Sergei Konstantinovich Nosov, a representative of the illustrious dynasty of metallurgists, was born in Magnitogorsk on February 17, 1961.

A fourth-generation metallurgist, Sergei Nosov, just like his grandfather and father, started from the lowest and most difficult rung of the industry - from the position of an assistant steelmaker and, having studied the entire production process from personal experience, in 1994 he became one of the managers of a metallurgical enterprise in Magnitogorsk.


In 1995, he received a second higher education at RANEPA, where personnel for the public service are traditionally forged.


In 1999, Sergei Konstantinovich was invited to a leadership position at the Nizhny Tagil Metallurgical Plant, which was on the verge of bankruptcy, jobs were being cut, people were not receiving wages for several months. Considering the fact that the plant is a city-forming enterprise, the situation was serious, but Sergei Konstantinovich managed to solve all the problems and turn the unprofitable enterprise into one of the largest metallurgical complexes in the country, which later provided him with the support of Tagil residents in the elections of the head of the city.


Also, from 1998 to 2010, Sergei Nosov led various projects and took part in the management of large enterprises and banks. Among them: Evrazholding (the main shareholder of NMK), Russpetsstal CJSC, Northern Pipe Plant, Vysokogorsky Mining and Processing Plant, Tagilbank and others.

In politics

Being an experienced and successful manager, since 2000 Sergei Nosov began to combine work with political activities.


An active member of United Russia from the very beginning of its existence, one of the founders of the Sverdlovsk branch, in 2012 he nominated himself for the post of mayor of Nizhny Tagil and was firmly convinced that his experience as a leader and business executive could revive the city and improve the quality of life of people.


Sergei Nosov won the elections, far ahead of his rivals, and was elected mayor of Nizhny Tagil. The residents of Tagil, remembering how he saved the plant, the results he managed to achieve, gave him their votes with joy and hope.


During his leadership of the city, Sergei Konstantinovich developed and implemented a program for the comprehensive development of Nizhny Tagil, implemented innovative projects for the improvement of the city, its lighting, the construction of new affordable housing, and the reconstruction of architectural monuments. Roads were repaired, new hospitals, kindergartens and sports grounds were built, and citizens' salaries also increased.


As a result of the decisions made by Nosov, Nizhny Tagil entered the ranking of efficiently managed cities, taking an honorable 11th place.

In September 2017, Nosov was re-elected with a “Chechen result” - that’s what the press called his result, 90% of the votes. By comparison, the second most popular candidate, communist Vladislav Potanin, received only 4%. But Nosov’s mayoralty had only a few months left.


In May 2018, by decree of Russian President Vladimir Putin, Sergei Nosov was appointed acting governor of the Magadan region. After Nosov left, direct mayoral elections were canceled in Nizhny Tagil, which residents of the region took extremely painfully.

It is not surprising that with such devotion and zeal, Kholmanskikh himself became the presidential plenipotentiary in the Ural Federal District. But this played a role not only in the fate of an individual worker, but also in the history of the entire city. After his election, Vladimir Putin inspected the city and the plant’s employees. After this, federal funding "flowed" into the city. And it would seem that we can put them to work - restoring dilapidated housing, organizing new spaces. But no.

In the early 2000s, Nosov led the enterprise and at the same time sat in the regional parliament - the Legislative Assembly. The conflict with Rossel arose even earlier, when Nosov, without the consent of his superiors, participated in the elections to the Regional Duma in the ranks of the opposition bloc. In 2006, the general director of Rosoboronexport appointed Nosov as head of a division of the holding - the Russpetsstal company, half of which belonged, according to Vedomosti, to the Cypriot offshore companies Briefway Trading and Lacoveta Management. After 5 years, the joint-stock company went bankrupt, Nosov went into private business. In 2012, the newly elected head of the Sverdlovsk region, Evgeny Kuyvashev, appointed him vice-governor.


However, the residents of Nizhny Tagil did not forget about who pulled the city-forming enterprise out of the debt hole, and after 3 months Nosov’s name appeared on the list of candidates for the post of mayor. He won the elections with a result of over 90%. History repeated itself 5 years later.

Among the merits of the mayor of Nizhny Tagil are the reconstruction of the circus, theaters and embankment, the construction of a dozen kindergartens and a medical and rehabilitation center, a sports complex and a city park, a road bridge and a 4-star Radisson hotel. Video cameras appeared on literally every pole, and, accordingly, crime decreased. The media very soon began to say that the city scale was too small for Nosov’s talents. Rumors began to spread again that it was time for Sergei to once again try to take the place of governor of the Sverdlovsk region. In 2016, the mayor of the Ural city was seen as a candidate to replace the head of the Kemerovo region. After Nosov was “registered” as the regional vice-governor in Chelyabinsk.

When in May 2018 it became known about the transfer of Sergei Nosov to the Magadan region, a flash mob began in Nizhny Tagil with the hashtag #nosovneugodi. Residents did not want to let go of the crisis manager, who “did more in a year than others did in three.” The Kremlin's choice fell on Nosov precisely because of his popularity among the people.
