In accordance with paragraph 5 of Article 12 of the Law of the Russian Federation of July 10, 1992 N 3266-1 “On Education” (Gazette of the Congress of People's Deputies of the Russian Federation and the Supreme Council of the Russian Federation, 1992, N 30, Art. 1797; Collection of Legislation of the Russian Federation , 1996, No. 35; 2007, No. 3215; 2008, No. 813; 5419; 2010, No. 2291; No. 5918; 2011, No. 793) and subclause 5.2.62 of the Regulations of the Ministry of Education and Science of the Russian Federation 2010 N 337 (Collected Legislation of the Russian Federation, 2010, N 21, Art. 2603; N 26, Art. 3350; 2011, N 14, Art. 1935; N 28, Art. 4214; N 37, Art. 5257) , I order:

1. Approve the attached Model Regulations on a preschool educational institution.

2. This order comes into force on the date of entry into force of the Decree of the Government of the Russian Federation on the invalidation of Decree of the Government of the Russian Federation of September 12, 2008 N 666 “On approval of the Model Regulations on a Preschool Educational Institution” (Collected Legislation of the Russian Federation, 2008, N 39, art. 4432).

Model regulations on a preschool educational institution

I. General provisions

1. This Model Regulation regulates the activities of state and municipal preschool educational institutions of all types.

2. For non-state preschool educational institutions, this Model Regulation serves as an exemplary 1 .

3. A preschool educational institution implements basic general education programs for preschool education, and also provides supervision and care for children.

4. A preschool educational institution provides education, training and development, as well as supervision, care and health improvement for pupils aged from 2 months to 7 years.

5. A preschool educational institution creates conditions for the implementation of the right guaranteed to citizens of the Russian Federation to receive publicly accessible and free preschool education.

6. The main objectives of a preschool educational institution are:

protecting the lives and strengthening the physical and mental health of pupils;

ensuring cognitive-speech, social-personal, artistic-aesthetic and physical development of pupils;

education, taking into account the age categories of pupils, citizenship, respect for human rights and freedoms, love for the surrounding nature, Motherland, family;

implementation of the necessary correction of deficiencies in the physical and (or) mental development of pupils;

interaction with families of pupils to ensure the full development of children;

providing advisory and methodological assistance to parents (legal representatives) on issues of upbringing, education and development of children.

7. A preschool educational institution may carry out rehabilitation of disabled children if appropriate conditions are available in the institution.

8. Preschool educational institutions include educational institutions of the following types:

kindergarten (implements the basic general education program of preschool education in groups with a general developmental focus);

kindergarten for young children (implements the basic general educational program of preschool education in groups of general developmental orientation for pupils from 2 months to 3 years; creates conditions for social adaptation and early socialization of pupils);

kindergarten for children of preschool (senior preschool) age (implements the basic general educational program of preschool education in groups of general developmental orientation, as well as, if necessary, in groups of compensatory and combined orientation for pupils aged 5 to 7 years with priority implementation of activities to ensure equal starting opportunities for teaching children in general education institutions);

kindergarten for supervision and health improvement (implements the basic general educational program of preschool education in health-related groups with priority implementation of activities for carrying out sanitary-hygienic, therapeutic, health-improving and preventive measures and procedures);

compensatory kindergarten (implements the basic general educational program of preschool education in compensatory groups with priority implementation of activities for the qualified correction of deficiencies in the physical and (or) mental development of one or more categories of children with disabilities);

a combined kindergarten (implements the basic general education program of preschool education in groups of general developmental, compensatory, health-improving and combined orientations in various combinations);

a general developmental kindergarten with priority implementation of activities in one of the areas of development of pupils (implements the basic general educational program of preschool education in groups of general developmental orientation with priority implementation of the development of pupils in one of such areas as cognitive-speech, social-personal, artistic-aesthetic or physical );

child development center - kindergarten (implements the main general educational program of preschool education in groups with a general developmental focus and, if necessary, in groups of a health-improving, compensatory and combined focus with priority implementation of activities for the development of pupils in several areas, such as cognitive-speech, social-personal, artistic -aesthetic or physical). In health, compensatory and combined groups, priority development of pupils is carried out in those areas that most contribute to strengthening their health and correcting deficiencies in their physical and (or) mental development.

9. The main structural unit of a preschool educational institution is a group of preschool children (hereinafter referred to as the group).

In the case of the creation of groups in educational institutions of other types that implement the basic general education program of preschool education in accordance with the license, their activities are regulated by these Model Regulations.

Groups can have a general developmental, compensatory, health-improving or combined orientation.

In general development groups, preschool education is carried out in accordance with the educational program of the educational institution, developed by it independently on the basis of an approximate basic general educational program of preschool education and federal state requirements for the structure of the main general educational program of preschool education and the conditions for its implementation.

In compensatory groups, qualified correction of deficiencies in physical and (or) mental development and preschool education of children with disabilities is carried out in accordance with the educational program of the educational institution, developed independently by it on the basis of an approximate basic general educational program of preschool education and federal state requirements for the structure of the basic general educational program of preschool education and the conditions for its implementation, taking into account the characteristics of the psychophysical development and capabilities of pupils.

Health-improving groups are created for children with tuberculosis intoxication, frequently ill children and other categories of children who need long-term treatment and the necessary set of special therapeutic and health measures. In recreational groups, preschool education of pupils is carried out in accordance with the educational program of the educational institution, developed by it independently on the basis of an approximate basic general educational program of preschool education and federal state requirements for the structure of the main general educational program of preschool education and the conditions for its implementation, as well as a complex of sanitary and hygienic, therapeutic, recreational and preventive measures and procedures.

In combined groups, healthy children and children with disabilities are educated together in accordance with the educational program of the educational institution, developed independently by it on the basis of an approximate basic general education program of preschool education and federal state requirements for the structure of the main general education program of preschool education and the conditions for its implementation, taking into account the characteristics of the psychophysical development and capabilities of the pupils.

If necessary, the following can be organized in preschool educational institutions:

groups for the supervision and care of children, including the organization of their nutrition and daily routine, without the implementation of the main general educational program of preschool education. In groups for the supervision and care of children, their maintenance and upbringing are provided, aimed at socialization and the formation of practically oriented skills in them, including taking into account the characteristics of the psychophysical development of children with disabilities and disabled children;

family preschool groups in order to meet the population's needs for preschool education services in families. Family preschool groups may have a general developmental focus or provide supervision and care for children without implementing the main general educational program of preschool education.

Groups can include both pupils of the same age and pupils of different ages (multi-age groups).

The groups also differ in the length of stay of the pupils and operate in the following mode: full day (12-hour stay); shortened day (8-10 hour stay); extended day (14-hour stay); short-term stay (from 3 to 5 hours a day) and round-the-clock stay. The groups operate on a 5-day and 6-day work week. At the request of parents (legal representatives), it is possible to organize group work also on weekends and holidays.

10. A preschool educational institution in its activities is guided by federal laws, decrees and orders of the President of the Russian Federation, decrees and orders of the Government of the Russian Federation, decisions of the relevant state or municipal body exercising management in the field of education, these Model Regulations, the charter of a preschool educational institution (hereinafter - charter), an agreement concluded between a preschool educational institution and parents (legal representatives).

11. The language (languages) in which training and education are conducted in a preschool educational institution is determined by the founder and (or) the charter 2 .

12. In order to fulfill its tasks, a preschool educational institution has the right to establish direct connections with enterprises, institutions and organizations, including foreign ones.

13. A preschool educational institution bears responsibility for 3 :

failure to perform functions within his competence;

the implementation of the basic general education program of preschool education is not fully implemented; the quality of education of their students;

life and health of pupils and employees of a preschool educational institution during the educational process;

violation of the rights and freedoms of pupils and employees of a preschool educational institution;

other actions provided for by the legislation of the Russian Federation.

14. In a preschool educational institution, the creation and activities of organizational structures of political parties, socio-political and religious movements and organizations (associations) are not allowed. 4 . In state and municipal preschool educational institutions, education is secular in nature 5 .

II. Organization of activities of a preschool educational institution

15. A preschool educational institution is created by the founder and registered in the manner established by the legislation of the Russian Federation.

16. The rights of a legal entity of a preschool educational institution in terms of conducting statutory financial and economic activities arise from the moment of its registration.

A preschool educational institution independently carries out financial and economic activities, may have an independent balance sheet and personal account (account) opened in the prescribed manner, a seal of the established form, a stamp and forms with its name.

17. The right to carry out educational activities arises for a preschool educational institution from the moment it is issued a license to carry out educational activities.

18. A preschool educational institution may be created, reorganized and liquidated in the manner established by the legislation of the Russian Federation.

19. The content of the educational process in a preschool educational institution is determined by the main general educational program of preschool education, developed and approved by it independently. The basic general educational program of preschool education is developed in accordance with federal state requirements for the structure of the main general educational program of preschool education and the conditions for its implementation, as well as the approximate basic educational program of preschool education, which determines the content of the mandatory part of the main general educational program of preschool education.

20. In accordance with the goals and objectives defined by the charter, a preschool educational institution may implement additional educational programs and provide additional educational services outside the educational programs that determine its status, taking into account the needs of the family and on the basis of an agreement concluded between the preschool educational institution and parents (legal representatives).

Paid educational services cannot be provided in return and within the framework of the main educational activities financed by the founder.

21. The operating hours of a preschool educational institution and the duration of stay of pupils in it are determined by the charter of the institution.

22. The organization of catering in a preschool educational institution is entrusted to the preschool educational institution 6 .

23. Medical care for pupils in a preschool educational institution is provided by health authorities. A preschool educational institution is obliged to provide premises with appropriate conditions for the work of medical workers 7 .

24. Teaching staff of preschool educational institutions are required to undergo periodic free medical examinations, which are carried out at the expense of the founder 8 .

Other employees of preschool educational institutions undergo mandatory preliminary (upon entry to work) and periodic medical examinations (examinations) at the expense of the employer 9 .

III. Staffing a preschool educational institution

25. The procedure for staffing a preschool educational institution is determined by the founder in accordance with the legislation of the Russian Federation and is enshrined in the charter.

26. Children aged from 2 months to 7 years are admitted to a preschool educational institution. Admission of children is carried out on the basis of a medical report, application and identification documents of one of the parents (legal representatives).

27. Children with disabilities and disabled children are accepted into compensatory and combined groups only with the consent of their parents (legal representatives) on the basis of the conclusion of the psychological, medical and pedagogical commission.

28. When admitting children with disabilities and disabled children to preschool educational institutions of any type, the preschool educational institution is obliged to provide the necessary conditions for organizing correctional work, in groups for the supervision and care of children - conditions that take into account the characteristics of their psychophysical development.

29. The number and ratio of age groups of children in a preschool educational institution is determined by the founder.

IV. Participants in the educational process

30. Participants in the educational process of a preschool educational institution are pupils, their parents (legal representatives), and teaching staff.

31. When admitting children to a preschool educational institution, the latter is obliged to familiarize parents (legal representatives) with the charter, license to carry out educational activities and other documents regulating the organization of the educational process.

32. The establishment of fees charged to parents (legal representatives) for the maintenance of a child in a preschool educational institution is made in accordance with the legislation of the Russian Federation.

33. Relations between a preschool educational institution and parents (legal representatives) are regulated by an agreement between them, which cannot limit the rights of the parties established by law 10 .

34. The relationship between the pupil and the staff of a preschool educational institution is built on the basis of cooperation, respect for the pupil’s personality and providing him with freedom of development in accordance with individual characteristics.

35. The procedure for staffing a preschool educational institution is regulated by its charter.

36. Persons with secondary vocational or higher vocational education are allowed to engage in teaching activities in a preschool educational institution. The educational qualifications of these persons are confirmed by state-issued documents on the appropriate level of education and (or) qualifications.

Persons are not allowed to participate in teaching activities 11 :

deprived of the right to engage in teaching activities in accordance with a court verdict that has entered into legal force;

have or have had a criminal record, are or have been subject to criminal prosecution (except for persons against whom criminal prosecution was terminated on rehabilitative grounds) for crimes against life and health, freedom, honor and dignity of the individual (with the exception of illegal placement in a psychiatric hospital, slander and insult ), sexual integrity and sexual freedom of the individual, against family and minors, public health and public morality, as well as against public safety;

having an unexpunged or outstanding conviction for intentional grave and especially grave crimes;

recognized as legally incompetent in accordance with the procedure established by federal law;

having diseases included in the list approved by the federal executive body that carries out the functions of developing state policy and legal regulation in the field of healthcare, social development, labor and consumer protection.

37. The rights of employees of a preschool educational institution and measures of their social support are determined by the legislation of the Russian Federation, the charter and the employment contract.

38. Employees of a preschool educational institution have the right 12 :

to participate in the management of a preschool educational institution in the manner determined by the charter;

to protect their professional honor, dignity and business reputation.

39. A preschool educational institution establishes:

structure for managing the activities of a preschool educational institution, staffing, distribution of job responsibilities of employees;

wages of employees, including bonuses and additional payments to official salaries, the procedure and amount of their bonuses.

V. Management of a preschool educational institution

40. Management of a preschool educational institution is carried out in accordance with the Law of the Russian Federation “On Education”, other legislative acts of the Russian Federation, these Model Regulations and the charter.

41. The management of a preschool educational institution is based on the principles of unity of command and self-government, ensuring the state-public nature of the management of a preschool educational institution. The forms of self-government of a preschool educational institution that ensure the state-public nature of management are the board of trustees, the general meeting, the pedagogical council and other forms. The procedure for electing self-government bodies and their competence are determined by the charter.

42. The charter of a preschool educational institution and amendments to it are adopted by the general meeting and approved by the founder in the prescribed manner.

43. The direct management of the preschool educational institution is carried out by the head.

Hiring of the head of a preschool educational institution is carried out in the manner determined by its charter and in accordance with the legislation of the Russian Federation.

44. Head of a preschool educational institution:

acts on behalf of the preschool educational institution, represents it in all institutions and organizations;

disposes of the property of a preschool educational institution within the limits of the rights and in the manner determined by the legislation of the Russian Federation;

issues powers of attorney;

opens a personal account (account) in accordance with the established procedure in accordance with the legislation of the Russian Federation;

carries out hiring and placement of personnel, encourages employees of a preschool educational institution, imposes penalties and dismisses from work;

bears responsibility for the activities of the preschool educational institution to the founder.

VI. Property and funds of the institution

45. For a preschool educational institution, in order to ensure educational activities in accordance with its charter, the founder in the prescribed manner assigns objects of ownership (buildings, structures, property, equipment, as well as other necessary property for consumer, social, cultural and other purposes) belonging to the founder on the right of ownership or rented by him from a third party (owner).

Land plots are assigned to state and municipal preschool educational institutions in the manner established by the legislation of the Russian Federation 15 .

Property objects assigned by the founder to a preschool educational institution are under the operational management of this institution 16 .

A preschool educational institution is responsible to the owner for the safety and effective use of the property assigned to this institution. Control of the activities of an educational institution in this part is carried out by the founder or other legal entity authorized by the owner 17 .

The founder of a preschool educational institution ensures the development and renewal of the material and technical base of the preschool educational institution.

When including children with disabilities and disabled children among the pupils of a preschool educational institution, the material and technical base of the preschool educational institution must ensure the possibility of their unhindered access to the premises of the preschool educational institution, as well as their stay in these premises (presence of ramps, handrails, extended doorways, elevators, special chairs and other conditions). Children with disabilities and disabled children have the right to use the necessary technical means, as well as the services of an assistant (assistant) who provides them with the necessary technical assistance.

46. ​​Financial support for the activities of a preschool educational institution is carried out in accordance with the legislation of the Russian Federation.

A preschool educational institution has the right to attract, in the manner established by the legislation of the Russian Federation, additional financial resources through the provision of paid additional educational and other services provided for by the charter, as well as through voluntary donations and targeted contributions from individuals and (or) legal entities, including foreign citizens and (or) foreign legal entities.

A preschool educational institution has the right to conduct, in accordance with the legislation of the Russian Federation, income-generating activities provided for by its charter.

47. When financially providing small-scale rural pre-school educational institutions and considered as such by state authorities and bodies exercising management in the field of education, costs that do not depend on the number of children must be taken into account.

48. Attraction by a preschool educational institution of additional financial resources specified in paragraph 46 of these Model Regulations does not entail a reduction in the amount of its financing from the funds of the founder.

49. The financial and material resources of a preschool educational institution assigned to it by the founder are used by him in accordance with the charter and are not subject to seizure, unless otherwise provided by the legislation of the Russian Federation.

When a preschool educational institution is liquidated, funds and other property, minus payments to cover its obligations, are directed to the development of education.


1. General Provisions

1. This standard regulation regulates the activities of state and municipal preschool educational institutions of all types.

2. For non-state preschool educational institutions, this Model Regulation serves as an example.

3. Preschool educational institution - a type of educational institution that implements general educational programs of preschool education of various directions.

The preschool educational institution provides education, training, supervision, care and health improvement for children aged 2 months to 7 years.

4. The main objectives of the preschool educational institution are:

  • Protecting life and promoting children's health
  • Ensuring the intellectual, personal and physical development of the child.
  • Carrying out the necessary correction of deviations in the child’s development.
  • Introducing children to universal human values.
  • Interaction with the family to ensure the full development of the child.

5. Preschool educational institutions, in accordance with their focus, are divided into the following types:

  • Kindergarten
  • Kindergarten with priority implementation of one or several areas of development of pupils (intellectual, artistic-aesthetic, physical, etc.)
  • Compensatory kindergarten with priority implementation of qualified correction of deviations in the physical and mental development of pupils
  • Kindergarten for supervision, care and health improvement with priority implementation of sanitary and hygienic, preventive and health measures and procedures
  • Combined kindergarten (a combined kindergarten may include general developmental, compensatory and health groups in different combinations)
  • Child Development Center - a kindergarten providing physical and mental development, correction and health improvement for all pupils

6. In its activities, the preschool educational institution is guided by federal laws, decrees and orders of the President of the Russian Federation, decrees and orders of the Government of the Russian Federation, decisions of the relevant education management body, these Model Regulations, its charter, and an agreement between the institution and parents (persons replacing them).

7. The language(s) in which training and education are conducted at the preschool educational institution is determined by the founder.

8. In order to fulfill the tasks facing it, the preschool educational institution has the right to establish direct connections with enterprises, institutions and organizations, including foreign ones.

9. The preschool educational institution bears responsibility, in accordance with the procedure established by the legislation of the Russian Federation, for failure to fulfill the functions defined by its charter; implementation of educational programs not in full; quality of implemented educational programs; compliance of the applied forms, methods and means of organizing the educational process with the age, psychophysiological characteristics, inclinations, abilities, interests and needs of children; life and health of children and employees of the institution during the educational process.

10. The creation and activities of organizational structures, political parties and religious movements and organizations are not allowed in preschool educational institutions. In state and municipal preschool educational institutions, education is secular in nature.

2. Organization of preschool activities

11. The preschool educational institution is created by the founder (founders) and registered in the manner established by the legislation of the Russian Federation.

12. The status of the founder (founders) determines the organizational and legal form of the preschool educational institution.

The founder(s) of a state preschool institution can be federal executive authorities and executive authorities of constituent entities of the Russian Federation.

The founders (founders) of a municipal preschool educational institution are local government bodies.

Joint establishment of a preschool educational institution is allowed.

13. The relationship between the founder (founders) and the preschool educational institution is determined by an agreement concluded between them in accordance with the legislation of the Russian Federation.

14. The rights of a legal entity of a preschool educational institution in terms of conducting statutory financial and economic activities arise from the moment of its registration.

A preschool educational institution as a legal entity has a charter, settlement and other accounts in banking institutions, a seal of the established form, a stamp, and forms with its name.

15. The right to educational activities and to receive benefits provided for by the legislation of the Russian Federation arises at the preschool educational institution from the moment a license (permit) is issued to it.

16. The preschool educational institution undergoes state accreditation in the manner established by the Law of the Russian Federation “On Education”.

17. A preschool educational institution may be reorganized or liquidated in the manner established by the legislation of the Russian Federation.

When a preschool educational institution is reorganized, its charter, license, and certificate of state accreditation lose force.

18. Transfer of a state preschool educational institution to the jurisdiction of a local government body is permitted only with the consent of the latter.

19. The content of the educational process in a preschool educational institution is determined by the preschool education program. Preschool educational institutions are independent in choosing a program from a set of variable programs recommended by state educational authorities, making changes to them, as well as in developing their own (author’s) programs in accordance with the requirements of the state educational standard.

20. In accordance with its statutory goals and objectives, a preschool educational institution may provide additional paid educational services in addition to the basic educational programs, taking into account the needs of the family on the basis of an agreement with parents (persons replacing them).

Paid educational services can be provided in return and within the framework of the main educational activities financed by the founder.

21. The operating hours of the preschool educational institution and the length of stay of children in it are determined by the charter of the preschool educational institution, an agreement between the preschool educational institution and the founder.

It is allowed for preschool educational institutions (groups) to operate during the day, at night, around the clock, on weekends and holidays, as well as free visits by children to preschool educational institutions.

22. The organization of catering in the preschool educational institution is the responsibility of the administration of the preschool educational institution.

23. Medical care for children is provided by regular or specially assigned medical personnel to the preschool educational institution, who, along with the administration, are responsible for the health and physical development of children, the implementation of therapeutic and preventive measures, compliance with sanitary and hygienic standards, the regime and quality of nutrition.

Pedagogical employees of preschool educational institutions undergo periodic free medical examinations, which are carried out at the expense of the founder.

24. The preschool educational institution provides premises and appropriate working conditions for medical personnel.

3. Acquisition of preschool educational institutions

25. The procedure for recruiting preschool educational institutions is determined by the founder. Preschool educational institutions primarily accept children of working single parents, student mothers, disabled people of groups 1 and 2; children of large families; children in care; children whose parents (one of the parents) are in military service; children of the unemployed, refugees and internally displaced persons, students.

26. Children from 2 months to 7 years old are admitted to preschool educational institutions on the basis of a medical report.

27. Children with developmental disabilities are admitted to preschool educational institutions of any type if there are conditions for correctional work based on the conclusion of a psychological and pedagogical consultation.

4. Participants in the educational process

28. Participants in the educational process of preschool educational institutions are pupils, parents (persons replacing them), and teaching staff.

29. When admitting children, the preschool educational institution is obliged to familiarize parents (persons replacing them) with the charter of the institution and other documents regulating the organization of its activities.

30. The relationship between the preschool educational institution and parents (persons replacing them) is regulated by a parental agreement, which includes the mutual rights, obligations and responsibilities of the parties arising in the process of training, upbringing, supervision and care.

31. Collection of fees from parents for the maintenance of children in preschool educational institutions is carried out in accordance with the legislation of the Russian Federation.

32. The relationship between the pupil and the staff of the preschool educational institution is built on the basis of cooperation, respect for the child’s personality and giving him freedom of development in accordance with his individual characteristics.

33. The procedure for staffing a preschool educational institution is regulated by its charter.

34. Persons who have the necessary professional and pedagogical qualifications that meet the requirements of the qualification characteristics for the position and acquired specialty and are confirmed by educational documents are accepted for teaching work.

Persons deprived of the right to do so by a court verdict or for medical reasons, as well as persons who have had a criminal record for certain crimes, are not allowed to engage in teaching activities.

35. The rights, social guarantees and benefits of employees of preschool institutions are determined by the legislation of the Russian Federation, the charter of the preschool educational institution, and the employment agreement (contract).

36. Employees of preschool educational institutions have the right:

  • To participate in the management of preschool educational institutions in the manner determined by the charter of the institution.
  • To protect professional honor and dignity.

37. The preschool educational institution establishes:

  • Wage rates (official salaries) for employees based on the Unified tariff schedule for remuneration of public sector workers in accordance with tariff and qualification requirements and based on the decision of the certification commission, and also determines the types and sizes of bonuses, additional payments and other incentive payments within the limits of available ones funds allocated for wages;
  • Management structure of a preschool educational institution;
  • Staffing and job responsibilities.

5. Management of a preschool educational institution

38. The management of preschool educational institutions is carried out in accordance with the Law of the Russian Federation “On Education”, these Model Regulations and its charter.

39. The general management of the preschool educational institution is carried out by the Council of Teachers. The procedure for electing members of the Council of Teachers and issues of its competence are determined by the charter of the preschool educational institution.

40. The direct management of the preschool educational institution is carried out by the head.

The hiring (hiring) of the head of a state preschool educational institution is appointed by a decision of a local government body, unless this body provides for a different procedure.

41. Head of preschool educational institution:

  • Acts on behalf of the preschool educational institution, represents it in all institutions and organizations;
  • Disposes of the property of the preschool educational institution within the limits of the rights granted to it by the agreement between the preschool educational institution and the founder;
  • Issues powers of attorney;
  • Opens accounts in banks and other credit institutions;
  • In accordance with labor legislation, carries out hiring and placement of personnel, encourages preschool educational institutions employees, imposes penalties and dismisses from work;
  • Responsible for the activities of the preschool educational institution to the founder.

6. Property and funds of the institution

42. The owner of the property (the body authorized by him), in the manner established by the legislation of the Russian Federation, assigns it to the preschool educational institution.

Property objects assigned to the preschool educational institution are under its operational management.

The preschool educational institution owns, uses and disposes of the property assigned to it with the right of operational management with its purpose, its statutory purposes, and the legislation of the Russian Federation.

The preschool educational institution is responsible for the safety and effective use of the property assigned to it.

43. Seizure and (or) alienation of property assigned to a preschool educational institution is permitted only in cases and in the manner provided for by the legislation of the Russian Federation.

44. The preschool educational institution is responsible for its obligations within the limits of the funds at its disposal and the property it owns.

45. The activities of the preschool educational institution are financed by its founder in accordance with the agreement between them.

The sources of formation of property and financial resources of preschool educational institutions are:

  • Founder's own funds
  • Budgetary and non-budgetary funds
  • Property assigned to the preschool educational institution by the owner (the body authorized by him)
  • Funds of parents (persons replacing them), voluntary donations and targeted contributions from other individuals and legal entities, including foreign ones
  • Bank loans and other loans
  • Other sources in accordance with the legislation of the Russian Federation.

46. ​​Financing of preschool educational institutions is carried out on the basis of state and local standards, determined on a per pupil basis, depending on the type of preschool educational institution.

47. The number of groups in a preschool educational institution is determined by the founder, based on their maximum capacity, adopted when calculating the budget funding standard.

In groups:

  • From 2 months to 1 year - 10 children;
  • From 1 year to 3 years - 15 children;
  • From 3 years to 7 years - 20 children.

In different age groups:

if there are children of two ages in the group (from 2 months to 3 years) - 8 children;

if there are children of any three ages in the group (from 3 to 7 years) - 10 children;

if there are children of any two ages in the group (from 3 to 7 years old) - 20 children.

48. In compensatory preschool educational institutions, the occupancy of groups is established depending on the category of children and their age (under 3 years and over 3 years) and is accordingly:

  • for children with severe speech impairments - up to 6 and up to 10 children;
  • for children with phonetic-phonemic speech disorders only over the age of 3 years - up to 12 children
  • for deaf children - up to 6 children for both age groups
  • for hearing impaired children, for children with amblyopia, strabismus - up to 6 and up to 10 children
  • for children with musculoskeletal disorders - up to 6 and up to 3 children
  • for children with intellectual disabilities (mental retardation) - up to 6 and up to 10 children, for children with mental retardation - up to 6 and up to 10 children
  • for children with severe mental retardation only over the age of 3 years - up to 8 children
  • for children with tuberculosis intoxication - up to 10 and up to 15 children
  • for children who are often sick - up to 10 and up to 15 children
  • for children with complex defects (2 or more defects) - up to 5 for both age groups
  • for children with other developmental disabilities - up to 10 and up to 15 children.

49. For small rural preschool educational institutions, the funding standard should take into account costs that do not depend on the number of pupils.

50. Attraction of additional funds by a preschool educational institution does not entail a reduction in the standards and (or) absolute amounts of its financing from the founder’s budget.

51. The preschool educational institution has an independent balance sheet and carries out financial and economic activities within the limits of budgetary and non-budgetary funds.

52. Financial and material resources assigned to the preschool educational institution or being its property are used by it in the manner established by the legislation of the Russian Federation.

53. When liquidating a preschool educational institution, the funds and other property of the preschool educational institution, minus payments to cover its obligations, are used in accordance with the legislation of the Russian Federation and its charter.

1. This Model Regulation regulates the activities of state and municipal preschool educational institutions of all types.

2. For non-state preschool educational institutions, this Model Regulation is exemplary.

3. Preschool educational institution - a type of educational institution that implements the basic general education program of preschool education.

The state status of a preschool educational institution (the type, type and category of an educational institution, determined in accordance with the level and focus of the educational programs it implements) is established during its state accreditation, unless otherwise provided by federal laws.

A preschool educational institution provides education, training and development, as well as supervision, care and health improvement for children aged 2 months to 7 years.

4. A preschool educational institution creates conditions for the implementation of the right guaranteed to citizens of the Russian Federation to receive publicly accessible and free preschool education.

5. The main objectives of a preschool educational institution are:

protecting the lives and strengthening the physical and mental health of children;
ensuring cognitive-speech, social-personal, artistic-aesthetic and physical development of children;
education, taking into account the age categories of children, citizenship, respect for human rights and freedoms, love for the surrounding nature, Motherland, family;
implementation of the necessary correction of deficiencies in the physical and (or) mental development of children;
interaction with children's families to ensure the full development of children;
providing advisory and methodological assistance to parents (legal representatives) on issues of upbringing, education and development of children.

6. A preschool educational institution can carry out rehabilitation of disabled children if it has appropriate conditions.

7. Preschool educational institutions include educational institutions of the following types:

kindergarten (implements the basic general education program of preschool education in groups with a general developmental focus);

kindergarten for young children (implements the basic general educational program of preschool education in groups of general developmental orientation for children aged 2 months to 3 years, creates conditions for social adaptation and early socialization of children);

kindergarten for children of preschool (senior preschool) age (implements the basic general educational program of preschool education in groups of general developmental orientation, as well as, if necessary, in groups of compensatory and combined orientation for children aged 5 to 7 years with priority implementation of activities to ensure equal starting opportunities for teaching children in general education institutions);

kindergarten for supervision and health improvement (implements the basic general educational program of preschool education in health-related groups with priority implementation of activities for carrying out sanitary-hygienic, preventive and health-improving measures and procedures);

compensatory kindergarten (implements the basic general educational program of preschool education in compensatory groups with priority implementation of activities for the qualified correction of deficiencies in the physical and (or) mental development of one or more categories of children with disabilities);

a combined kindergarten (implements the basic general education program of preschool education in groups of general developmental, compensatory, health-improving and combined orientations in various combinations);

a general developmental kindergarten with priority implementation of activities in one of the areas of children's development (implements the basic general educational program of preschool education in groups of general developmental orientation with priority implementation of activities for the development of children in one of such areas as cognitive-speech, social-personal, artistic-aesthetic or physical);

child development center - kindergarten (implements the main general educational program of preschool education in groups with a general developmental focus with priority implementation of activities for the development of children in several areas, such as cognitive-speech, social-personal, artistic-aesthetic and physical).

8. The main structural unit of a preschool educational institution is a group of preschool children.

In the case of the creation of groups in educational institutions of other types that implement the basic general education program of preschool education in accordance with the license, their activities are regulated by these Model Regulations.

Groups can have a general developmental, compensatory, health-improving or combined orientation.

In general development groups, preschool education is carried out in accordance with the educational program of the educational institution, developed by it independently on the basis of an approximate basic general educational program of preschool education and federal state requirements for the structure of the main general educational program of preschool education and the conditions for its implementation.

In compensatory groups, qualified correction of deficiencies in physical and (or) mental development and preschool education of children with disabilities is carried out in accordance with the educational program of the educational institution, developed independently by it on the basis of an approximate basic general educational program of preschool education and federal state requirements for the structure of the basic general educational program of preschool education and the conditions for its implementation, as well as taking into account the characteristics of the psychophysical development and capabilities of children.

Health-related groups are created for children with tuberculosis intoxication, frequently ill children and other categories of children who need a set of special health-improving measures. In recreational groups, preschool education of children is carried out in accordance with the educational program of the educational institution, developed by it independently on the basis of an approximate basic general educational program of preschool education and federal state requirements for the structure of the basic general educational program of preschool education and the conditions for its implementation, as well as a complex of sanitary and hygienic, preventive and health-improving measures and procedures.

In combined groups, healthy children and children with disabilities are educated together in accordance with the educational program of the educational institution, developed independently by it on the basis of an approximate basic general education program of preschool education and federal state requirements for the structure of the main general education program of preschool education and the conditions for its implementation, taking into account the characteristics of the psychophysical development and capabilities of children.

Groups can include both children of the same age and children of different ages (multi-age groups).

The groups also differ in the length of time children stay and operate in full-day mode (12-hour stay), shortened day (8-10-hour stay), extended day (14-hour stay), short-term stay (from 3 to 5 hours per day). ) and 24-hour stay. The groups operate on a 5-day and 6-day work week. At the request of parents (legal representatives), it is possible to organize group work also on weekends and holidays.

9. A preschool educational institution in its activities is guided by federal laws, decrees and orders of the President of the Russian Federation, decrees and orders of the Government of the Russian Federation, decisions of the relevant state or municipal body exercising management in the field of education, these Model Regulations, the charter of a preschool educational institution (hereinafter - charter), an agreement concluded between a preschool educational institution and parents (legal representatives).

10. The language (languages) in which training and education are conducted in a preschool educational institution is determined by the founder and (or) the charter. In a preschool educational institution, conditions are created for studying the Russian language as the state language of the Russian Federation.

11. In order to fulfill its tasks, a preschool educational institution has the right to establish direct connections with enterprises, institutions and organizations, including foreign ones.

12. A preschool educational institution bears responsibility, in accordance with the procedure established by the legislation of the Russian Federation, for:

performing the functions specified by the charter;
implementation in full of the basic general education program of preschool education;
quality of implemented educational programs;
compliance of the applied forms, methods and means of organizing the educational process with the age, psychophysiological characteristics, inclinations, abilities, interests and needs of children;
life and health of children and employees of preschool educational institutions during the educational process.

13. In a preschool educational institution, the creation and implementation of activities of organizational structures of political parties, socio-political and religious movements and organizations (associations) is not allowed. In state and municipal preschool educational institutions, education is secular in nature.

II. Organization of activities of a preschool educational institution

14. A preschool educational institution is created by the founder and registered in the manner established by the legislation of the Russian Federation.

15. The founders of a state preschool educational institution are federal executive authorities and executive authorities of the constituent entities of the Russian Federation.

The founders of a municipal preschool educational institution are local government bodies.

16. The relationship between the founder and the preschool educational institution is determined by an agreement concluded between them in accordance with the legislation of the Russian Federation.

17. The rights of a legal entity in terms of conducting statutory financial and economic activities arise for a preschool educational institution from the moment of its registration.

A preschool educational institution independently carries out financial and economic activities, may have an independent balance sheet and personal account (account) opened in the prescribed manner, a seal of the established form, a stamp and forms with its name.

18. The right to conduct educational activities and receive benefits established by the legislation of the Russian Federation arises for a preschool educational institution from the moment a license (permit) is issued to it.

19. A preschool educational institution undergoes state accreditation in the manner established by the Law of the Russian Federation “On Education”.

20. A preschool educational institution may be created, reorganized and liquidated in the manner established by the legislation of the Russian Federation.

21. The content of the educational process in a preschool educational institution is determined by the educational program of preschool education, developed, adopted and implemented by it independently in accordance with federal state requirements for the structure of the main general educational program of preschool education and the conditions for its implementation, established by the federal executive body exercising the functions of developing state policy and legal regulation in the field of education, and taking into account the characteristics of the psychophysical development and capabilities of children.

22. In accordance with the goals and objectives defined by the charter, a preschool educational institution may implement additional educational programs and provide additional educational services outside the educational programs that determine its status, taking into account the needs of the family and on the basis of an agreement concluded between the preschool educational institution and parents (legal representatives).

Paid educational services cannot be provided in return and within the framework of the main educational activities financed by the founder.

23. The operating hours of a preschool educational institution and the length of stay of children in it are determined by the charter, an agreement concluded between the preschool educational institution and the founder.

24. The organization of catering in a preschool educational institution is the responsibility of the preschool educational institution.

25. Medical care for children in preschool educational institutions is provided by health authorities. Medical personnel, along with the administration, are responsible for the health and physical development of children, carrying out treatment and preventive measures, observing sanitary and hygienic standards, regimen and ensuring the quality of nutrition. A preschool educational institution is obliged to provide premises with appropriate conditions for the work of medical workers, to monitor their work in order to protect and strengthen the health of children and employees of the preschool educational institution.

26. Teaching staff of preschool educational institutions are required to undergo periodic medical examinations, which are carried out at the expense of the founder.

III. Staffing a preschool educational institution

27. The procedure for staffing a preschool educational institution is determined by the founder in accordance with the legislation of the Russian Federation and is enshrined in the charter.

28. Children aged from 2 months to 7 years are admitted to a preschool educational institution. Admission of children is carried out on the basis of a medical report, application and identification documents of one of the parents (legal representatives).

29. Children with disabilities and disabled children are accepted into compensatory and combined groups of a preschool educational institution only with the consent of their parents (legal representatives) on the basis of the conclusion of the psychological, medical and pedagogical commission.

30. When admitting children with disabilities and disabled children to preschool educational institutions of any type, the preschool educational institution is obliged to provide the necessary conditions for organizing correctional work.

31. The number of groups in a preschool educational institution is determined by the founder based on their maximum occupancy.

32. In general development groups, the maximum capacity is set depending on the age of the children and is:

from 2 months to 1 year - 10 children;
from 1 year to 3 years - 15 children;
from 3 years to 7 years - 20 children.

In multi-age groups with a general developmental focus, the maximum capacity is if there are children in the group:

two ages (from 2 months to 3 years) - 8 children;
any three ages (from 3 to 7 years) - 10 children;
any two ages (from 3 to 7 years) - 15 children.

33. In compensatory groups, the maximum capacity is set depending on the category of children and their age (under 3 years and over 3 years) and is:

for children with severe speech impairments - 6 and 10 children;
for children with phonetic-phonemic speech disorders only over the age of 3 years - 12 children;
for deaf children - 6 children for both age groups;
for hearing impaired children - 6 and 8 children;
for blind children - 6 children for both age groups;
for visually impaired children, for children with amblyopia, strabismus - 6 and 10 children;
for children with musculoskeletal disorders - 6 and 8 children;
for children with mental retardation - 6 and 10 children;
for children with mild mental retardation - 6 and 10 children;
for children with moderate, severe mental retardation only over the age of 3 years - 8 children;
for children with autism only over the age of 3 years - 5 children;
for children with a complex defect (having a combination of 2 or more deficiencies in physical and (or) mental development) - 5 children for both age groups;
for children with other disabilities - 10 and 15 children.

34. In recreational groups, the maximum capacity is set depending on the category of children and their age (under 3 years and over 3 years) and is:

for children with tuberculosis intoxication - 10 and 15 children;
for children who are often sick - 10 and 15 children;
for other categories of children who need a complex of special health measures - 12 and 15 children.

35. In combined groups, the maximum capacity is set depending on the age of the children (under 3 years old and over 3 years old) and the category of children with disabilities and is:

up to 3 years - 10 children, including no more than 3 children with disabilities;
over 3 years old:
10 children, including no more than 3 deaf children, or blind children, or children with musculoskeletal disorders, or children with moderate, severe mental retardation, or children with a complex defect;

15 children, including no more than 4 visually impaired and (or) children with amblyopia and strabismus, or hearing-impaired children, or children with severe speech impairments, or children with mild mental retardation;

17 children, including no more than 5 children with mental retardation.

IV. Participants in the educational process

36. Participants in the educational process of a preschool educational institution are children, their parents (legal representatives), and teaching staff.

37. When admitting children to a preschool educational institution, the latter is obliged to familiarize parents (legal representatives) with the charter, a license to conduct educational activities, a certificate of state accreditation of a preschool educational institution and other documents regulating the organization of the educational process.

38. The establishment of fees charged to parents (legal representatives) for the maintenance of a child in a preschool educational institution is made in accordance with the legislation of the Russian Federation.

39. The relationship between a preschool educational institution and parents (legal representatives) is regulated by an agreement, which includes the mutual rights, obligations and responsibilities of the parties arising in the process of education, training, development, supervision, care and health of children, the duration of the child’s stay in the preschool educational institution , as well as calculation of the amount of fees charged to parents (legal representatives) for maintaining a child in a preschool educational institution.

40. The relationship between the child and the staff of the preschool educational institution is built on the basis of cooperation, respect for the child’s personality and providing him with freedom of development in accordance with his individual characteristics.

41. The procedure for staffing a preschool educational institution is regulated by the charter.

42. Persons with secondary vocational or higher vocational education are allowed to engage in teaching activities in a preschool educational institution. The educational qualifications of these persons are confirmed by state-issued documents on the appropriate level of education and (or) qualifications.

The following persons are not allowed to engage in teaching activities:

deprived of the right to engage in teaching activities in accordance with a court verdict that has entered into legal force;
having an unexpunged or outstanding conviction for intentional grave and especially grave crimes;
recognized as legally incompetent in accordance with the procedure established by federal law;
having diseases included in the list approved by the federal executive body that carries out the functions of developing state policy and legal regulation in the field of healthcare, social development, labor and consumer protection.

43. If necessary, the staffing schedules of preschool educational institutions providing education, training, development, supervision, care and health improvement of children with disabilities, disabled children, as well as correction of deficiencies in their physical and (or) mental development additional positions of special education teachers, speech therapists, speech therapists, educational psychologists, social educators, educators and other workers (depending on the category of children) within the limits of allocations allocated by decision of the founder for these purposes.

44. The rights of employees of a preschool educational institution and measures of their social support are determined by the legislation of the Russian Federation, the charter and the employment contract.

45. Employees of a preschool educational institution have the right:

to participate in the management of a preschool educational institution in the manner determined by the charter;
to protect their professional honor, dignity and business reputation.

46. ​​A preschool educational institution establishes:

wages of employees depending on the qualifications of the employee, complexity, intensity, quantity, quality and conditions of the work performed, as well as compensation payments (additional payments and allowances of a compensatory nature) and incentive payments (additional payments and allowances of an incentive nature, bonuses and other incentive payments) within budgetary allocations allocated for wages;
structure for managing the activities of a preschool educational institution;
staffing schedule and job responsibilities of employees.

V. Management of a preschool educational institution

47. The management of a preschool educational institution is carried out in accordance with the Law of the Russian Federation “On Education”, other legislative acts of the Russian Federation, these Model Regulations and the charter.

48. The management of a preschool educational institution is based on the principles of unity of command and self-government, ensuring the state-public nature of the management of a preschool educational institution. The forms of self-government of a preschool educational institution that ensure the state-public nature of management are the board of trustees, the general meeting, the pedagogical council and other forms. The procedure for electing self-government bodies and their competence are determined by the charter.

49. The direct management of a preschool educational institution is carried out by a head who has passed the appropriate certification.

Hiring of the head of a preschool educational institution is carried out in the manner determined by the charter and in accordance with the legislation of the Russian Federation.

50. Head of a preschool educational institution:

acts on behalf of the preschool educational institution, represents it in all institutions and organizations;
disposes of the property of the preschool educational institution within the limits of the rights granted to it by the agreement concluded between the preschool educational institution and the founder;
issues powers of attorney;
opens a personal account (account) in accordance with the established procedure in accordance with the legislation of the Russian Federation;
carries out hiring and placement of personnel, encourages employees of a preschool educational institution, imposes penalties and dismisses from work;
bears responsibility for the activities of the preschool educational institution to the founder.

VI. Property and funds of the institution

51. For a preschool educational institution, in order to ensure educational activities in accordance with the charter, the founder in the prescribed manner assigns objects of ownership (buildings, structures, property, equipment, as well as other necessary property for consumer, social, cultural and other purposes).

A preschool educational institution owns, uses and disposes of the property assigned to it with the right of operational management in accordance with its purpose, charter and legislation of the Russian Federation.

Land plots are assigned to state and municipal preschool educational institutions in the manner established by the legislation of the Russian Federation.

A preschool educational institution is responsible to the owner for the safety and effective use of the property assigned to it.

52. Financial support for the activities of a preschool educational institution is carried out in accordance with the legislation of the Russian Federation.

A preschool educational institution has the right to attract, in the manner established by the legislation of the Russian Federation, additional financial resources through the provision of paid additional educational and other services provided for by the charter, as well as through voluntary donations and targeted contributions from individuals and (or) legal entities, including foreign citizens and (or) foreign legal entities.

A preschool educational institution has the right to conduct, in accordance with the legislation of the Russian Federation, income-generating activities provided for by the charter.

53. When financially providing small-scale rural pre-school educational institutions considered as such by state authorities and bodies in charge of education, costs should be taken into account that do not depend on the number of children.

54. Attraction by a preschool educational institution of additional financial resources specified in paragraph 52 of these Model Regulations does not entail a reduction in the amount of its financing from the funds of the founder.

55. Financial and material resources of a preschool educational institution, assigned to it by the founder, are used by the preschool educational institution in accordance with the charter and are not subject to seizure, unless otherwise provided by the legislation of the Russian Federation.

When a preschool educational institution is liquidated, financial resources and other property, minus payments to cover its obligations, are directed to the development of education.

5. Preparation of the work program.

5.1. The work program must be drawn up on one side of a sheet of paper in A 4 format. The text should be printed using Times New Roman font, font 12 (in tables, the font size can be reduced), spacing 1.15, observing the following margin sizes: left - 30 mm , right - 15 mm, top - 20 mm, bottom - 20 mm. Page numbering: Arabic numerals (1, 2, 3), continuous, aligned to the bottom right edge of the page, the title page is numbered 1, but not printed. Each new section must start on a new page.

5.2.The program is submitted on paper and in electronic form.

6. Review and approval of work programs

6.1. The work program is approved annually by order of the head of the preschool educational institution after the procedure of review, verification, and approval.

6.2. The work program is reviewed by the Pedagogical Council of the preschool educational institution.

6.3. If the work program does not comply with the requirements established by these Regulations, the senior teacher imposes a resolution on the need for improvement, indicating a specific deadline for implementation.

6.4. The work program is approved by the head of the preschool educational institution no later than September 1 of the current academic year.

6.5. Implementation of an unapproved work program is not permitted.

6.6. The original work program, approved by the head of the preschool educational institution, is kept by the senior teacher.

6.7.During the academic year, the senior teacher exercises official control over the implementation of work programs.

7. Control

7.1. Control is carried out in accordance with the Regulations of the preschool educational institution “On internal (official) control.

7.2. Responsibility for the completeness and quality of the implementation of the work program rests with the teachers and music director.

7.3. Responsibility for monitoring the complete implementation of work programs rests with the senior educator.

8. Storing work programs

8.1.Work programs are stored in the methodological office of the preschool educational institution.

8.2. All teaching staff and preschool administration have access to work programs.

8.3. The work program is stored for 3 years after its expiration.

8.4. Work programs (on paper and electronic media) are submitted to the senior teacher at the end of the year - before 01.06.

Regulations on the Educational Program

MB preschool educational institution - kindergarten No. 9 of a combined type in Oryol

1.1. This provision was developed in accordance with the Law “On Education in the Russian Federation” No. 273-FZ dated December 29, 2012, Order No. 1155 dated October 17, 2013 “On approval of the federal state educational standard for preschool education”, the Charter of the municipal budgetary preschool educational institution - kindergarten No. 9 combined species of Orel.

1.2. A preschool educational institution (hereinafter referred to as the preschool educational institution) independently develops and implements an educational program based on the Approximate basic educational program of preschool education (approved by the decision of the Federal Educational and Methodological Association for General Education (protocol dated May 20, 2015 No. 2/15), the basic general educational programs of preschool education, according to the conditions, goals and objectives of its activities.

1.4. The educational program of the preschool educational institution is aimed at the diversified development of preschool children, taking into account their age and individual characteristics, including the achievement by preschool children of a level of development necessary and sufficient for their successful development of educational programs of primary general education, based on an individual approach to children of preschool age and activities specific to preschool children.

1.5. Mastering the educational program of a preschool educational institution is not accompanied by intermediate certifications and final certification of students.

2. Goals and objectives of the Program:

2.1. The program determines the content and organization of educational activities in a preschool educational institution.

2.2. The program ensures the development of the personality of preschool children in various types of communication and activities, taking into account their age, individual psychological and physiological characteristics. Tasks:

1. protection and strengthening of the physical and mental health of children, including their emotional well-being;

2. ensuring equal opportunities for the full development of every child during preschool childhood, regardless of place of residence, gender, nation, language, social status, psychophysiological and other characteristics;

3. ensuring continuity of goals, objectives and content of education implemented within the framework of educational programs at various levels (hereinafter

Continuity of basic educational programs of preschool and primary general education);

4. creating favorable conditions for the development of children in accordance with their age and individual characteristics and inclinations, developing the abilities and creative potential of each child as a subject of relationships with himself, other children, adults and the world;

5. combining training and education into a holistic educational process based on spiritual, moral and sociocultural values ​​and socially accepted rules and norms of behavior in the interests of the individual, family, and society;

6. the formation of a general culture of children’s personality, including the values ​​of a healthy lifestyle, the development of their social, moral, aesthetic, intellectual, physical qualities, initiative, independence and responsibility of the child, the formation of prerequisites for educational activities;

7. ensuring variability and diversity of the content of the Program and organizational forms of preschool education, the possibility of creating Programs of various directions, taking into account the educational needs, abilities and health status of children;

8. the formation of a sociocultural environment that corresponds to the age, individual, psychological and physiological characteristics of children;

9. providing psychological and pedagogical support to the family and increasing the competence of parents (legal representatives) in matters of development and education, protection and promotion of children’s health.

2.3. Structural divisions in one institution (hereinafter referred to as Groups) can implement different educational programs.

2.4. The educational program of a preschool educational institution is formed as a program of psychological and pedagogical support for positive socialization and individualization, personality development of preschool children and determines a set of basic characteristics of preschool education (volume, content and planned results in the form of targets for preschool education).

2.5. The Educational Program of the preschool educational institution determines the length of stay of children in the preschool educational institution, operating hours, and the maximum number of groups.

3.3. The program consists of a mandatory part and a part formed by participants in educational relations. Both parts are complementary and necessary for the implementation of the federal state educational Standard for preschool education.

The description of educational activities in accordance with the areas of child development presented in five educational areas contains a list of used variable exemplary basic educational programs and teaching aids that ensure the implementation of this content;

Description of variable forms, methods, methods and means of implementing the Program, taking into account the age and individual characteristics of students, the specifics of their educational needs and interests;

Description of educational activities for professional correction of developmental disorders in children;

Features of educational activities of different types and cultural practices;

Ways and directions of supporting children's initiative;

Features of interaction between the teaching staff and the families of students.

3.6. The content of correctional work and/or inclusive education is included in the Program and contains special conditions, mechanisms for adapting the Program, the use of special educational programs and methods, special teaching aids and teaching materials, conducting group and individual correctional classes and the implementation of qualified correction of developmental disorders.

The organizational section contains a description of the material and technical support of the Program, the provision of teaching materials and means of training and education, includes the routine and/or daily routine, features of traditional events, holidays, events; features of the organization of the subject-spatial environment.

3.7. If a mandatory part of the Program corresponds to an example program, it is issued in the form of a link to the corresponding example program. The mandatory part is presented in detail if it does not correspond to one of the exemplary ones.

3.8. The part of the Program formed by the participants in educational relations can be presented in the form of links to the relevant methodological literature, which allows you to familiarize yourself with the content of partial programs, methods, and forms of organizing educational work chosen by the participants in educational relations.

3.9. Working curricula for educational areas are developed in accordance with the approximate general educational program of preschool education, partial programs and taking into account the regional component.

4. Presentation of the Program.

4.1. An additional section of the Program is the text of its brief presentation.

4.2. A short presentation is aimed at parents (legal representatives) and is posted on the preschool educational institution website.

5. Mechanism for implementing the educational program

5.1. At a meeting of the pedagogical council (August), work programs are adopted and approved.

5.2. The head approves the list of educational programs for the educational institution and authorizes their implementation in the current academic year. The basis for the order is the decision of the pedagogical council. Responsibility for the work of the pedagogical council and the issuance of orders rests with the head of the preschool institution.

5.3. Educational and methodological kits (hereinafter referred to as EMS) necessary for organizing the educational process are selected by teachers of preschool educational institutions from the Federal list recommended by the Ministry of Education and Science of the Russian Federation and regional educational authorities.

5.4. Teachers inform parents (legal representatives) about the use of teaching materials.

6. Timing for the implementation of the Educational Program of the Preschool Educational Institution

6.1. The educational program of a preschool educational institution is developed for a period of no more than 5 years.

7. Organization of control over the implementation of the educational program

7.1. Monitoring the implementation of curricula, additional education programs by teachers and the mastery of them by students is carried out by the deputy head in accordance with job responsibilities at least twice a year and is organized in accordance with the regulations on the system for monitoring the quality of the educational process.

7.2. The general management of the implementation of the educational program of the preschool educational institution is carried out by the head. Questions about the progress of implementation are considered at administrative meetings and meetings of the pedagogical council.

7.3. Responsibility for the implementation of the educational program rests with the administration of the preschool educational institution.

7.4. A municipal preschool educational institution is responsible, in the manner established by the legislation of the Russian Federation, for failure to perform or improper performance of functions assigned to its competence, for the implementation of educational programs not in full in accordance with the curriculum, the quality of education of preschool educational institution graduates, as well as for the life health of students and employees of educational institutions.

7.5. For violation or illegal restriction of the right to education and the rights and freedoms of pupils, parents (legal representatives) of minor pupils provided for by the legislation on education, violation of the requirements for the establishment and implementation of educational activities, the educational institution and its officials bear administrative responsibility in accordance with the Code of the Russian Federation on administrative offenses.
