I. General provisions

1.1. The head of the Information and Analytical Department of the Municipal Service Department of the Saransk City District Administration (hereinafter also referred to as the head of the department) is a municipal employee of the Saransk City District Administration.

1.2. The head of the department, when exercising his powers, is guided by the Constitution of the Russian Federation and the Constitution of the Republic of Mordovia, Federal Law dated 06.10.2003 N 131-FZ “On the general principles of organizing local self-government in the Russian Federation”, Labor Code of the Russian Federation, Federal Law dated 02.03.2007 N 25 -FZ "On municipal service in the Russian Federation", Law of the Republic of Mordovia dated 06/08/2007 N 48-Z "On the regulation of relations in the field of municipal service", Law of the Russian Federation dated 12/27/1991 N 2124-1 "On the media", Charter of the Saransk urban district

1.3. The employer of the department head is the Saransk City District Administration.

1.4. The appointment of the head of the department and his dismissal from office are carried out in accordance with the procedure established by law.

1.5. Persons with higher professional education and municipal service experience in municipal service positions of the leading group of positions for at least 2 years or work experience (experience) in their specialty for at least 5 years are appointed to the position of head of the department.

1.6. II. Task, competence, rights and responsibilities of the head of the department

Powers (functions) of the head of the department:

2.3. In the absence of the head of the Information and Analytical Department, the performance of his duties is carried out by the chief specialist of the Information and Analytical Department of the Municipal Service Department of the Saransk City District Administration.

2.4. To exercise his powers, the head of the Information and Analytical Department must have the following professional knowledge and skills necessary to perform his official duties:

III. Responsibility of the head of the department

3.1 The head of the department is responsible for failure to perform or improper performance of the duties assigned to him, due to his fault, including:

making an error (violation, inconsistency, etc.) in the content of a local government document;

the occurrence or threat of adverse consequences as a result of the adoption of a local government document prepared by him, which he could and should have foreseen;

3.2. The procedure and conditions for holding the head of a department accountable are determined by legislation and decisions of local government bodies.
