1. These Rules, developed in accordance with the federal laws “On Gas Supply in the Russian Federation” and “On Energy Saving”, establish requirements for ensuring the rational and efficient use of gas as fuel or raw material during its extraction, production, processing, transportation, storage, supply, distribution and consumption.

2. The terms used in these Rules mean the following:

a) “gas transmission system” – a gas pipeline system connecting gas producers and consumers, including main gas pipelines, gas pipeline branches, gas distribution systems owned by a gas transportation, gas distribution organization or other organizations or on other legal grounds;

b) “gas distribution organization” - a specialized organization that operates the gas distribution system and provides services related to the supply of gas to consumers. A gas distribution organization may be an organization that is the owner of a gas distribution system, which received the gas distribution system in the process of privatization or created or acquired it on other grounds provided for by the legislation of the Russian Federation, or an organization that has entered into an agreement with the owner of the gas distribution system for its operation;

c) “gas-using equipment” – boilers, industrial furnaces, technological lines, utilizers and other installations using gas as fuel to generate thermal energy for central heating, hot water supply, in technological processes of various industries, as well as other devices, apparatus, units, technological equipment and installations using gas as a raw material;

d) “heat recovery equipment” - devices and equipment (heating economizers, air heaters, waste heat boilers, recuperators, regenerators, etc.) intended to obtain various types energy carriers (water vapor, hot water, electricity) by using the heat of gas combustion products or the heat of products produced using energy obtained from gas combustion;

e) “boiler room” - buildings or premises (built-in, attached, located on the roof of buildings) with boilers or heat generators (at least two) and auxiliary technological equipment intended for the production of energy resources (water steam, hot water) for the purpose of heat supply or production;

e) " commissioning works» – a set of works, including preparation for start-up and commissioning of gas-using equipment with communications and fittings, bringing the load of gas-using equipment to a level agreed upon with the organization that owns the equipment, as well as adjusting the combustion mode of gas-using equipment without optimizing the coefficient useful action;

g) “operational and adjustment work” - a set of works including adjustment of gas-using equipment in order to achieve the design (certified) efficiency in the range of operating loads, adjustment of equipment automatic regulation fuel combustion processes, heat recovery plants and auxiliary equipment, including water treatment equipment for boiler houses;

h) “technological norm of gas consumption” - a technically justified norm of gas consumption, taking into account its consumption for the implementation of the main and auxiliary technological processes for the production of a given type of product, consumption for maintaining technological units in hot reserve, for warming them up and starting them after current repairs and cold downtime, as well as technically inevitable energy losses during the operation of equipment, technological units and installations;

i) “warmth” specifications gas" – characteristics of gas that determine its thermal properties in accordance with the requirements of regulatory and technical documents;

j) “fuel mode” – issued in in the prescribed manner permission for the consumer to use any fuel as the main or reserve;

k) “reserve (emergency) fuel” – fuel intended for use when gas supply is limited or stopped;

l) “reserve fuel facility” – a set of equipment and devices designed for storing, supplying and using reserve (emergency) fuel.

3. These Rules are valid throughout the Russian Federation and are binding on legal entities regardless of their organizational legal form And individuals engaged in entrepreneurial activity without education legal entity that are gas consumers or carry out the following activities (hereinafter referred to as organizations):

a) extraction, production, processing, transportation, storage, distribution and supply of gas (with the exception of organizations managing the housing stock, housing construction cooperatives and homeowners’ associations);

b) design of gas supply systems for enterprises, boiler houses and equipment using gas as fuel or raw material;

c) design, manufacture, certification, commissioning and operation of gas-using and heat-recovery equipment, means of monitoring and automatic regulation of combustion processes and accounting for gas consumption and accounting for products produced using gas, including thermal and electrical energy.

4. These Rules do not apply to consumers when they use gas-using equipment with a gas flow rate of less than 1 cubic meter. m per hour, as well as for consumers using gas for:

household needs in residential and public buildings (cooking, hot water supply and apartment heating); autonomous heating residential and public buildings when the total calculated thermal power of gas-using equipment is less than 100 kW.

5. Supervision of rational and effective use gas supply is carried out by the Ministry of Energy of the Russian Federation in the person of the state energy supervision units authorized by it (hereinafter referred to as state supervision bodies).

6. Indicators of efficient gas use are checked during an energy audit of the organization. The results of energy surveys are taken into account when developing fuel and energy balances and gas consumption limits established in accordance with the legislation of the Russian Federation.

7. Managers and specialists of organizations must pass a test of knowledge of regulatory legal and technical documents governing the rational and efficient use of gas in the manner determined by the Ministry of Energy of the Russian Federation.

8. Gas-using equipment of organizations must meet the requirements regulatory documentation, including energy efficiency indicators (GOST, TU), have certificates of the GOST R system and a permit for use issued in the prescribed manner federal body, specially authorized in the area industrial safety.

9. Gas-using equipment being developed is subject to certification in accordance with the established procedure for compliance with energy efficiency indicators.

10. Technical specifications for gas-using equipment being developed are subject to approval by the state supervisory authority in the manner determined by the Ministry of Energy of the Russian Federation.

11. Requirements for equipping gas-using equipment with heat recovery equipment, automation equipment, heat engineering control, accounting for the production and consumption of energy resources are determined by the Ministry of Energy of the Russian Federation.

12. Gas supply projects for gas-using equipment (hereinafter referred to as gas supply projects) are developed in accordance with current regulatory documents and these Rules.

13. The basis for the development of gas supply projects is the fuel regime, as well as technical conditions for connection to the gas distribution system and technical conditions for the efficient use of gas.

14. Gas supply projects must include:

a) the use of certified energy-efficient gas-using equipment permitted for use in the manner established by the federal body specially authorized in the field of industrial safety;

b) economically justified and technically possible use of secondary energy resources;

c) the use of automatic regulation and control systems for thermal processes;

d) ensuring accounting and control of gas consumption and products produced using gas, including thermal and electrical energy;

e) the use of thermal insulation of the enclosing surfaces of units and heat pipelines in accordance with current standards design;

f) ensuring control of the temperature and composition of gas combustion products;

g) construction of a reserve fuel facility, if the use of reserve (emergency) fuel is provided for by the fuel regime;

h) the use of gas-using equipment adapted to operate on gas and on reserve (emergency) fuel, if the use of this fuel is provided for by the fuel regime.

15. Technical conditions for connection to the gas distribution system are issued by the gas distribution organization. To obtain these conditions, the organization submits an application accompanied by a copy of the fuel regime, a plan for the location of production facilities and gas-using equipment, technical characteristics of gas-using equipment and planned volumes of gas consumption.

16. Technical conditions for connection to the gas distribution system must contain the following information:

a) the place of connection to the gas pipeline;

b) the maximum hourly gas flow and pressure in the connected gas pipeline, as well as the limits for changing this pressure;

c) requirements for accounting for gas consumption;

d) other conditions for connection to the gas distribution system, taking into account the specific features of projects and gas supply systems.

17. Technical conditions for the efficient use of gas are issued by the state supervisory authority. To obtain these conditions, the organization submits an application accompanied by the following documents:

a) a copy of the fuel mode;

b) a copy of the technical conditions for connection to gas distribution networks;

c) copy thermotechnical calculation, executed in accordance with current regulatory documents and certified by the organization that performed it;

d) list and technical characteristics of the designed gas-using and heat-recovery equipment (type, type, quantity);

e) information on the organization of accounting for gas consumption and products produced with its use.

18. Technical conditions for the efficient use of gas must contain the following information:

a) requirements for commercial, in-process and aggregate accounting of gas consumption;

b) requirements for accounting for thermal energy and other products generated using gas;

c) requirements for integrated energy technology use of heat and chemical properties gas combustion products, as well as the use of secondary fuel and thermal energy resources generated during technological processes using gas;

d) requirements for automation of processes and quality control of gas combustion;

e) other requirements for the rational and efficient use of gas, determined by the characteristics of specific gas supply projects and gas-using equipment.

19. Technical conditions for connection to the gas distribution system and technical conditions for the efficient use of gas are mandatory. Deviations from the technical conditions are permitted in agreement with the state supervisory authority or gas distribution organization that issued them, respectively.

20. A gas supply project developed on the basis of the fuel regime and technical specifications is subject to registration by the issuing state supervisory authority and the gas distribution organization no later than 24 months from the date of issuance of the technical specifications.

21. If the specified period is exceeded, the technical specifications may be revised to take into account changes in the requirements of regulatory and technical documents or operating modes of the gas supply system, on the basis of which the technical specifications were issued.

22. Gas supply projects are subject to re-registration in the following case:

construction was not started within 24 months from the date of the previous registration of the project;

exceeded regulatory deadlines construction.

23. The deadline for issuing technical specifications and registering gas supply projects is 15 working days from the date of submission of the relevant documents. In case of refusal to issue or register, the state supervisory authority or gas distribution organization shall send the organization relevant notifications to in writing outlining the reasons for the refusal to be eliminated.

24. Acceptance into operation of constructed, reconstructed or modernized gas-using equipment and equipment converted to gas from other types of fuel is carried out by working and acceptance commissions with the participation of representatives of state supervisory authorities in accordance with the requirements of the current regulatory documents and these Rules.

25. Upon completion of construction and installation work on constructed, reconstructed or modernized gas-using equipment and equipment converted to gas from other types of fuel, mandatory commissioning and operational adjustment work is carried out.

26. The start-up of gas to constructed, reconstructed or modernized gas-using equipment and equipment converted to gas from other types of fuel for commissioning (comprehensive testing) and acceptance of equipment into operation is carried out on the basis of a permit issued by the state supervisory body based on the results of a survey of equipment readiness to receive gas.

27. For organizations whose fuel regime provides for the use of reserve (emergency) fuel, a mandatory condition for obtaining permission to start gas for gas-using equipment is the presence of a reserve fuel facility accepted for operation, as well as the readiness of the gas-using equipment to operate both on gas and on reserve (emergency) fuel and the provision of organizations with this fuel.

28. The inspection of gas-using equipment is carried out on the basis of a written application from the organization sent to the state supervisory authority. When conducting an examination, the following documents are presented to the official of the state supervision body on site:

a) act of the commission with the participation of a representative of the body specially authorized in the field of industrial safety on acceptance gas equipment and automation equipment for commissioning;

b) commission act on acceptance of gas-using equipment for commissioning;

c) a set of working drawings and as-built documentation;

d) certificates and technical passports manufacturers of gas-using equipment;

e) gas supply agreement;

f) a list of commissioning and operational adjustment work to be performed by the commissioning organization in accordance with the contract for carrying out these works;

g) an act of acceptance for operation of the reserve fuel facility and a certificate of availability of reserve fuel in accordance with the fuel regime;

h) protocols for testing the knowledge of managers and specialists of the organization of regulatory legal and technical documents governing the rational and efficient use of gas in accordance with paragraph 7 of these Rules.

29. The period for consideration of organizations' applications for gas launch by the state supervision body, including inspection of gas-using equipment, is no more than 20 working days from the date of filing the application. In case of refusal to issue a permit to start up gas, the state supervisory authority sends the organization a corresponding notification in writing indicating the reasons for the refusal that must be eliminated.

30. The permit for the start-up of gas must contain the period for carrying out mandatory operational and adjustment work, determined on the basis of the presented list of commissioning and operational adjustment work and the conditions for bringing gas-using equipment to the operating modes provided for by the project.

31. Upon completion of operational and adjustment work, the organization operating gas-using equipment sends a notification to the state supervisory authority, attaching a report from the adjustment organization on the work performed.

32. The state supervision body conducts an inspection of the compliance of energy efficiency indicators of gas-using equipment with passport or design indicators within no more than 10 working days from the date of receipt of the notification. Based on the results of the inspection, the state supervision body draws up a report.

33. In the event of a discrepancy between the energy efficiency indicators of the operation of gas-using equipment and the passport or design indicators, the state supervision body, in the prescribed manner, issues a written order to the organization to eliminate the identified inconsistencies, indicating the period for conducting a re-inspection. A repeat examination is carried out no earlier than 1 and no later than 3 months from the date of issue of the prescription.

34. During the operation of gas-using equipment, the following operational and adjustment work must be carried out at least once every 3 years:

a) thermal technical (operational) adjustment of gas-using equipment;

b) setting up automatic regulation and control means;

c) setting up heat recovery equipment;

d) setting up auxiliary equipment.

35. Provided that gas-using equipment operates without violating the established regimes and on the basis of an examination conducted by the state supervision body, the said body may decide to postpone the date of the next regime and adjustment work. The decision to postpone the deadline is formalized by a corresponding act indicating the new deadline.

36. Extraordinary operational and adjustment work is carried out:

and then overhaul and reconstruction of gas-using equipment;

b) if the thermal characteristics of the consumed gas deviate beyond the established normative technical documents values;

c) by order of the state supervisory authority issued in the prescribed manner.

37. Based on the results of routine adjustment work, the commissioning organization draws up a technical report reflecting indicators that affect the efficiency of gas use during various modes operation of gas-using equipment, and regime maps.

38. Requirements for the preparation of methods for carrying out commissioning and operational adjustment work, as well as requirements for the content of technical reports of commissioning organizations are determined by the Ministry of Energy of the Russian Federation.

39. The assessment of the quality of work performed by the commissioning organization is carried out by the state supervision body based on the results of an instrumental check of the adjustment modes of gas-using equipment with the participation of representatives of the organization operating the gas-using equipment and the commissioning organization, as well as based on the results of reviewing the technical report on the adjustment of this equipment. If the equipment adjustment modes do not comply with the passport or design energy efficiency indicators, adjustment and adjustment work is repeated. Upon completion of the operational and adjustment work, a report is drawn up.

40. Gas supply to organizations is carried out on the basis of contracts concluded in accordance with the legislation of the Russian Federation.

41. The procedure for providing consumers with gas during periods of cold weather and in the event emergency situations on gas transmission systems is established by the Ministry of Energy of the Russian Federation.

42. To implement financial settlements during gas supply, control over gas supply modes and control over gas consumption by the organization as a whole, individual gas-using equipment or in technological process, as well as control over the efficient use of gas, gas metering is carried out. Operation of gas-using equipment without gas flow metering devices is not allowed. Gas metering rules are determined by the Ministry of Energy of the Russian Federation.

43. Methods for performing gas flow measurements must be certified in the prescribed manner.

44. Gas consumption is subject to mandatory rationing, which determines technological standards for gas consumption in the production of products (works, services), for own needs and technological losses.

45. Technological standards for gas consumption are determined by the organization in accordance with state standards (technical specifications) for gas-using equipment and based on the results of its routine adjustment, taking into account the unevenness of gas consumption due to the specifics of production or the seasonal nature of consumption.

46. ​​Technological standards for gas consumption are approved annually by the head of the organization operating gas-using equipment.

47. An extraordinary revision of technological standards is carried out in the event of replacement or reconstruction of equipment, changes in the range of products, changes in equipment loading, or completion of organizational- technical events that caused a change in gas consumption, but not more than once a quarter.

48. Monitoring of compliance with technological standards is carried out by the organization operating gas-using equipment and the state supervision body.

49. For the purpose of efficient and rational use of gas, organizations operating gas-using equipment are obliged to:

a) comply with the requirements of the legislation of the Russian Federation in the field of gas supply and energy saving;

c) ensure maintenance of gas-using equipment by personnel trained in accordance with the legislation of the Russian Federation and these Rules;

d) ensure accounting of gas consumption, reserve fuel, thermal energy and products generated using gas;

e) ensure the readiness of reserve fuel facilities and equipment to operate on reserve fuel;

f) have performance maps drawn up based on the results of performance adjustment work;

g) ensure the operation of gas-using equipment in accordance with the operating schedules;

h) provide Maintenance and repair of gas-using equipment in accordance with the legislation of the Russian Federation and these Rules;

i) comply with the instructions of state supervisory authorities;

j) observe the fuel regime;

k) comply with other rules and requirements established by the legislation of the Russian Federation.

50. Responsibilities for ensuring compliance with these Rules rest with the heads of organizations. Managers and officials of organizations are responsible for failure to comply with these Rules in accordance with the legislation of the Russian Federation.

51. The grounds and procedure for complete or partial shutdown of gas-using equipment in case of violation by organizations of these Rules are established by the Ministry of Energy of the Russian Federation.

52. Responsibility of state supervisory authorities and their officials behind misconduct when executing these Rules, as well as the procedure for appealing the actions of these persons are established in accordance with the legislation of the Russian Federation.

In order to ensure the rational and efficient use of gas in the Russian Federation and in accordance with Article 8 of the Federal Law "On Gas Supply in the Russian Federation" the Government of the Russian Federation

decides:

1. Approve the attached Rules for the use of gas and the provision of gas supply services in the Russian Federation.

2. The Ministry of Energy of the Russian Federation should develop and approve regulations necessary for the implementation of the Rules for the use of gas and the provision of gas supply services in the Russian Federation, approved by this resolution. *2)

1. These Rules establish the procedure for using gas and providing gas supply services.

h) “technological gas consumption rate” - a technically justified gas consumption rate, taking into account its consumption for the implementation of main and auxiliary technological processes for the production of a given type of product, consumption for maintaining technological units in hot reserve, for their heating and start-up after routine repairs and cold downtime , as well as technically inevitable energy losses during the operation of equipment, technological units and installations;

i) “thermal characteristics of gas” - characteristics of gas that determine its thermal properties in accordance with the requirements of regulatory and technical documents;

2. The terms used in these Rules mean the following:

a) “gas transmission system” - a gas pipeline system connecting a gas producer and a gas consumer, including main gas pipelines, gas pipeline branches, gas distribution systems owned by a gas transportation, gas distribution organization or other organizations or on other legal grounds;

b) “gas distribution organization” - a specialized organization that operates the gas distribution system and provides services related to the supply of gas to consumers. A gas distribution organization may be an organization that is the owner of a gas distribution system, which received the gas distribution system in the process of privatization or created or acquired it on other grounds provided for by the legislation of the Russian Federation, or an organization that has entered into an agreement with the owner of the gas distribution system for its operation;

c) “gas-using equipment” - boilers, industrial furnaces, technological lines, waste heaters and other installations that use gas as fuel to generate thermal energy for central heating, hot water supply, in technological processes of various industries, as well as other devices, apparatus, units, technological equipment and installations using gas as a raw material;

d) “heat recovery equipment” - devices and equipment (thermal economizers, air heaters, waste heat boilers, recuperators, regenerators, etc.) designed to produce various types of energy carriers (water steam, hot water, electricity) by using the heat of gas combustion products or heat of products produced using energy obtained from gas combustion;

e) “boiler room” - buildings or premises (built-in, attached, located on the roof of buildings) with boilers or heat generators (at least two) and auxiliary technological equipment intended for the production of energy carriers (water steam, hot water) for the purpose of heat supply or production of products ;

f) “commissioning work” - a set of works, including preparation for start-up and start-up of gas-using equipment with communications and fittings, bringing the load of gas-using equipment to the level agreed upon with the organization that owns the equipment, as well as adjusting the combustion mode of gas-using equipment without optimizing the efficiency;

g) “operational and adjustment work” - a set of works that includes the adjustment of gas-using equipment in order to achieve the design (certified) efficiency in the range of operating loads, the adjustment of means for automatically regulating fuel combustion processes, heat recovery units and auxiliary equipment, including water treatment equipment for boiler rooms;

h) “technological gas consumption rate” - a technically justified gas consumption rate, taking into account its consumption for the implementation of main and auxiliary technological processes for the production of a given type of product, consumption for maintaining technological units in hot reserve, for their heating and start-up after routine repairs and cold downtime , as well as technically inevitable energy losses during the operation of equipment, technological units and installations;

i) “thermal characteristics of gas” - characteristics of gas that determine its thermal properties in accordance with the requirements of regulatory and technical documents;

j) “fuel regime” - permission issued in the prescribed manner for the consumer to use any fuel as the main or reserve;

k) “reserve (emergency) fuel” - fuel intended for use when gas supply is limited or stopped;

l) “reserve fuel facility” - a set of equipment and devices designed for storing, supplying and using reserve (emergency) fuel.

3. These Rules are valid throughout the Russian Federation and are binding on legal entities regardless of their legal form and individuals engaged in business activities without forming a legal entity, who are gas consumers or carry out the following activities (hereinafter referred to as organizations):

a) extraction, production, processing, transportation, storage, distribution and supply of gas (with the exception of organizations managing the housing stock, housing construction cooperatives and homeowners’ associations);

b) design of gas supply systems for enterprises, boiler houses and equipment using gas as fuel or raw material;

c) design, manufacture, certification, commissioning and operation of gas-using and heat-recovery equipment, means of monitoring and automatic regulation of combustion processes and accounting for gas consumption and accounting for products produced using gas, including thermal and electrical energy.

4. These Rules do not apply to consumers when they use gas-using equipment with a gas flow rate of less than 1 cubic meter. m per hour, as well as for consumers using gas for:

domestic needs in residential and public buildings (cooking, hot water supply and apartment heating);

autonomous heating of residential and public buildings with the total calculated thermal power of gas-using equipment less than 100 kW.

5. Supervision over the rational and efficient use of gas is carried out by the Ministry of Energy of the Russian Federation represented by the state energy supervision units authorized by it (hereinafter referred to as state supervision bodies).

6. Indicators of efficient gas use are checked during an energy audit of the organization. The results of energy surveys are taken into account when developing fuel and energy balances and gas consumption limits established in accordance with the legislation of the Russian Federation.

7. Managers and specialists of organizations must pass a test of knowledge of regulatory legal and technical documents governing the rational and efficient use of gas in the manner determined by the Ministry of Energy of the Russian Federation.

8. Gas-using equipment of organizations must comply with the requirements of regulatory documentation, including energy efficiency indicators (GOST, TU), have certificates of the GOST R system and a permit for use issued in the prescribed manner by a federal body specially authorized in the field of industrial safety.

9. Gas-using equipment being developed is subject to certification in accordance with the established procedure for compliance with energy efficiency indicators.

10. Technical specifications for gas-using equipment being developed are subject to approval by the state supervisory authority in the manner determined by the Ministry of Energy of the Russian Federation.

11. Requirements for equipping gas-using equipment with heat recovery equipment, automation equipment, heat engineering control, accounting for the production and consumption of energy resources are determined by the Ministry of Energy of the Russian Federation.

12. Gas supply projects for gas-using equipment (hereinafter referred to as gas supply projects) are developed in accordance with current regulatory documents and these Rules.

13. The basis for the development of gas supply projects is the fuel regime, as well as technical conditions for connection to the gas distribution system and technical conditions for the efficient use of gas.

14. Gas supply projects must include:

a) the use of certified energy-efficient gas-using equipment permitted for use in the manner established by the federal body specially authorized in the field of industrial safety;

b) economically justified and technically possible use of secondary energy resources;

c) the use of automatic regulation and control systems for thermal processes;

d) ensuring accounting and control of gas consumption and products produced using gas, including thermal and electrical energy;

e) the use of thermal insulation of the enclosing surfaces of units and heat pipelines in accordance with current design standards;

f) ensuring control of the temperature and composition of gas combustion products;

g) construction of a reserve fuel facility, if the use of reserve (emergency) fuel is provided for by the fuel regime;

h) the use of gas-using equipment adapted to operate on gas and on reserve (emergency) fuel, if the use of this fuel is provided for by the fuel regime.

15. Technical conditions for connection to the gas distribution system are issued by the gas distribution organization. To obtain these conditions, the organization submits an application accompanied by a copy of the fuel regime, a plan for the location of production facilities and gas-using equipment, technical characteristics of gas-using equipment and planned volumes of gas consumption.

16. Technical conditions for connection to the gas distribution system must contain the following information:

a) the place of connection to the gas pipeline;

b) the maximum hourly gas flow and pressure in the connected gas pipeline, as well as the limits for changing this pressure;

c) requirements for accounting for gas consumption;

d) other conditions for connection to the gas distribution system, taking into account the specific features of projects and gas supply systems.

17. Technical conditions for the efficient use of gas are issued by the state supervisory authority. To obtain these conditions, the organization submits an application accompanied by the following documents:

a) a copy of the fuel mode;

b) a copy of the technical conditions for connection to gas distribution networks;

c) a copy of the thermal engineering calculation, performed in accordance with current regulatory documents and certified by the organization that performed it;

d) list and technical characteristics of the designed gas-using and heat-recovery equipment (type, type, quantity);

e) information on the organization of accounting for gas consumption and products produced with its use.

18. Technical conditions for the efficient use of gas must contain the following information:

a) requirements for commercial, in-process and aggregate accounting of gas consumption;

b) requirements for accounting for thermal energy and other products generated using gas;

c) requirements for the integrated energy-technological use of heat and chemical properties of gas combustion products, as well as for the use of secondary fuel and thermal energy resources generated during technological processes using gas;

d) requirements for automation of processes and quality control of gas combustion;

e) other requirements for the rational and efficient use of gas, determined by the characteristics of specific gas supply projects and gas-using equipment.

19. Technical conditions for connection to the gas distribution system and technical conditions for the efficient use of gas are mandatory. Deviations from the technical conditions are permitted in agreement with the state supervisory authority or gas distribution organization that issued them, respectively.

20. A gas supply project developed on the basis of the fuel regime and technical specifications is subject to registration by the issuing state supervisory authority and the gas distribution organization no later than 24 months from the date of issuance of the technical specifications.

21. If the specified period is exceeded, the technical specifications may be revised to take into account changes in the requirements of regulatory and technical documents or operating modes of the gas supply system, on the basis of which the technical specifications were issued.

22. Gas supply projects are subject to re-registration in the following case:

construction was not started within 24 months from the date of the previous registration of the project;

The standard construction timeframes have been exceeded.

23. The deadline for issuing technical specifications and registering gas supply projects is 15 working days from the date of submission of the relevant documents. In case of refusal to issue or register, the state supervisory authority or gas distribution organization shall send the organization relevant notifications in writing outlining the reasons for the refusal to be eliminated.

24. Acceptance into operation of constructed, reconstructed or modernized gas-using equipment and equipment converted to gas from other types of fuel is carried out by working and acceptance commissions with the participation of representatives of state supervisory authorities in accordance with the requirements of current regulatory documents and these Rules.

25. Upon completion of construction and installation work on constructed, reconstructed or modernized gas-using equipment and equipment converted to gas from other types of fuel, mandatory commissioning and operational adjustment work is carried out.

26. The start-up of gas to constructed, reconstructed or modernized gas-using equipment and equipment converted to gas from other types of fuel for commissioning (comprehensive testing) and acceptance of equipment into operation is carried out on the basis of a permit issued by the state supervisory body based on the results of a survey of equipment readiness to receive gas.

27. For organizations whose fuel regime provides for the use of reserve (emergency) fuel, a mandatory condition for obtaining permission to start gas for gas-using equipment is the presence of a reserve fuel facility accepted for operation, as well as the readiness of the gas-using equipment to operate both on gas and on reserve (emergency) fuel and the provision of organizations with this fuel.

28. The inspection of gas-using equipment is carried out on the basis of a written application from the organization sent to the state supervisory authority. When conducting an examination, the following documents are presented to the official of the state supervision body on site:

a) an act of the commission with the participation of a representative of the body specially authorized in the field of industrial safety on the acceptance of gas equipment and automation equipment for commissioning;

b) commission act on acceptance of gas-using equipment for commissioning;

c) a set of working drawings and as-built documentation;

d) certificates and technical passports of manufacturers of gas-using equipment;

e) gas supply agreement;

f) a list of commissioning and operational adjustment work to be performed by the commissioning organization in accordance with the contract for carrying out these works;

g) an act of acceptance for operation of the reserve fuel facility and a certificate of availability of reserve fuel in accordance with the fuel regime;

h) protocols for testing the knowledge of managers and specialists of the organization of regulatory legal and technical documents governing the rational and efficient use of gas in accordance with paragraph 7 of these Rules.

29. The period for consideration of organizations' applications for gas launch by the state supervision body, including inspection of gas-using equipment, is no more than 20 working days from the date of filing the application. In case of refusal to issue a permit to start up gas, the state supervisory authority sends the organization a corresponding notification in writing indicating the reasons for the refusal that must be eliminated.

30. The permit for the start-up of gas must contain the period for carrying out mandatory operational and adjustment work, determined on the basis of the presented list of commissioning and operational adjustment work and the conditions for bringing gas-using equipment to the operating modes provided for by the project.

31. Upon completion of operational and adjustment work, the organization operating gas-using equipment sends a notification to the state supervisory authority, attaching a report from the adjustment organization on the work performed.

32. The state supervision body conducts an inspection of the compliance of energy efficiency indicators of gas-using equipment with passport or design indicators within no more than 10 working days from the date of receipt of the notification. Based on the results of the inspection, the state supervision body draws up a report.

33. In the event of a discrepancy between the energy efficiency indicators of the operation of gas-using equipment and the passport or design indicators, the state supervision body, in the prescribed manner, issues a written order to the organization to eliminate the identified inconsistencies, indicating the period for conducting a re-inspection. A repeat examination is carried out no earlier than 1 and no later than 3 months from the date of issue of the prescription.

34. During the operation of gas-using equipment, the following operational and adjustment work must be carried out at least once every 3 years:

a) thermal technical (operational) adjustment of gas-using equipment;

b) setting up automatic regulation and control means;

c) setting up heat recovery equipment;

d) setting up auxiliary equipment.

35. Provided that gas-using equipment operates without violating the established regimes and on the basis of an examination conducted by the state supervision body, the said body may decide to postpone the date of the next regime and adjustment work. The decision to postpone the deadline is formalized by a corresponding act indicating the new deadline.

36. Extraordinary operational and adjustment work is carried out:

a) after major repairs and reconstruction of gas-using equipment;

b) when the thermal characteristics of the consumed gas deviate beyond the values ​​​​established by regulatory and technical documents;

c) by order of the state supervisory authority issued in the prescribed manner.

37. Based on the results of performance adjustment work, the commissioning organization draws up a technical report reflecting indicators that affect the efficiency of gas use under various operating modes of gas-using equipment, and performance maps.

38. Requirements for the preparation of methods for carrying out commissioning and operational adjustment work, as well as requirements for the content of technical reports of commissioning organizations are determined by the Ministry of Energy of the Russian Federation.

39. The assessment of the quality of work performed by the commissioning organization is carried out by the state supervision body based on the results of an instrumental check of the adjustment modes of gas-using equipment with the participation of representatives of the organization operating the gas-using equipment and the commissioning organization, as well as based on the results of reviewing the technical report on the adjustment of this equipment. If the equipment adjustment modes do not comply with the passport or design energy efficiency indicators, adjustment and adjustment work is repeated. Upon completion of the operational and adjustment work, a report is drawn up.

40. Gas supply to organizations is carried out on the basis of contracts concluded in accordance with the legislation of the Russian Federation.

41. The procedure for providing consumers with gas during periods of cold weather and in case of emergencies on gas transmission systems is established by the Ministry of Energy of the Russian Federation.

42. To carry out financial settlements for gas supply, control gas supply modes and control gas consumption by the organization as a whole, individual gas-using equipment or in a technological process, as well as control over the effective use of gas, gas accounting is carried out. Operation of gas-using equipment without gas flow metering devices is not allowed. Gas metering rules are determined by the Ministry of Energy of the Russian Federation.

43. Methods for performing gas flow measurements must be certified in the prescribed manner.

44. Gas consumption is subject to mandatory rationing, which determines technological standards for gas consumption in the production of products (works, services), for own needs and technological losses.

45. Technological standards for gas consumption are determined by the organization in accordance with state standards (technical conditions) for gas-using equipment and based on the results of its operational adjustment, taking into account the unevenness of gas consumption due to the specifics of production or the seasonal nature of consumption.

46. ​​Technological standards for gas consumption are approved annually by the head of the organization operating gas-using equipment.

47. An extraordinary revision of technological standards is carried out in the event of replacement or reconstruction of equipment, changes in the range of products, changes in equipment loading, or completion of organizational and technical measures that caused a change in gas consumption, but not more than once a quarter.

48. Monitoring of compliance with technological standards is carried out by the organization operating gas-using equipment and the state supervision body.

49. For the purpose of efficient and rational use of gas, organizations operating gas-using equipment are obliged to:

a) comply with the requirements of the legislation of the Russian Federation in the field of gas supply and energy saving;

c) ensure maintenance of gas-using equipment by personnel trained in accordance with the legislation of the Russian Federation and these Rules;

d) ensure accounting of gas consumption, reserve fuel, thermal energy and products generated using gas;

e) ensure the readiness of reserve fuel facilities and equipment to operate on reserve fuel;

f) have performance maps drawn up based on the results of performance adjustment work;

g) ensure the operation of gas-using equipment in accordance with the operating schedules;

h) provide maintenance and repair of gas-using equipment in accordance with the legislation of the Russian Federation and these Rules;

i) comply with the instructions of state supervisory authorities;

j) observe the fuel regime;

k) comply with other rules and requirements established by the legislation of the Russian Federation.

50. Responsibilities for ensuring compliance with these Rules rest with the heads of organizations. Managers and officials of organizations are responsible for failure to comply with these Rules in accordance with the legislation of the Russian Federation.

51. The grounds and procedure for complete or partial shutdown of gas-using equipment in case of violation by organizations of these Rules are established by the Ministry of Energy of the Russian Federation.

52. The responsibility of state supervisory authorities and their officials for unlawful actions in the execution of these Rules, as well as the procedure for appealing the actions of these persons, are established in accordance with the legislation of the Russian Federation.

1. These Rules, developed in accordance with the federal laws “On Gas Supply in the Russian Federation” and “On Energy Saving”, establish requirements for ensuring the rational and efficient use of gas as fuel or raw material during its extraction, production, processing, transportation, storage, supply, distribution and consumption.

a) extraction, production, processing, transportation, storage, distribution and supply of gas (with the exception of organizations managing the housing stock, housing construction cooperatives and homeowners’ associations);

b) design of gas supply systems for enterprises, boiler houses and equipment using gas as fuel or raw material;

c) design, manufacture, certification, commissioning and operation of gas-using and heat-recovery equipment, means of monitoring and automatic regulation of combustion processes and accounting for gas consumption and accounting for products produced using gas, including thermal and electrical energy.

4. These Rules do not apply to consumers when they use gas-using equipment with a gas flow rate of less than 1 cubic meter. m per hour, as well as for consumers using gas for:

domestic needs in residential and public buildings (cooking, hot water supply and apartment heating);

autonomous heating of residential and public buildings with the total calculated thermal power of gas-using equipment less than 100 kW.

5. Supervision over the rational and efficient use of gas is carried out by the Ministry of Energy of the Russian Federation represented by the state energy supervision units authorized by it (hereinafter referred to as state supervision bodies).

6. Indicators of efficient gas use are checked during an energy audit of the organization. The results of energy surveys are taken into account when developing fuel and energy balances and gas consumption limits established in accordance with the legislation of the Russian Federation.

7. Managers and specialists of organizations must pass a test of knowledge of regulatory legal and technical documents governing the rational and efficient use of gas in the manner determined by the Ministry of Energy of the Russian Federation.

8. Gas-using equipment of organizations must comply with the requirements of regulatory documentation, including energy efficiency indicators (GOST, TU), have certificates of the GOST R system and a permit for use issued in the prescribed manner by a federal body specially authorized in the field of industrial safety.

9. Gas-using equipment being developed is subject to certification in accordance with the established procedure for compliance with energy efficiency indicators.

10. Technical specifications for gas-using equipment being developed are subject to approval by the state supervisory authority in the manner determined by the Ministry of Energy of the Russian Federation.

11. Requirements for equipping gas-using equipment with heat recovery equipment, automation equipment, heat engineering control, accounting for the production and consumption of energy resources are determined by the Ministry of Energy of the Russian Federation.

12. Gas supply projects for gas-using equipment (hereinafter referred to as gas supply projects) are developed in accordance with current regulatory documents and these Rules.

13. The basis for the development of gas supply projects is the fuel regime, as well as technical conditions for connection to the gas distribution system and technical conditions for the efficient use of gas.

14. Gas supply projects must include:

a) the use of certified energy-efficient gas-using equipment permitted for use in the manner established by the federal body specially authorized in the field of industrial safety;

b) economically justified and technically possible use of secondary energy resources;

c) the use of automatic regulation and control systems for thermal processes;

d) ensuring accounting and control of gas consumption and products produced using gas, including thermal and electrical energy;

e) the use of thermal insulation of the enclosing surfaces of units and heat pipelines in accordance with current design standards;

f) ensuring control of the temperature and composition of gas combustion products;

g) construction of a reserve fuel facility, if the use of reserve (emergency) fuel is provided for by the fuel regime;

h) the use of gas-using equipment adapted to operate on gas and on reserve (emergency) fuel, if the use of this fuel is provided for by the fuel regime.

15. Technical conditions for connection to the gas distribution system are issued by the gas distribution organization. To obtain these conditions, the organization submits an application accompanied by a copy of the fuel regime, a plan for the location of production facilities and gas-using equipment, technical characteristics of gas-using equipment and planned volumes of gas consumption.

16. Technical conditions for connection to the gas distribution system must contain the following information:

a) the place of connection to the gas pipeline;

b) the maximum hourly gas flow and pressure in the connected gas pipeline, as well as the limits for changing this pressure;

c) requirements for accounting for gas consumption;

d) other conditions for connection to the gas distribution system, taking into account the specific features of projects and gas supply systems.

17. Technical conditions for the efficient use of gas are issued by the state supervisory authority. To obtain these conditions, the organization submits an application accompanied by the following documents:

a) a copy of the fuel mode;

b) a copy of the technical conditions for connection to gas distribution networks;

c) a copy of the thermal engineering calculation, performed in accordance with current regulatory documents and certified by the organization that performed it;

d) list and technical characteristics of the designed gas-using and heat-recovery equipment (type, type, quantity);

e) information on the organization of accounting for gas consumption and products produced with its use.

18. Technical conditions for the efficient use of gas must contain the following information:

a) requirements for commercial, in-process and aggregate accounting of gas consumption;

b) requirements for accounting for thermal energy and other products generated using gas;

c) requirements for the integrated energy-technological use of heat and chemical properties of gas combustion products, as well as for the use of secondary fuel and thermal energy resources generated during technological processes using gas;

d) requirements for automation of processes and quality control of gas combustion;

e) other requirements for the rational and efficient use of gas, determined by the characteristics of specific gas supply projects and gas-using equipment.

19. Technical conditions for connection to the gas distribution system and technical conditions for the efficient use of gas are mandatory. Deviations from the technical conditions are permitted in agreement with the state supervisory authority or gas distribution organization that issued them, respectively.

20. A gas supply project developed on the basis of the fuel regime and technical specifications is subject to registration by the issuing state supervisory authority and the gas distribution organization no later than 24 months from the date of issuance of the technical specifications.

21. If the specified period is exceeded, the technical specifications may be revised to take into account changes in the requirements of regulatory and technical documents or operating modes of the gas supply system, on the basis of which the technical specifications were issued.

22. Gas supply projects are subject to re-registration in the following case:

construction was not started within 24 months from the date of the previous registration of the project;

The standard construction timeframes have been exceeded.

23. The deadline for issuing technical specifications and registering gas supply projects is 15 working days from the date of submission of the relevant documents. In case of refusal to issue or register, the state supervisory authority or gas distribution organization shall send the organization relevant notifications in writing outlining the reasons for the refusal to be eliminated.

24. Acceptance into operation of constructed, reconstructed or modernized gas-using equipment and equipment converted to gas from other types of fuel is carried out by working and acceptance commissions with the participation of representatives of state supervisory authorities in accordance with the requirements of current regulatory documents and these Rules.

25. Upon completion of construction and installation work on constructed, reconstructed or modernized gas-using equipment and equipment converted to gas from other types of fuel, mandatory commissioning and operational adjustment work is carried out.

26. The start-up of gas to constructed, reconstructed or modernized gas-using equipment and equipment converted to gas from other types of fuel for commissioning (comprehensive testing) and acceptance of equipment into operation is carried out on the basis of a permit issued by the state supervisory body based on the results of a survey of equipment readiness to receive gas.

27. For organizations whose fuel regime provides for the use of reserve (emergency) fuel, a mandatory condition for obtaining permission to start gas for gas-using equipment is the presence of a reserve fuel facility accepted for operation, as well as the readiness of the gas-using equipment to operate both on gas and on reserve (emergency) fuel and the provision of organizations with this fuel.

28. The inspection of gas-using equipment is carried out on the basis of a written application from the organization sent to the state supervisory authority. When conducting an examination, the following documents are presented to the official of the state supervision body on site:

a) an act of the commission with the participation of a representative of the body specially authorized in the field of industrial safety on the acceptance of gas equipment and automation equipment for commissioning;

b) commission act on acceptance of gas-using equipment for commissioning;

c) a set of working drawings and as-built documentation;

d) certificates and technical passports of manufacturers of gas-using equipment;

e) gas supply agreement;

f) a list of commissioning and operational adjustment work to be performed by the commissioning organization in accordance with the contract for carrying out these works;

g) an act of acceptance for operation of the reserve fuel facility and a certificate of availability of reserve fuel in accordance with the fuel regime;

h) protocols for testing the knowledge of managers and specialists of the organization of regulatory legal and technical documents governing the rational and efficient use of gas in accordance with paragraph 7 of these Rules.

29. The period for consideration of organizations' applications for gas launch by the state supervision body, including inspection of gas-using equipment, is no more than 20 working days from the date of filing the application. In case of refusal to issue a permit to start up gas, the state supervisory authority sends the organization a corresponding notification in writing indicating the reasons for the refusal that must be eliminated.

30. The permit for the start-up of gas must contain the period for carrying out mandatory operational and adjustment work, determined on the basis of the presented list of commissioning and operational adjustment work and the conditions for bringing gas-using equipment to the operating modes provided for by the project.

31. Upon completion of operational and adjustment work, the organization operating gas-using equipment sends a notification to the state supervisory authority, attaching a report from the adjustment organization on the work performed.

32. The state supervision body conducts an inspection of the compliance of energy efficiency indicators of gas-using equipment with passport or design indicators within no more than 10 working days from the date of receipt of the notification. Based on the results of the inspection, the state supervision body draws up a report.

33. In the event of a discrepancy between the energy efficiency indicators of the operation of gas-using equipment and the passport or design indicators, the state supervision body, in the prescribed manner, issues a written order to the organization to eliminate the identified inconsistencies, indicating the period for conducting a re-inspection. A repeat examination is carried out no earlier than 1 and no later than 3 months from the date of issue of the prescription.

34. During the operation of gas-using equipment, the following operational and adjustment work must be carried out at least once every 3 years:

a) thermal technical (operational) adjustment of gas-using equipment;

b) setting up automatic regulation and control means;

c) setting up heat recovery equipment;

d) setting up auxiliary equipment.

35. Provided that gas-using equipment operates without violating the established regimes and on the basis of an examination conducted by the state supervision body, the said body may decide to postpone the date of the next regime and adjustment work. The decision to postpone the deadline is formalized by a corresponding act indicating the new deadline.

36. Extraordinary operational and adjustment work is carried out:

a) after major repairs and reconstruction of gas-using equipment;

b) when the thermal characteristics of the consumed gas deviate beyond the values ​​​​established by regulatory and technical documents;

c) by order of the state supervisory authority issued in the prescribed manner.

37. Based on the results of performance adjustment work, the commissioning organization draws up a technical report reflecting indicators that affect the efficiency of gas use under various operating modes of gas-using equipment, and performance maps.

38. Requirements for the preparation of methods for carrying out commissioning and operational adjustment work, as well as requirements for the content of technical reports of commissioning organizations are determined by the Ministry of Energy of the Russian Federation.

39. The assessment of the quality of work performed by the commissioning organization is carried out by the state supervision body based on the results of an instrumental check of the adjustment modes of gas-using equipment with the participation of representatives of the organization operating the gas-using equipment and the commissioning organization, as well as based on the results of reviewing the technical report on the adjustment of this equipment. If the equipment adjustment modes do not comply with the passport or design energy efficiency indicators, adjustment and adjustment work is repeated. Upon completion of the operational and adjustment work, a report is drawn up.

40. Gas supply to organizations is carried out on the basis of contracts concluded in accordance with the legislation of the Russian Federation.

41. The procedure for providing consumers with gas during periods of cold weather and in case of emergencies on gas transmission systems is established by the Ministry of Energy of the Russian Federation.

42. To carry out financial settlements for gas supply, control gas supply modes and control gas consumption by the organization as a whole, individual gas-using equipment or in a technological process, as well as control over the effective use of gas, gas accounting is carried out. Operation of gas-using equipment without gas flow metering devices is not allowed. Gas metering rules are determined by the Ministry of Energy of the Russian Federation.

43. Methods for performing gas flow measurements must be certified in the prescribed manner.

44. Gas consumption is subject to mandatory rationing, which determines technological standards for gas consumption in the production of products (works, services), for own needs and technological losses.

45. Technological standards for gas consumption are determined by the organization in accordance with state standards (technical conditions) for gas-using equipment and based on the results of its operational adjustment, taking into account the unevenness of gas consumption due to the specifics of production or the seasonal nature of consumption.

46. ​​Technological standards for gas consumption are approved annually by the head of the organization operating gas-using equipment.

47. An extraordinary revision of technological standards is carried out in the event of replacement or reconstruction of equipment, changes in the range of products, changes in equipment loading, or completion of organizational and technical measures that caused a change in gas consumption, but not more than once a quarter.

48. Monitoring of compliance with technological standards is carried out by the organization operating gas-using equipment and the state supervision body.

49. For the purpose of efficient and rational use of gas, organizations operating gas-using equipment are obliged to:

a) comply with the requirements of the legislation of the Russian Federation in the field of gas supply and energy saving;

c) ensure maintenance of gas-using equipment by personnel trained in accordance with the legislation of the Russian Federation and these Rules;

d) ensure accounting of gas consumption, reserve fuel, thermal energy and products generated using gas;

e) ensure the readiness of reserve fuel facilities and equipment to operate on reserve fuel;

f) have performance maps drawn up based on the results of performance adjustment work;

g) ensure the operation of gas-using equipment in accordance with the operating schedules;

h) provide maintenance and repair of gas-using equipment in accordance with the legislation of the Russian Federation and these Rules;

i) comply with the instructions of state supervisory authorities;

j) observe the fuel regime;

k) comply with other rules and requirements established by the legislation of the Russian Federation.

50. Responsibilities for ensuring compliance with these Rules rest with the heads of organizations. Managers and officials of organizations are responsible for failure to comply with these Rules in accordance with the legislation of the Russian Federation.

51. The grounds and procedure for complete or partial shutdown of gas-using equipment in case of violation by organizations of these Rules are established by the Ministry of Energy of the Russian Federation.

52. The responsibility of state supervisory authorities and their officials for unlawful actions in the execution of these Rules, as well as the procedure for appealing the actions of these persons, are established in accordance with the legislation of the Russian Federation.

In order to ensure the rational and efficient use of gas in the Russian Federation and in accordance with Article 8 of the Federal Law "On Gas Supply in the Russian Federation", the Government of the Russian Federation decides:

1. Approve the attached Rules for the use of gas and the provision of gas supply services in the Russian Federation.

2. The Ministry of Energy of the Russian Federation shall develop and approve regulations necessary for the implementation of the Rules for the use of gas and the provision of gas supply services in the Russian Federation, approved by this Resolution.

USE OF GAS AND PROVISION OF SERVICES

ON GAS SUPPLY IN THE RUSSIAN FEDERATION

1. These Rules, developed in accordance with Federal laws“On Gas Supply in the Russian Federation” and “On Energy Saving” establish requirements for ensuring the rational and efficient use of gas as fuel or raw material during its extraction, production, processing, transportation, storage, supply, distribution and consumption.

2. The terms used in these Rules mean the following:

a) “gas transmission system” - a gas pipeline system connecting a gas producer and a gas consumer, including main gas pipelines, gas pipeline branches, gas distribution systems owned by a gas transportation, gas distribution organization or other organizations or on other legal grounds;

b) “gas distribution organization” - a specialized organization that operates the gas distribution system and provides services related to the supply of gas to consumers. A gas distribution organization may be an organization that is the owner of a gas distribution system, which received the gas distribution system in the process of privatization or created or acquired it on other grounds provided for by the legislation of the Russian Federation, or an organization that has entered into an agreement with the owner of the gas distribution system for its operation;

c) “gas-using equipment” - boilers, industrial furnaces, technological lines, waste heaters and other installations that use gas as fuel to generate thermal energy for central heating, hot water supply, in technological processes of various industries, as well as other devices, apparatus, units, technological equipment and installations using gas as a raw material;

d) “heat recovery equipment” - devices and equipment (thermal economizers, air heaters, waste heat boilers, recuperators, regenerators, etc.) designed to produce various types of energy carriers (water steam, hot water, electricity) by using the heat of gas combustion products or heat of products produced using energy obtained from gas combustion;

e) “boiler room” - buildings or premises (built-in, attached, located on the roof of buildings) with boilers or heat generators (at least two) and auxiliary technological equipment intended for the production of energy carriers (water steam, hot water) for the purpose of heat supply or production of products ;

f) “commissioning work” - a set of works, including preparation for start-up and start-up of gas-using equipment with communications and fittings, bringing the load of gas-using equipment to the level agreed upon with the organization that owns the equipment, as well as adjusting the combustion mode of gas-using equipment without optimizing the efficiency;

g) “operational and adjustment work” - a set of works that includes adjustment of gas-using equipment in order to achieve the design (certified) efficiency in the range of operating loads, adjustment of means for automatic control of fuel combustion processes, heat recovery units and auxiliary equipment, including water treatment equipment for boiler rooms;

h) “technological gas consumption rate” - a technically justified gas consumption rate, taking into account its consumption for the implementation of main and auxiliary technological processes for the production of a given type of product, consumption for maintaining technological units in hot reserve, for their heating and start-up after routine repairs and cold downtime , as well as technically inevitable energy losses during the operation of equipment, technological units and installations;

i) “thermal characteristics of gas” - characteristics of gas that determine its thermal properties in accordance with the requirements of regulatory and technical documents;

j) “fuel regime” - permission issued in the prescribed manner for the consumer to use any fuel as the main or reserve;

k) “reserve (emergency) fuel” - fuel intended for use when gas supply is limited or stopped;

l) “reserve fuel facility” - a set of equipment and devices designed for storing, supplying and using reserve (emergency) fuel.

3. These Rules are valid throughout the entire territory of the Russian Federation and are binding on legal entities regardless of their organizational and legal form and individuals engaged in business activities without forming a legal entity, who are gas consumers or carry out the following activities (hereinafter referred to as organizations):

a) extraction, production, processing, transportation, storage, distribution and supply of gas (with the exception of organizations managing the housing stock, housing construction cooperatives and homeowners’ associations);

b) design of gas supply systems for enterprises, boiler houses and equipment using gas as fuel or raw material;

c) design, manufacture, certification, commissioning and operation of gas-using and heat-recovery equipment, means of monitoring and automatic regulation of combustion processes and accounting for gas consumption and accounting for products produced using gas, including thermal and electrical energy.

4. These Rules do not apply to consumers when they use gas-using equipment with a gas flow rate of less than 1 cubic meter. m per hour, as well as for consumers using gas for:

32. The state supervision body conducts an inspection of the compliance of energy efficiency indicators of gas-using equipment with passport or design indicators within no more than 10 working days from the date of receipt of the notification. 33. c) setting up heat recovery equipment;

d) setting up auxiliary equipment.

35. 38. Requirements for the preparation of methods for carrying out commissioning and operational adjustment work, as well as requirements for the content of technical reports of commissioning organizations are determined by the Ministry of Energy of the Russian Federation.

39. The assessment of the quality of work performed by the commissioning organization is carried out by the state supervision body based on the results of an instrumental check of the adjustment modes of gas-using equipment with the participation of representatives of the organization operating the gas-using equipment and the commissioning organization, as well as based on the results of reviewing the technical report on the adjustment of this equipment. If the equipment adjustment modes do not comply with the passport or design energy efficiency indicators, routine adjustment work is carried out again. Upon completion of routine adjustment work, a report is drawn up.

40. Gas supply to organizations is carried out on the basis of contracts concluded in accordance with the legislation of the Russian Federation.

41. The procedure for providing consumers with gas during periods of cold weather and in case of emergencies on gas transmission systems is established by the Ministry of Energy of the Russian Federation.

42. h) provide maintenance and repair of gas-using equipment in accordance with the legislation of the Russian Federation and these Rules;

i) comply with the instructions of state supervisory authorities;

j) observe the fuel regime;

k) comply with other rules and requirements established by the legislation of the Russian Federation.

50. Responsibilities for ensuring compliance with these Rules rest with the heads of organizations. Managers and officials of organizations are responsible for failure to comply with these Rules in accordance with the legislation of the Russian Federation.

51. The grounds and procedure for complete or partial shutdown of gas-using equipment in case of violation by organizations of these Rules are established by the Ministry of Energy of the Russian Federation.
