However, it would be wrong to justify the existing differences in the development and budgetary provision of municipalities only by limited budget capabilities. There is also poor quality and sometimes subjective planning of budget expenditures.

All this obliges the Government to take a calibrated and balanced approach when distributing budget funds to equalize the conditions for the socio-economic development of territories. All factors occurring in a particular municipality must be taken into account, as well as the prospects for the development of municipal territories, while taking into account migration processes.

When distributing budget funds, to ensure openness and transparency, it is necessary to involve public organizations, as well as citizens of the republic,” the speaker of parliament emphasized.

He called on the Government to pay attention to creating more attractive conditions for investors, medium and small businesses, which, unable to withstand numerous checks, go into the “shadow” or are deregistered and transfer their business to other regions.

Own tax and non-tax revenues are growing slowly. According to experts and the Accounts Chamber, budget revenues can be increased by 30 billion rubles using reserves.

The Chairman of Parliament pointed out the existing facts of delayed wages in budgetary institutions. “The government should strictly control the entire process of paying wages - timely and full financing of these expenses, as well as bringing funds to each individual employee,” he noted.

Khizri Shikhsaidov also paid attention to the issues of drug supply to health care institutions, the quality of medical services provided, the problems of small schools, the content and quality of education, and the provision of schools with textbooks.

Regarding the state target programs “Russian Language” and “Languages ​​of the Peoples of Dagestan,” he emphasized that no work had been carried out within the framework of these programs for three years.

Taking into account the negative practice of previous years, he called on the Government to pay attention to the issues of organizing quality summer holidays for children.

Taking into account the wishes and proposals expressed, the session adopted a corresponding resolution on the report.

Ummupazil Omarova made a report on the activities of the Commissioner for Human Rights in the Republic of Dagestan in 2017. She informed the deputies about the main directions of her work over the past period.

Basically, the activities of the Commissioner were based on requests from citizens, on which measures were taken to resolve controversial situations and legal assistance was provided.
In 2017, the Office of the Commissioner received 1,480 complaints. 627 of them required direct intervention, 120 issues were resolved and clarifications were given to citizens on 854 appeals. 63% of all requests are complaints about violation of social rights. Mostly representatives of vulnerable segments of the population seek help: disabled people, pensioners, orphans, low-income and large families.

The Ombudsman drew attention to the fact that most of the complaints concerned violations of housing rights. Last year, 322 orphans received apartments, but there are more than 2,700 people on the waiting list. There are many complaints from those who receive apartments under the program for relocation from dilapidated housing that houses are being built with defects on the outskirts of the city, while the wishes of citizens are not taken into account.
The number of complaints about violations of building codes, poor quality of utilities and registration in this area doubled during the reporting period.
The number of complaints regarding unlawful treatment and violation of citizens’ rights by law enforcement officers and failure to comply with court decisions remained at the 2016 level.

Then, Deputy Chairman of the People's Assembly Committee on Education, Science, Culture, Youth Affairs, Sports and Tourism Magomed Kurbanov presented the draft law “On Amendments to the Law of the Republic of Dagestan “On Youth Policy in the Republic of Dagestan”. In particular, Article 5 of the law is supplemented with a new clause on the involvement of youth public associations in the discussion of draft regulatory legal acts on the implementation of the legal rights and interests of youth.

The changes made to Article 13 of the law are aimed at involving young people in activities to protect nature and preserve the environment, as well as involving disabled people in physical education and sports.

The draft law “On Amendments to the Strategy for Social and Economic Development of the Republic of Dagestan until 2025, approved by the Law of the Republic of Dagestan dated July 15, 2011 No. 38” was presented by the Acting Deputy Chairman of the Government of the Republic of Dagestan - Minister of Economy and Territorial Development of the Republic of Dagestan Rayudin Yusufov .

Senior Assistant Prosecutor of the Republic of Dagestan for interaction with the legislative (representative) and executive bodies of the republic, local government bodies Dina Guseinova presented the draft law “On amendments to certain laws of the Republic of Dagestan regarding the prevention of juvenile delinquency.” In accordance with federal legislation, the republican law is supplemented with articles regulating the implementation of the main directions of prevention of juvenile delinquency and the mandatory implementation by authorized bodies of individual programs for social rehabilitation of minors in a socially dangerous situation. The implementation of individual social rehabilitation programs is relevant in the Republic of Dagestan, since according to official data, 240 families are in a socially dangerous situation, noted the senior assistant prosecutor.

The next draft law, adopted in the first reading “On Amendments to the Law of the Republic of Dagestan “On Tourism Activities in the Republic of Dagestan”, was amended aimed at improving legislation regarding the legal regulation of tourism, including increasing the protection of the interests of consumers of tourism services.

The draft law “On Amendments to the Law of the Republic of Dagestan “On Subsoil”, adopted in the first reading, in accordance with federal legislation regulates the provision for use of subsoil plots of local significance for a certain period of time for the exploration and production of common minerals in subsoil plots of local significance for the period of completion relevant work on construction, reconstruction, overhaul, repair and maintenance of public roads.

Acting Minister of Construction, Architecture and Housing and Communal Services of the Republic of Dagestan Zalkip Zalkipov, speaking with the draft law “On amendments to the Law of the Republic of Dagestan “On organizing major repairs of common property in apartment buildings in the Republic of Dagestan” noted that it was prepared in in accordance with the new norms of federal legislation for the purpose of social support for certain categories of citizens in the form of compensation for the costs of paying a contribution for major repairs of common property in an apartment building. Single non-working owners of residential premises who have reached the age of seventy years are provided with compensation in the amount of 50 percent of the contribution, and those who have reached the age of eighty years - in the amount of 100 percent. Deputies voted to approve the law.

Editorial amendments were made to Article 2 of the Law of the Republic of Dagestan “On categories of citizens entitled to receive residential premises from the housing stock of the Republic of Dagestan under a social tenancy agreement, and the procedure for its provision to these categories of citizens.”

Changes in connection with innovations in federal legislation excluding from the law the concepts of “religious educational institutions”, “republican religious organization”, “religious educational institutions”, “religious education” were also made to the law “On the prohibition of Wahhabi and other extremist activities in the territory of Republic of Dagestan".
The session, according to the relevant law, declared some of the legislative acts of the Republic of Dagestan to be invalid.

By the resolution “On introducing changes to the administrative-territorial structure of the Republic of Dagestan”, the village of Tazgirkent was formed as part of the village council “Ebdalyansky” of the Levashinsky district.

The session adopted a Resolution “On establishing a ban on visits to the People's Assembly of the Republic of Dagestan by representatives of the media of the United States of America recognized as foreign media performing the functions of a foreign agent.”

Amendments were made to the Rules of Procedure of the People's Assembly of the Republic of Dagestan, which, in accordance with federal legislation, establish the right of parliament to hear information on the activities of territorial bodies of federal executive authorities.

The session also made changes to the composition of the Youth Parliament at the People's Assembly of the Republic of Dagestan, including in place of the retired representatives from the regional branch of the United Russia party Said Asiyalov, Zakir Dzhambulatov and Saidmagomed Shabanov.

Chairman of the Parliament Khizri Shikhsaidov said that the People's Assembly received a statement from the Commissioner for Human Rights in the Republic of Dagestan, Ummupazil Omarova, about the early termination of her powers in connection with a transfer to another job. Due to the relevance of the issues of development of industry and energy, by decision of the Committee on Economics, Investment and Entrepreneurship, a subcommittee on industry and energy was formed under it. By the corresponding Resolution, the session abolished the subcommittee on housing and communal services of the Committee on Construction, Housing and Communal Services, Transport and Communications and appointed deputy Nurmagomed Aliyev as the chairman of the new subcommittee.

The NPC meets in its entirety once a year, usually in March. In its structure and functions, this body differs from Western parliaments and resembles the Soviet Supreme Council that existed after 1939. The current work on lawmaking is carried out by the Standing Committee of the NPC, while the National People's Congress in its entirety resolves the most important state issues.

The main task of the NPC this year is to officially elect the new Chairman of the People's Republic of China and the Premier of the State Council of China. These posts are expected to remain with the current leaders, Xi Jinping and Li Keqiang.

In addition, the NPC elects deputy leaders of the PRC, approves the composition of the government, the Central Military Council and the Supreme People's Court, and appoints the prosecutor general of the Supreme People's Prosecutor's Office.

Changing the Constitution

Another task facing the NPC is changing the Constitution of the People's Republic of China. Only this body has the right to change the fundamental law of the country. Earlier, at the end of February, the Plenum of the CPC Central Committee proposed removing from the Constitution the provision on the maximum term of office of the Chairman of the People's Republic of China (now this post cannot be held for more than two terms in a row). The corresponding vote will take place on March 11.

“There are both objective and subjective reasons here,” explains Grachikov. “This ten-year period was not enough; in the first five years, the manager got used to it, got into the swing of things, began to change something, and then had to leave. Given the old apparatus that he received, he could not implement the changes that he had in mind.”

Therefore, according to the political scientist, any personnel changes in China should be considered comprehensively.

“One cannot think that some narrow group of people close to Xi Jinping are carrying out revolutionary actions. This is an urgent issue arising from the internal life of China,” says the expert.

“Introducing such amendments does not mean at all that the chairman of the state will be able to hold his post for life. The Chairman of the PRC is traditionally the Secretary General of the CPC, and Article 36 of the Party Charter directly prohibits holding any party positions for life.

Another proposal from the leadership of the ruling Communist Party of China is to include in the Constitution a mention of “Xi Jinping Thought” on socialism with Chinese characteristics. The current Chinese leader will be the first leader of the country since Mao Zedong to be mentioned in the Constitution with such wording. Governance reforms

Also, NPC deputies will have to approve the control law and create a new national body - the State Control Commission. She will oversee the entire state. Previously, these functions were distributed among various departments, including the Ministry of Control of the People's Republic of China and the CPC Central Commission for Discipline Inspection.

The new body will receive exclusive powers, including those related to arrests of officials, investigations and inspections. In addition, the Commission will not be accountable to the Supreme People's Court, the prosecutor's office, or even the government - the State Council of the People's Republic of China. The only higher authorities are the Chairman of the People's Republic of China and the National People's Congress.

“This is a logical step in the development of a bureaucratic system that strives for order,” says Vasily Kashin. — The previous system was based on the work of the CPC Central Commission for Discipline Inspection. It was a party body operating on the basis of the party charter, but not prescribed in the country's legislation. This, in my opinion, created an abnormal situation.”

“When determining the priorities of our work, we need to focus, among other things, on topical issues that are important to our citizens. In connection with the announcement of 2018 as the Year of the Volunteer and the Volunteer, during the spring session, parliamentarians plan to adopt draft laws of the Republic of Ingushetia “On volunteering (volunteering)”, “On supporting youth and children's public associations”.

In total, the plans of the People's Assembly for the spring session of 2018 include the adoption of 21 republican bills, 6 hearings of annual reports and information on the activities of ministries and departments of the Republic of Ingushetia, 4 hearings of information on the implementation in the territory of the Republic of Ingushetia of the instructions contained in the Decrees of the President of the Russian Federation of May 7 2012.

Also at the plenary sessions of the People's Assembly, deputies intend to hear information on the activities of six territorial bodies of federal executive authorities in the Republic of Ingushetia.

Parliamentarians plan to carry out 16 events to implement the main activities of the committees, including consideration of state programs, expert opinions, work to bring the laws of the Republic of Ingushetia into compliance with the changed legislation of the Russian Federation and the preparation of relevant bills, etc.

It is worth noting that during the year and three months of work of the sixth convocation, 1,520 normative legal acts were adopted, which exceeds the number of acts adopted by deputies of the previous convocation for all five years of work.
