-term Western loans. But they don't want to lose profits. They continue to reduce costs at the expense of the people - they cut salaries and fire employees. Last year, labor costs decreased by two and a half trillion rubles. The profits of capitalists have increased by the same amount.

The appetites of the oligarchs are understandable. But how does the government behave? And it only increases the crisis for the poor and injustice. The cynical laws of United Russia directly play into the hands of big business. The government guarantees the oligarch the opportunity to purchase another super-yacht by reaching into the pockets of the impoverished population.

This year, the authorities showed the “fig” to the elderly by indexing pensions much below the inflation rate. Pension savings are frozen. The costs of major repairs of apartment buildings have been transferred to the shoulders of citizens. The increase in excise taxes on gasoline and diesel fuel hit ordinary residents and peasants. The government chooses the most harmful solutions possible.

But this is not the end yet. The notorious “bottom of the crisis” has by no means been passed. The flywheel of liberal madness is gaining momentum. This was symbolized by the return of Alexei Kudrin to the sphere of public administration. He was appointed to two positions at once - Putin’s deputy in the Economic Council under the President and chairman of the board of the Center for Strategic Research. In other words, Kudrin and his comrades are tasked with shaping the country’s development strategy. And this is the same as entrusting a goat to guard the garden or entrusting the conservation of the forest to bark beetles!

Liberal extremists are preparing to put up for auction the largest, strategic enterprises and banks. Just reading their list is enough to grab your head. Here are Rosneft, Alrosa, and Sberbank... What’s up - it’s even proposed to privatize military-industrial complex enterprises! On the sale list: Space Research and Production Center named after M.V. Khrunichev, OKB "Fakel", Scientific and Production Association named after S.A. Lavochkina and others. Moreover, the sale is planned at bargain prices.

Moreover, the Ministry of Economy sent proposals for participation in privatization to the largest Western investment banks. Among them are City Group, Morgan, Goldman Sachs and others. Yes, outright compradors remain in real power in the government. It is they who determine the economic course. They are the ones who are ruining science and education. It is they who would rather destroy our country than allow its real revival. Many of them have become adept at covering up the nakedness of their flawed ideas with promises, forecasts and sweet-voiced chatter. But these people remained alien to Russia. Bark beetles continue to undermine our Fatherland.

There is only one reliable way to protect yourself from them. This is the path of socialist development, economic and spiritual revival of the state.

The authorities are not ready for tests

Global capital has set a goal to prevent the revival of Russia. Even timid steps to protect our national interests cause him wild rage. In Washington, London, Brussels, our country is seen only as dependent and weak.

Threatening force, the West is once again rattling its sabers. A whole series of major NATO exercises covered the territories of Germany, Poland, and the Baltic states. The main part of the maneuvers is the transfer of armored vehicles and manpower from Germany to Estonia under the cover of American aviation. Practice delivering lightning strikes to the enemy. NATO is building up its military fist in Eastern Europe and the Black Sea. The alliance openly talks about the goals of this militarization – “containing Russia.”

The United States has already tied its European allies to itself with strong political and military ties. Now a “Transatlantic Partnership” is being prepared for Europe. American hawks want to deprive the Old World of the remnants of economic independence.

Washington is also putting together its new bloc in the Far East. The Trans-Pacific Partnership Agreement is directly aimed at China and Russia.

At the same time, the destabilization of the Middle East and Central Asia continues. Radical Islamism is being nurtured here in order to incite it against our open spaces.

A new world order is being formed, in which there is no place for independent states. Recent evidence of this is the events in Argentina, Brazil and Venezuela.

Barack Obama is not the most aggressive US politician. But he persistently realizes the interests of big capital. In May in the Washington Post Obama wrote: " America must make the rules. America must make decisions. Other countries must play by the rules that will be set by America " Thus, the plans of Nazi Germany to establish world domination are embodied in a new guise.

Mortal danger requires Russia to mobilize its forces. The import substitution policy was announced more than two years ago. But nothing really has been done. The country's economy remains resource-based and extremely dependent on imports. In the machine tool industry its share reaches 90 percent, in mechanical engineering – 70 percent, and in civil aircraft manufacturing – more than 80 percent. But these industries developed successfully during the Soviet years! Apparently, the liberals set out to destroy everything that makes Russia truly independent. And the destruction continues! The unique Kolomna Machine Tool Plant was recently destroyed. Preparations have begun for the sale of helicopter factories. Underfunding of science leads to Russia's further lag and reduces its defense capability in the context of the new Cold War.

Another national disaster was corruption. Head of the Accounts Chamber Tatiana Golikova admitted that trillions of rubles are wasted annually through the budget system. The damage is several times greater than the treasury's losses due to falling oil prices. Last year alone, the volume of violations in the distribution of budget funds exceeded 516 billion rubles. The Accounts Chamber discovers such flagrant violations every year. But no criminal cases are being initiated. The perpetrators are not even brought to disciplinary action.

The Russian state mechanism is seriously ill. Management efficiency is extremely low. The system of organizing power contradicts the interests of the people.

Before everyone’s eyes are the tragic lessons of fraternal Ukraine. The sheer anti-Sovietism of its authorities has already brought the country to a barbaric reprisal against our common past. But this savagery is also close to the heart of Russian liberals. The demolition of Soviet monuments is their cherished dream. Most recently, vandals destroyed the monument to Lenin in Moscow, on Klimashkin Street. Such facts are not simple antics of individuals with mental disabilities. They are inspired by the purposeful policy of anti-Sovietism.

Great pages and personalities of Soviet history become objects of sophisticated lies. Other legislators from the Federation Council are already proposing to punish for recognition of the historical merits of I.V. Stalin. Enormous amounts of money were spent on the construction of the Yeltsin Center. Preparations for Solzhenitsyn's anniversary have been launched. The creators of anti-Soviet television creations seem to be competing in the thickness of the dirt with which they are ready to smear the achievements of socialism. And other Duma politicians are choking on hatred of the Soviet state on live television on the largest Russian television channels.

Bandera's coup in Ukraine was preceded by an equally aggressive anti-Soviet campaign. We have no right to allow this to happen in Russia. Anti-Sovietism, nationalism and Russophobia are the main threats to the future of the country.

This is why each of us must remember: in the elections on September 18, we are not just fighting for parliamentary mandates. We are fighting for a balance of power that will not allow the country to be painted brown and orange!

Much has been done along this path. 55 subjects The Russian Federation has already adopted laws “On the Banner of Victory”. We supported the law on perpetuating the memory of those who died in defense of the Fatherland and the law on establishing criminal liability for attacks on historical memory in relation to the events of the Second World War.

The fight against anti-Sovietism must be intensified. A separate issue is practical propaganda. Now every communist has two more detailed documents in his arsenal. Our position finds the widest response. People don’t want to be poisoned by the poison of Svanidze and Karaulov. They dream of a worthy place for their homeland in the world. But the people are one thing, and the government is another. For liberals in the leadership of the country, the successes of socialism are like a bone in the throat. And the battlefield here is not the past, but the present and the future..

The debate about Soviet history is a debate about the values ​​that will determine Russia's path. In this dispute, two fundamentally different ideologies collided. You and I profess the principles of social justice, equality and friendship of peoples. Our position is based on the conviction that only the solidarity of a society not divided into classes will provide the country with a way out of the crisis, independence and prosperity.

Our opponents profess the opposite ideology. In their understanding, the state must protect the interests of the fattening financial and bureaucratic “elite.” The same one that enriched itself as a result of the betrayal of the USSR and the establishment of oligarchic capitalism in Russia.

Rejection of Soviet values ​​united the current government, moneybags and their ideological servants. The deeper the socio-economic crisis, the greater the danger they see in sympathies for socialism. For them, the very idea of ​​returning the people's socialist system is unacceptable. For these people, a reminder of the Soviet era sounds like an accusation of the failure of their policies.

The Soviet system demonstrates a convincing alternative to the current disastrous course. The ruling class sees this as a direct threat to itself. Their main goal in elections is to prevent voters from giving preference to those who defend the ideas of social justice. But they lack truth arguments. They willingly use false arguments, fool citizens, and distract society from pressing problems.

This can't last forever. The hatred of anti-Soviet people means only one thing - we are on the right path. The task of the Communist Party of the Russian Federation is to help citizens accurately assess the actions of the destroyers and refuse to trust them.

We know for sure what the way out of the crisis is. Russia's transition from degradation to development is guaranteed by the principles of a welfare state, renewed socialism and friendship of peoples.

Revival program

The Communist Party of the Russian Federation is going to the 2016 elections with the Program for the Economic and Spiritual Revival of Russia. Today we offer the country our approaches and principles, so that tomorrow they become the laws of the state, the affairs of the Government of People's Trust and National Interests.

The ten points of our program are a new image of the future of our Motherland.

1. The country is in the hands of the people.

Russia's wealth should serve the people, not a handful of oligarchs. We are for the nationalization of the oil and gas industries. This measure alone will increase treasury revenues by more than three trillion rubles.

The nationalization of key banks, the electric power industry, railways, communication systems, and military-industrial complex enterprises will create a powerful public sector of the economy. This will reduce Russia's dependence on foreign capital. Today, the share of foreign companies in metallurgical production, railway and power engineering already exceeds 75%. The growth of foreign capital in the economy continues, despite the sanctions. In essence, this is colonial dependence.

Nationalization will give a planned character to the development of the country and expand its competitive capabilities in the world. The Law “On Strategic Planning” has already been adopted at the initiative of the Communist Party of the Russian Federation. But this is only the first step. For the economy to operate sustainably and efficiently, tactical and strategic planning must become the norm. For this purpose, an appropriate government body must be created.

2. Economically sovereign Russia

Today, the Russian financial system is strictly connected with the centers of world capitalism. There is no real independence of the country. It's time to restore our economic sovereignty and protect ourselves from the dictates of the dollar. The Central Bank of Russia needs to be removed from the influence of the US Federal Reserve System. He is obliged to serve the development of the domestic economy and social sphere.

State control over the banking system and foreign exchange transactions will help stop the wild outflow of capital abroad. In recent years, it has turned into an instrument for ruining Russia and robbing citizens. Over 10 years, the country has lost almost 40 trillion rubles - three annual budgets.

We are ready to resolve the issue of Russia's withdrawal from the WTO. Over the four years it was part of it, the country’s budget was bled dry by 800 billion rubles. Indirect losses are estimated at 4 trillion. Russia does not need such a burden.

The new government will strengthen the country’s economic sovereignty through the development of small and medium-sized businesses and advanced forms of economic management. Our anti-crisis plan guarantees full support for national and collective enterprises. Even in the current conditions, they demonstrate high efficiency and expand social protection measures for workers. Their example refutes the liberal myth about the advantages of private ownership of the means of production with its exploitation of wage labor.

3. Industry. The science. Technologies.

Enough talk about import substitution. It is a shame for our country to occupy 95th place in terms of economic development. It is a shame to have 16% of the manufacturing industry in the GDP structure. Its share is to be raised to 70-80%. In Germany, too, this share is 83%.

Russia needs a powerful modern industry based on the latest discoveries and high technologies. Its most important industries should be: microelectronics, robotics, and machine tool building. Only then will we survive in a world ruled by predatory globalists. The persistence of the Communist Party of the Russian Federation allowed the adoption of the law “On Industrial Policy”. It needs to really work.

The industrialization of the 21st century cannot be achieved without the revival of science. The pogrom at the Russian Academy of Sciences became a crime against the future of the country. It's time to stop the destructive pseudo-reforms. Funding for research by domestic scientists will need to be increased significantly. The share of organizations that carried out innovative developments needs to be raised from today's 10 to 30 percent. This will be an investment in tomorrow.

4. A developed village means a prosperous and well-fed Russia.

The land of Russia is capable of feeding its population and another 500 million people with selected products. But half of the food today is imported from abroad, often of poor quality. Just look at the cost of palm oil, the import excise tax on which the Ministry of Finance refused to introduce. Meanwhile, a third of Russian arable land is overgrown with weeds. Many agricultural sectors are in deep crisis.

The food situation threatens national security. It's time to turn the state towards the village. Russia will become well-fed and healthy if large-scale agricultural production and social infrastructure are revived in the countryside, seed farming and livestock breeding are restored, and the spider webs of resellers that block peasants’ access to markets are broken.

All this is feasible if two conditions are met. Firstly, allocate at least 10 percent of budget expenditures to support the agricultural industry. Secondly, actively support farmers and peasant farmsteads, rely on large collective farms and cooperation. It has long been proven that such enterprises are more sustainable. They adapt much better to changes in the food market.

The Communist Party of the Russian Federation is ready to adopt new Land, Forest and Water Codes. We propose a set of measures to improve the environmental situation.

5. Credit resources - for the revival of the country.

The government's complaints about the lack of money are a primitive lie. Gold and foreign exchange reserves, funds of the National Welfare Fund and the Reserve Fund amount to 33 trillion rubles. For many years now, Russia has been lending money to its foreign rivals and feeding Texas and Kansas. It's time to use these funds for your own development.

Today Russia is in 48th place in terms of the state of transport infrastructure. In terms of the quality of air and water transportation, we are in 87th and 82nd places, respectively. This is a disaster for our big country. This is where investments are needed!

There is an urgent need to support the regions. Of the 85 regions, only 10 are donors. The rest are enmeshed in debt. The total deficit of their budgets is about 2.5 trillion rubles. In 55 subjects of the Federation, the public debt exceeds half of the approved revenues. They are unable to fulfill social obligations. We have a responsibility to help regions look confidently into the future and develop. Communist Party of the Russian Federation - for replacing commercial loans with subsidies and subventions from the federal budget.

6. Control over prices and tariffs – accelerated development.

Last year, food prices jumped more than 20 percent. At the same time, real incomes of the population fell sharply. In terms of living standards, Russia has fallen to 91st place in the world. Our neighbors in the rating are Laos and Guatemala. You can't live like that! Managing the economy this way is criminal!

The state is obliged to control prices for essential goods, fuel and medicines. Expenses for housing and communal services should not exceed 10 percent of family income.

The government is obliged to regulate tariffs for electricity, fuel and transportation. These are the most important factors of economic development and social well-being of the country's citizens.

7. Taxes: fairness and efficiency.

Russia has created an ugly taxation system. She serves moneybags and thieving officials. We propose to gradually eliminate VAT. It leads to higher prices for domestic products, deprives them of competitiveness and provokes inflation. It is no coincidence that there was no such tax in the USSR and there is no such tax in the USA.

In recent years, property tax and land tax on cadastral value have increased significantly, and the notorious “Platon” system is being introduced. They hit citizens, small businesses and agriculture hard. These levies should be canceled immediately.

Yes, abolished taxes are losses for the budget. But there is something to compensate for them. The country needs a progressive personal income tax. It works effectively in the USA and China, Germany and France, and in many countries around the world. It’s high time for the rich in Russia to fork out the cash. We are ready to reduce income taxes for the poor and abolish them for the most disadvantaged. These decisions are not only fair, but will also add 4 trillion rubles to the country’s budget.

A special area is the production and sale of alcohol-containing products. A state monopoly is simply necessary here. It will additionally contribute more than three trillion rubles to the country’s budget, and will protect thousands of citizens from poisoning.

In general, the country will have a budget for development, not survival.

8. People are the main value of a state.

The authorities are cynically violating the Constitution, according to which Russia is a social state. In fact, an extremely dangerous split has taken place across the country. Ten percent of the population captured almost 90 percent of the nation's wealth. How was this paid for? The fact that some are fattening, while the majority of citizens can barely make ends meet. There is an attack on their labor and pension rights, education and health care.

People's patriotic forces will restore justice. We will stop the destructive “optimization” of the social sphere. The preschool education system will work again. Accessibility and high quality of secondary and higher education will be guaranteed. We will revive the vocational education system and restore prestige to technical and pedagogical universities.

A law on “children of war” will be adopted immediately. People deprived of their childhood by Hitler have every right to special status, additional payments, free travel in city and suburban transport, and an annual medical examination.

In a rich, big and cold country, the right to housing is the right to a normal life. The state is obliged to be responsible for the construction of social housing and the condition of household infrastructure. Wild exactions from the population for major housing repairs and general household needs will be abolished.

The authorities are obliged to improve the standard of living in the country. The Communist Party of the Russian Federation proposes to legally prohibit the adoption of decisions that exacerbate social inequality. 7% of GDP will go to science, education and healthcare. We guarantee young people their first job and other forms of support. Particular attention is given to children and mothers, the disabled and the elderly. We have the necessary package of laws ready.

9. A strong country means a safe life.

At the last parliamentary elections, the Communist Party of the Russian Federation insisted on pursuing a new foreign policy. Today a lot has been done in this direction. But the ring of NATO military bases around Russia is getting tighter, the sanctions and persecution of our compatriots are getting tougher.

We demanded that the country’s defense capability be strengthened and that Serdyukov’s pogrom in the army be stopped. The authorities made a number of conclusions, but took the destroyer minister under protection.

We advocated for accelerated rapprochement between Russia, Belarus, Ukraine and Kazakhstan. The Eurasian Economic Union came into operation in January 2015. But the omissions of the Russian authorities helped Bandera rule in Kyiv.

Russia needs an authoritative, professional Government of People's Trust, which will strengthen national security, strengthen the country's position on the world stage, and guarantee its sovereignty. The combat readiness of the Armed Forces and the authority of military service must be significantly increased. Particular attention is paid to information technology security. It is necessary to do everything possible to promote the rapprochement of the fraternal peoples of the USSR, expand cultural programs and protect our compatriots abroad.

The state is obliged to serve the people. It is important to increase the efficiency of governance: support the self-organization of the people, strengthen control over the activities of officials, and include a mechanism for recalling deputies who break election promises. There must be election of judges, members of the Federation Council and heads of local government.

Corruption and crime are a threat to the security of the country and its citizens. Communist Party of the Russian Federation - for decisive measures to suppress them. Those responsible for major economic crimes must not only sit in prison, but also answer with their property.

10. Country of high culture.

The multinational culture of the peoples of Russia is the foundation of its spiritual revival, its pride and historical heritage. Truly people's power will not allow the souls of people to be burned out by anti-Sovietism, nationalism and Russophobia. It will protect citizens from immorality, vulgarity and cynicism.

It is necessary to create conditions when everyone can preserve and multiply cultural achievements - writers and composers, cinema, higher educational institutions and state media. The authorities are obliged to take care of museums, theaters, art galleries, philharmonic societies, cultural centers, libraries and archives. We will do everything to ensure that the Russian outback ceases to be a cultural ghetto.

The spiritual and moral health of the nation must be combined with its physical development. Particular attention is paid to children’s and youth’s creativity, physical education and sports. All possible support for Russian talents.

These are the ten main pillars of our plan for the revival of Russia. The Communist Party program has four key advantages:

On June 25, 2016, the XVI (extraordinary) Congress of the Communist Party of the Russian Federation took place in the Moscow region. 250 delegates and more than 400 guests from all regions of Russia took part in its work.

Among the invitees are party veterans, State Duma deputies, heads of executive and legislative authorities of the constituent entities of the Russian Federation, representatives of the Lenin Komsomol and other public associations, scientists and cultural figures. The meeting opened with the performance of the USSR Anthem. The congress elected a presidium of 24 people. “There are 42 million hectares of neglected land in the country. They need to be returned to circulation. We will introduce such a procedure when collective farms are restored in our villages. At the same time, other forms of ownership will remain, but the bulk of the products will be produced by collective farms,” he added Zyuganov.

According to him, the communists intend to implement a forest processing program, as well as solve problems related to housing and utility bills. “They will take no more than ten percent per person. At the beginning of the meeting, the Chairman of the Central Committee G.A. Zyuganov presented party cards to comrades who joined the ranks of the Communist Party of the Russian Federation. Among them are workers and engineers, teachers and students, employees and entrepreneurs. As the party leader noted, over 8 thousand people have joined the Communist Party over the past five months. Representatives of the consolidated Komsomol detachment addressed the delegates and guests of the Congress with greetings.

Report on behalf of the Party Central Committee « Towards People's Power - together with the Communist Party of the Russian Federation!» did G.A. Zyuganov. He characterized the current socio-economic and socio-political situation, presented the main provisions of the Election Program of the Communist Party of the Russian Federation, and formulated the tasks facing the Communists during the elections.

He noted that the number of delegates to the Congress included: Hero of Socialist Labor, 160 laureates of state awards of the USSR, two academicians of the Russian Academy of Sciences, 17 doctors and 40 candidates of science, two governors, a member of the Federation Council, 61 deputies of the State Duma, 92 representatives of regional legislative bodies, two People's Artist of Russia. The credentials of all delegates were recognized.

During the work of the Congress, fourteen issues related to the upcoming parliamentary elections were considered. The documents of the Congress were presented on behalf of the editorial commission by the Deputy Chairman of the Central Committee of the Communist Party of the Russian Federation D.G. Novikov and Secretary of the Central Committee V.G. Solovyov. A decision was made on the participation of a political party "COMMUNIST PARTY OF THE RUSSIAN FEDERATION" in the elections of deputies of the State Duma of the Federal Assembly of the Russian Federation of the VII convocation. The party's election program has been approved.

Candidates for deputies of the State Duma of the Federal Assembly of the Russian Federation have been nominated both on the federal list and in single-mandate electoral districts. On behalf of the Central Committee, a list of names was presented by a member of the Presidium, Secretary of the Central Committee Yu.V. Afonin. Based on the results of a secret ballot, the lists of candidates were approved.

Among the decisions adopted by the Congress: approval of the name of the political party, creation of an election fund, appointment of authorized persons. The Congress delegated a number of powers within the framework of participation in elections to the Presidium of the Central Committee of the Communist Party of the Russian Federation and regional party branches.

Participants of the Congress had the opportunity to familiarize themselves with an exhibition of samples of propaganda materials of regional branches of the Communist Party of the Russian Federation and products of national enterprises. Next to the building where the Congress took place, there was a propaganda town of thirty tents. Its guests were greeted by a vibrant exhibition and concert performances performed by national creative groups. In the conference hall of the Congress, documentaries produced by the Red Line TV channel were shown: “Island of Socialism” about the people’s enterprises of the Stavropol Territory and “The Regional Committee Rings the Bell” about the work of the Omsk regional branch of the Communist Party of the Russian Federation.

The XVI Congress of the Communist Party of the Russian Federation completed its work to the sounds of the “Internationale”.
