And no matter how you look at it, you can only meaningfully vote for Zubrilin - well, he’s really well-known, running around the district pretending to be a protester. Because of this, I would recommend voting uninformedly, because somehow we suck at choosing if we turn our heads off. We have it for someone else, we eat it.

“Blame yourself, not the law”

Gleb Ivanov, AiF.ru: The big topic of this election campaign is collecting signatures. Some complained that this procedure is very complicated, takes a lot of time, and our citizens, even if they are ready to support a candidate, do not always want to share their passport data, which turns the whole procedure into real torture. What was your impression of this process? How hard was it?

Evgeniy Nifantiev: This is a very difficult procedure. It took us almost a month. Although we tried not to waste not even a day, not even an hour. We had a total of almost 80 collectors (partially volunteers, partially paid people, many residents of our districts) plus several dozen more picketers and agitators. In total, more than 100 people took part in collecting signatures.

I personally did door-to-door visits, stood on the street, and I can say that this is a really difficult process. People come up and want to support. You talk, take your passport, and the person is registered in the neighboring area. I have to answer: “Thank you very much for your support, but, unfortunately, we cannot sign you up.” You talk, ask for a passport, but you don’t have your passport with you. Or people may be visitors from other cities, with or without registration.

To collect 10 high-quality signatures, even when the candidate himself is standing and when people come up with interest, talk, discuss their problems, give instructions, initiatives, it took me on average about an hour and a half. When going door-to-door, you can’t collect 10 signatures in an hour and a half. It takes even longer, because not everyone will open the door, because you still have to explain who you are and why you came.

Therefore, collecting signatures is really difficult. But I am a person who is used to obeying the law. I have received a total of more than 800 licenses in my life. Each of these licenses means compliance with a huge number of legal procedures. And when I went to the polls, I understood that I had to go through another procedure. The first thing a candidate must do is obtain registration. And for this you need to collect signatures.

The main thing was to debug this mechanism so that it worked like a clock. We worked with the collectors and picketers and gave them instructions. I met each of them. I imbued them with my energy, told them why I was going, who I was, why I needed this, why the city needed this. Our lawyers were sure to participate in the briefings; they explained how to collect, what to collect, how to write, where to sign, if you made some mistake, what needs to be done.

— Don’t you think that too much precious time is being spent on all this?

— Despite the fact that this is a very difficult process, I see positive aspects in it. Firstly, the voter will not receive a roll of paper in an election with 300 or 500 candidates. Random people will not become candidates. Secondly, this process should be perceived as a good opportunity for campaigning, which, in fact, is what we did: we had a huge number of pickets, cubes, we talked about our program, about the candidate, and so on. And the 6 thousand people who signed for you will most likely come to the polls and vote. That is, this is work also in advance, and not just for the sake of registration.

Another thing is that one can debate whether such a large number of signatures is needed for registration. But, if you are determined to go to the polls, you must follow the law. If you think that you have support in the area, then collect these 5800 signatures, register, win and then change the city if you don’t like something. But, if you put it together carelessly, if you have a bunch of mistakes, blame yourself, not the law.

— Did the election commission sift out a lot of signatures in the end?

— We collected a little more than 7,500 signatures. Some of them (more than 800) were eliminated themselves. We understood that if we see something poorly written, then the OIC can weed them out. When we submitted the remaining ones, the OIC found and rejected another 130 signatures. At the same time, my main competitor in the district is the current deputy from the Communist Party of the Russian Federation. And the signatures were checked by a member of the district election commission from the Communist Party of the Russian Federation. If there was something wrong with us, believe me, the Communist Party of the Russian Federation would have already trumpeted it to all of Moscow.

But even if I had not been registered, I would definitely have gone not to protests, but to court.

- And why? Is this generally an unacceptable form of dialogue with the authorities for you? Of course, I don't mean uncoordinated rallies. But there are also agreed upon ones, which are permitted by law.

— Let’s first remember that all the actions related to the elections to the Moscow City Duma began as uncoordinated ones. And then, what can be decided on the square? There you can only express your indignation - that’s all. To obtain registration, in any case, you have to go to court. Only there can you obtain registration.

This is my approach as an entrepreneur. I come across this all the time: almost all domestic inspection bodies inspect pharmacies in one way or another. If they identify violations, we begin to investigate their complaints. If we believe that these violations are unfounded, we go to court. If we understand that we are guilty, we pay the fine. Exactly the same approach should be used with the subscription filter.

The question is different: we live in an era of high technology. The approach to collecting signatures, of course, needs to be modernized. For example, you can give people the opportunity to leave their signature through their personal account on the government services portal. But again, this should not be discussed in the square, shouting slogans. What scares me most is that during the recent uncoordinated rallies and “walks around Moscow” everyone forgot about the elections to the Moscow City Duma. Now other slogans are heard: disperse everyone, resign this one, resign that one... People say: “We are tired of it!” If you're tired of it, go and change it. Become a municipal deputy. If you think that you have reached the level of a Moscow City Duma deputy, go to the Moscow City Duma. But it's not that simple. You need people to believe in you.

Our country has already experienced many revolutions. After any of them, people’s lives did not become easier. Therefore, I believe that our path of development should not be revolutionary, but evolutionary. Here I am a simple entrepreneur who started from scratch. Now the company employs more than 5 thousand people. We pay a huge amount of taxes. Last year alone, we paid more than a billion rubles in taxes, insurance premiums and fees. And I believe that it is necessary to ensure that these taxes are spent as efficiently as possible.

“Offer children an alternative to the Internet”

— What do people ask for at such meetings?

— The questions sound different. For example, about uncomfortable benches, about the location of children's playgrounds. There are also more complex questions. For example, in the Altufevsky district, fifty houses are under renovation, and the issue with launch sites has not yet been resolved. The launch sites offered by the city are not suitable for all residents. One of them is an apple orchard, located in the yard. Another starting point is kindergarten. Of course, people don’t want a 20-story tall candle in their yard. And, after talking with people and studying the area, I understand that there is a solution that will suit both the city and the residents. There is a Beskudnikovsky building materials plant. He has 34.5 hectares on lease. I have already met with the management of the plant. It is, in principle, in favor of transferring half of its land to the city for the construction of a site for renovation. In exchange, in the second half, they ask to be allowed to build a technology park. That is, instead of an industrial zone, we may end up with a civilized space: on the one hand, a technology park and office buildings, on the other, a residential area where residents of houses subject to renovation can be resettled.

There are several problems in Otradnoye, for example, a waste sorting station, which in an amicable way needs to be moved outside of Moscow. But, so that at least now there are no problems with the smell, we are negotiating to carry out separate collection of garbage and remove recyclable materials separately, separately - organic waste, which, in fact, causes inconvenience to people.

In Otradnoye, the issue of leisure for children and adolescents is also acute. The area is huge, but there are almost no places where they can practice. Where, by the way, do all the rallies come from? They arise because teenagers have nothing to do in the summer. And if they had something to do, if there were interesting leisure stories, a sufficient number of sports grounds, sections, roller rinks, skatedromes, then we would not be faced with the problem of youth protests now... By the way, at the city level a decision has already been made to create Yurlovsky Proezd has a large-scale sports cluster with a skatepark and a large area for walking and training dogs. And a leisure center will be built on Northern Boulevard. There is also a room on Kargopolskaya Street that has been empty for several years. The city will transfer this premises to the operational management of the city council, and the city council will place a children’s and youth center “Yunost” in it, where it will be possible to organize a large number of clubs.

After all, what worries parents today? Childhood alcoholism, drug addiction... But children are not born alcoholics and drug addicts, they become them in the future if they do not have opportunities for normal leisure, normal upbringing, coaches, sports clubs. And children need to be gradually raised and brought into adulthood so that they do not encounter alcohol or drugs. And today teenagers are left to their own devices. Where do they have the opportunity to spend time? In hallways and food courts.

Among the candidates for Moscow City Duma deputies there are a sufficient number of well-established people, successful businessmen. Among them, Evgeny Nifantiev is the General Director of NEO-PHARM LLC, Chairman of the Coordination Council of the Russian Association of Pharmacy Chains (RAAS). Evgeny Olegovich, holding such a position, you are clearly not going to the Moscow City Duma for a deputy’s salary. Why then? What prompted you to stand as a candidate?

I approached the age of 40 with extensive organizational and management experience and a clear conscience. I am not indifferent to the fate of the capital of our Motherland, the fate of Moscow and Muscovites. I know how to achieve my goals and have the capabilities to do so. I also really want to actively participate in the large-scale transformations that are taking place in Moscow today, and to fully contribute to positive changes at the level of the city as a whole, our North-East and electoral district No. 11 - the Altufevsky, Marfino and Otradnoe districts.

- Is this your first experience of this kind or have you already applied for some elected positions?

I am the Chairman of the Coordination Council of the Russian Association of Pharmacy Chains. My fellow pharmacists and pharmacy managers entrusted me with leading the council of our professional community - and I approach this with all responsibility. After all, if people elected me, then I have no moral right to let them down - this is my principle!

Moreover, I have behind me the construction of a huge socially oriented company - the Stolichki network of social pharmacies, which currently employs more than 5,000 people! These are jobs and taxes for the treasury of our country. By the way, this is also why it is important for me to know how tax revenues are spent and how effectively these funds are directed to the needs of citizens. The budget must be under the control of Muscovites!

Business experience, of course, helps along the path of life. After all, creating and developing your own business disciplines you, allows you to think ahead, and fosters a sense of responsibility for other people.

For example, a person comes up and wants to support. You start talking, take your passport, and it turns out that a supporter is registered in another area. Or another option: you ask for a passport, but you don’t have any documents with you. And so on.

- What, in your opinion, should deputies do for Muscovites first of all in the new composition of the Moscow City Duma?

The first and most important thing that the new Moscow City Duma should do is to ensure dialogue with Muscovites, regardless of their political preferences. After all, in my firm conviction, the city parliament is not an arena for political battles. This is a tool for residents to defend their legitimate rights and interests. And today, unfortunately, the authorities often do not listen to residents.

Personally, on the basis of our team, on the basis of our Center for Support of Local Initiatives, I will definitely create a permanent reception area where people can contact with their questions. How to hold a general meeting of the owners of an apartment building to install a barrier at the entrance to the yard, how to force the district authorities to create equipped areas for walking dogs, how to make a public transport stop where residents really need it? And many many others…

And only in this way will we be able to restore dialogue, create an atmosphere of trust in our districts, in our city. After all, people have eaten so many lies that they hardly believe anyone anymore! The very possibility that something could depend on our decisions seems incredible to us. Representing the interests of the residents of Altufevskoye, Otradnoye and Marfino in the Moscow City Duma, I want to prove to both people and myself that things will be different!

“Of course, pharmacy points in small towns are of concern; now we have counted 143 points that are under threat.
