HIGHER EDUCATION IN THE DIRECTION OF TRAINING

51.03.03 SOCIO-CULTURAL ACTIVITIES

(BACHELORATE LEVEL)

I. SCOPE OF APPLICATION

This federal state educational standard of higher education is a set of requirements mandatory for the implementation of basic professional educational programs of higher education - undergraduate programs in the field of study 51.03.03 Socio-cultural activities (hereinafter referred to as the bachelor's program, field of study).

II. ABBREVIATIONS USED

The following abbreviations are used in this federal state educational standard:

VO - higher education;

OK - general cultural competencies;

GPC - general professional competencies;

PC - professional competencies;

FSES VO - federal state educational standard of higher education;

network form - a network form of implementation of educational programs.

III. CHARACTERISTICS OF THE DIRECTION OF TRAINING

3.1. Receiving education under a bachelor's degree program is permitted only in an educational organization of higher education (hereinafter referred to as the organization).

3.2. Education under the bachelor's program in the organization is carried out in full-time, part-time and part-time forms of study.

The volume of the bachelor's degree program is 240 credit units (hereinafter referred to as credits), regardless of the form of study, the educational technologies used, the implementation of the bachelor's degree program using an online form, the implementation of the bachelor's degree program according to an individual curriculum, including accelerated learning.

3.3. Duration of obtaining education under the bachelor's program:

full-time education, including vacations provided after passing the state final certification, regardless of the educational technologies used, is 4 years. The volume of a full-time bachelor's degree program implemented in one academic year is 60 credits;

in full-time or part-time forms of education, regardless of the educational technologies used, increases by no less than 6 months and no more than 1 year compared to the period of obtaining education in full-time education. The volume of a bachelor's degree program for one academic year in full-time or part-time forms of study cannot be more than 75 credits;

when studying according to an individual curriculum, regardless of the form of study, it is no more than the period for obtaining education established for the corresponding form of study, and when studying according to an individual plan for persons with disabilities, it can be increased at their request by no more than 1 year compared with the period for obtaining education for the corresponding form of training. The volume of a bachelor's degree program for one academic year when studying according to an individual plan, regardless of the form of study, cannot be more than 75 z.e.

The specific period for obtaining education and the volume of a bachelor's degree program implemented in one academic year, in full-time or part-time forms of study, as well as according to an individual plan, are determined by the organization independently within the time limits established by this paragraph.

3.4. When implementing a bachelor's degree program, an organization has the right to use e-learning and distance learning technologies.

When training people with disabilities, e-learning and distance educational technologies must provide for the possibility of receiving and transmitting information in forms accessible to them.

3.5. The implementation of a bachelor's degree program is possible using a network form.

3.6. Educational activities under the undergraduate program are carried out in the state language of the Russian Federation, unless otherwise specified by the local regulatory act of the organization.

IV. CHARACTERISTICS OF PROFESSIONAL ACTIVITY

GRADUATES WHO HAVE COMPLETED THE BACHELOR PROGRAM

4.1. The area of ​​professional activity of graduates who have completed the bachelor's program includes:

implementation of state policy in the field of culture;

implementation of socio-cultural management and marketing;

organization of socio-cultural creativity in the field of leisure, recreation and tourism;

carrying out cultural and educational work.

4.2. The objects of professional activity of graduates who have completed the bachelor's program are:

management systems for government agencies and non-government organizations, public associations in the socio-cultural sphere;

processes of management and marketing of socio-cultural activities, recreational facilities and the leisure industry;

processes of creative and production activities of cultural institutions and organizations;

processes of artistic management of the activities of cultural institutions;

processes of producing and staging cultural and leisure programs and socio-cultural projects using artistic and figurative means of expression;

technologies of socio-cultural creativity and cultural and educational activities;

technologies of socio-cultural animation and recreation;

technologies of social rehabilitation using cultural and art means;

processes of pedagogical support for organizing children's and youth's leisure, mass cultural and educational work with children, adolescents and youth;

processes of organizing social and cultural activities of youth;

processes of organizing leisure time for the adult population, mass cultural and educational work;

educational process in the system of general education, secondary vocational education, additional education for children and adults and additional vocational education.

4.3. Types of professional activities for which graduates who have completed the bachelor's program are prepared:

creative and production;

organizational and managerial;

artistic and creative;

scientific and methodological;

design;

pedagogical.

When developing and implementing a bachelor's degree program, the organization focuses on the specific type(s) of professional activity for which the bachelor is preparing, based on the needs of the labor market, research and material and technical resources of the organization.

The undergraduate program is formed by the organization depending on the types of educational activities and the requirements for the results of mastering the educational program:

focused on research and (or) pedagogical type (types) of professional activity as the main (main) (hereinafter referred to as the academic bachelor's program);

focused on practice-oriented, applied type(s) of professional activity as the main(s) (hereinafter referred to as the applied bachelor's program).

4.4. A graduate who has completed a bachelor's program, in accordance with the type(s) of professional activity to which the bachelor's program is focused, must be ready to solve the following professional tasks:

creation of cultural programs and socio-cultural events aimed at the creative development of children, adolescents and adults, organization of free time for the population;

participation in the development and implementation of socio-cultural technologies in cultural institutions, leisure and recreation industries;

the use of cultural heritage to satisfy the spiritual needs of various population groups in the process of cultural and educational activities;

creating a favorable cultural environment, stimulating innovative movements in the sociocultural sphere;

ensuring the technological process of preparing and holding social and cultural events (information, exhibitions, holidays) in cultural institutions;

production of cultural and leisure programs (informational and educational, artistic and journalistic, cultural and entertainment) based on an original script and director's decision;

carrying out mass educational and educational work;

organization of socio-cultural creativity and developing recreational and entertainment leisure;

organization of socio-cultural support for people with physical developmental disabilities, participation in activities for the socio-cultural adaptation of people with socialization disorders and deviant behavior, assistance in family education of children;

participation in organizing the activities of institutions, organizations and associations in the socio-cultural sphere, the leisure and recreation industry;

implementation of management and marketing in the field of socio-cultural activities;

organization of artistic and creative activities in cultural institutions, cultural and recreation parks, scientific and methodological centers, leisure centers, additional education;

development of goals and priorities for the artistic and creative activities of cultural institutions that implement socio-cultural technologies (cultural and educational, cultural protection, cultural and leisure, recreational);

assistance in the cultural and educational work of institutions of additional education for children, general education institutions;

informatization and scientific and methodological support of socio-cultural activities, provision of information and methodological services;

dissemination of the best experience of institutions of the socio-cultural sphere in implementing the tasks of state cultural policy, in the socio-cultural education of the population;

development of new methods of cultural and educational work, methods for stimulating the socio-cultural activity of the population;

participation in scientific research into socio-cultural activities, the main trends in the social, cultural and spiritual development of society;

development of methodological manuals, curricula and socio-cultural programs for information and educational, cultural and leisure, recreational and health-improving, animation activities and types of recreation and leisure;

creation and support of computer databases on forms of socio-cultural creativity, its participants and resources;

project activities:

participation in the development and justification of socio-cultural projects and programs;

participation in pedagogical design of innovative systems of socio-cultural creativity, recreation, organization of tourist leisure;

pedagogical activities:

teaching theoretical and practical disciplines of socio-cultural activities in the system of general education, secondary vocational education, and additional education;

ensuring the development of educational and methodological documentation for the taught disciplines.

V. REQUIREMENTS FOR THE RESULTS OF MASTERING THE BACHELOR PROGRAM

5.1. As a result of mastering the bachelor's program, the graduate must have developed general cultural, general professional, professional or professionally applied competencies.

5.2. A graduate who has completed a bachelor's program must have the following general cultural competencies:

the ability to use the foundations of philosophical knowledge to form a worldview position (OK-1);

the ability to analyze the main stages and patterns of the historical development of society to form a civic position (OK-2);

the ability to use the basics of economic knowledge in various spheres of life (OK-3);

the ability to use the basics of legal knowledge in various spheres of life (OK-4);

ability to communicate in oral and written forms in Russian and foreign languages ​​to solve problems of interpersonal and intercultural interaction (OK-5);

the ability to work in a team, tolerantly perceive social, ethnic, religious and cultural differences (OK-6);

ability for self-organization and self-education (OK-7);

the ability to use methods and means of physical culture to ensure full-fledged social and professional activities (OK-8);

ability to use first aid techniques, methods of protection in emergency situations (OK-9).

5.3. A graduate who has completed a bachelor's program must have the following general professional competencies:

the ability to independently search, process, analyze and evaluate professional information, acquire new knowledge using modern educational and information technologies (GPC-1);

the ability to find organizational and managerial solutions in standard situations and the willingness to bear responsibility for them (OPK-2).

5.4. A graduate who has completed a bachelor's degree program must have professional competencies corresponding to the type(s) of professional activity that the bachelor's program is focused on:

creative and production activities:

the ability to effectively implement current tasks of state cultural policy in the process of organizing socio-cultural activities (PC-1);

readiness to use technologies of socio-cultural activities (means, forms, methods) for carrying out information and educational work, organizing leisure time, providing conditions for the implementation of socio-cultural initiatives of the population, patriotic education (PC-2);

readiness to carry out developmental socio-cultural activities of all age groups of the population, to organize mass, group and individual forms of socio-cultural activities in accordance with the cultural needs of various groups of the population (PC-3);

the ability to apply regulatory legal acts on the protection of intellectual property and copyright in the field of culture, organizing social and cultural activities of the population, ensuring the rights of citizens in the field of culture and education (PC-4);

ability to use modern information technologies for modeling, statistical analysis and information support of socio-cultural processes (PC-5);

the ability to develop a script and dramaturgical basis for socio-cultural programs, staging socio-cultural programs using technical means (light, sound, film, video and computer equipment) and stage equipment of cultural institutions (PK-6);

readiness to organize information and methodological support for the creative and production process in institutions of the social and cultural sphere (PC-7);

the ability to design socio-cultural activities based on the study of requests, interests, taking into account age, education, social, national, gender differences of population groups (PC-25);

ability to comprehensively assess socio-cultural projects and programs, basic socio-cultural technological systems (recreational, entertainment, gaming, information, educational, communication, rehabilitation) (PK-26);

pedagogical activities:

ability to teach theoretical and practical disciplines of socio-cultural activities in the system of general education, secondary vocational education, additional education for children and adults and additional vocational education (PK-27);

the ability to scientifically and methodologically support the educational process and conduct educational activities with various categories of participants in socio-cultural activities (PK-28);

readiness to provide advisory assistance to specialists in the socio-cultural sphere (PC-29).

5.5. When developing a bachelor's program, all general cultural and general professional competencies, as well as professional competencies related to those types of professional activities that the bachelor's program is focused on, are included in the set of required results for mastering the bachelor's program.

5.6. When developing a bachelor's program, an organization has the right to supplement the set of competencies of graduates, taking into account the focus of the bachelor's program on specific areas of knowledge and (or) type(s) of activity.

5.7. When developing a bachelor's program, the organization sets the requirements for learning outcomes in individual disciplines (modules) and practices independently, taking into account the requirements of the corresponding exemplary basic educational programs.

VI. REQUIREMENTS FOR THE STRUCTURE OF THE BACHELOR PROGRAM

6.1.

includes a mandatory part (basic) and a part formed by participants in educational relations (variable). This provides the opportunity to implement bachelor's degree programs with different focus (profile) of education within the same area of ​​training (hereinafter referred to as the focus (profile) of the program).

6.2. The undergraduate program consists of the following blocks:

Block 1 “Disciplines (modules)”, which includes disciplines (modules) related to the basic part of the program, and disciplines (modules) related to its variable part;

Block 2 “Practices”, which fully relates to the basic part of the program;

Block 3 “State final certification”, which fully relates to the basic part of the program and ends with the assignment of qualifications specified in the list of areas of higher education training approved by the Ministry of Education and Science of the Russian Federation.

6.3. Disciplines (modules) related to the basic part of the bachelor's program are mandatory for the student to master, regardless of the focus (profile) of the bachelor's program that he is mastering. The set of disciplines (modules) related to the basic part of the undergraduate program is determined by the organization independently to the extent established by this Federal State Educational Standard for Higher Education, taking into account the corresponding approximate (exemplary) main educational program(s).

6.5. Disciplines (modules) in physical culture and sports are implemented within the framework of:

the basic part of Block 1 "Disciplines (modules)" of the undergraduate program in the amount of at least 72 academic hours (2 credits) in full-time study;

elective disciplines (modules) in the amount of at least 328 academic hours. The specified academic hours are mandatory for mastering and are not converted into credit units.

Disciplines (modules) in physical culture and sports are implemented in the manner established by the organization. For disabled people and persons with limited health capabilities, the organization establishes a special procedure for mastering disciplines (modules) in physical education and sports, taking into account their health status.

6.6. Disciplines (modules) related to the variable part of the bachelor's program and practices determine the focus (profile) of the bachelor's program. The set of disciplines (modules) related to the variable part of the undergraduate program and practices are determined by the organization independently to the extent established by this Federal State Educational Standard for Higher Education. After the student has chosen the focus (profile) of the program, a set of relevant disciplines (modules) and practices becomes mandatory for the student to master.

6.7. Block 2 “Practices” includes educational and industrial internships, including pre-graduation internships.

Pre-graduation practice is carried out to complete the final qualifying work and is mandatory.

When developing bachelor's degree programs, the organization selects types of practices depending on the type(s) of activity to which the bachelor's program is focused. The organization has the right to provide for other types of internships in the undergraduate program in addition to those established by this Federal State Educational Standard for Higher Education.

Educational and (or) practical training can be carried out in the structural divisions of the organization.

The choice of internship sites for persons with disabilities is made taking into account the health status of students and accessibility requirements.

6.8. Block 3 “State Final Certification” includes the defense of the final qualifying work, including preparation for the defense procedure and the defense procedure, as well as preparation for and passing the state exam (if the organization included the state exam as part of the state final certification).

6.9. The implementation of part(s) of a bachelor's degree program aimed at preparing for creative and (or) creative-performing activities, and the conduct of state final certification is not allowed using e-learning or distance learning technologies.

6.10. When developing a bachelor's degree program, students are provided with the opportunity to master elective disciplines (modules), including special conditions for people with disabilities and people with limited health capabilities, in the amount of at least 30 percent of the variable part of Block 1 "Disciplines (modules)."

6.11. The number of hours allocated for lecture-type classes as a whole for Block 1 “Disciplines (modules)” should be no more than 50 percent of the total number of classroom hours allocated for the implementation of this Block.

VII. REQUIREMENTS FOR IMPLEMENTATION CONDITIONS

BACHELOR PROGRAMS

7.1. System-wide requirements for the implementation of a bachelor's degree program.

7.1.1. The organization must have a material and technical base that complies with current fire safety rules and regulations and ensures the conduct of all types of disciplinary and interdisciplinary training, practical and research work of students provided for by the curriculum.

7.1.2. Each student during the entire period of study must be provided with individual unlimited access to one or more electronic library systems (electronic libraries) and to the organization’s electronic information and educational environment. The electronic library system (electronic library) and the electronic information and educational environment must provide the opportunity for student access from any point where there is access to the information and telecommunications network "Internet" (hereinafter referred to as the "Internet"), both on the territory of the organization and and beyond.

The electronic information and educational environment of the organization must provide:

access to curricula, work programs of disciplines (modules), practices, publications of electronic library systems and electronic educational resources specified in the work programs;

recording the progress of the educational process, the results of intermediate certification and the results of mastering the undergraduate program;

conducting all types of classes, procedures for assessing learning outcomes, the implementation of which is provided for using e-learning and distance learning technologies;

formation of a student’s electronic portfolio, including the preservation of the student’s work, reviews and evaluations of these works by any participants in the educational process;

interaction between participants in the educational process, including synchronous and (or) asynchronous interaction via the Internet.

The functioning of the electronic information and educational environment is ensured by the appropriate means of information and communication technologies and the qualifications of the workers who use and support it. The functioning of the electronic information and educational environment must comply with the legislation of the Russian Federation.

7.1.3. In the case of implementing a bachelor's degree program in an online form, the requirements for the implementation of a bachelor's degree program must be provided by a set of resources of material, technical, educational and methodological support provided by organizations participating in the implementation of a bachelor's degree program in an online form.

7.1.4. In the case of the implementation of a bachelor's degree program in departments established in accordance with the established procedure in other organizations or other structural divisions of the organization, the requirements for the implementation of a bachelor's degree program must be ensured by the totality of the resources of these organizations.

7.1.5. The qualifications of management and scientific and pedagogical employees of the organization must correspond to the qualification characteristics established in the Unified Qualification Directory of Positions of Managers, Specialists and Employees, section "Qualification Characteristics of Positions of Managers and Specialists of Higher Professional and Additional Professional Education", approved by order of the Ministry of Health and Social Development of the Russian Federation dated January 11, 2011 N 1n (registered by the Ministry of Justice of the Russian Federation on March 23, 2011, registration N 20237), and professional standards (if any).

7.1.6. The share of full-time scientific and pedagogical workers (in rates reduced to integer values) must be at least 50 percent of the total number of scientific and pedagogical workers of the organization.

7.2. Requirements for personnel conditions for the implementation of a bachelor's degree program.

7.2.1. The implementation of the bachelor's degree program is ensured by the management and scientific-pedagogical employees of the organization, as well as by persons involved in the implementation of the bachelor's degree program under the terms of a civil law contract.

7.2.2. The share of scientific and pedagogical workers (in terms of rates reduced to integer values) with an education corresponding to the profile of the taught discipline (module) in the total number of scientific and pedagogical workers implementing the undergraduate program must be at least 70 percent.

7.2.3. The share of scientific and pedagogical workers (in terms of rates converted to integer values) who have an academic degree (including an academic degree awarded abroad and recognized in the Russian Federation) and (or) an academic title (including an academic title received abroad and recognized by the Russian Federation), the total number of scientific and pedagogical workers implementing the undergraduate program must be at least 50 percent.

7.2.4. The share of employees (in terms of rates reduced to integer values) from among the managers and employees of organizations whose activities are related to the focus (profile) of the bachelor's degree program being implemented (with at least 3 years of work experience in this professional field), in the total number of employees implementing the bachelor's degree program , must be at least 10 percent.

7.3. Requirements for material, technical, educational and methodological support of the undergraduate program.

7.3.1. Special premises should be classrooms for conducting lecture-type classes, seminar-type classes, course design (completing coursework), group and individual consultations, ongoing monitoring and intermediate certification, as well as rooms for independent work and rooms for storage and preventive maintenance of educational equipment. Special premises should be equipped with specialized furniture and technical teaching aids that serve to present educational information to a large audience.

To conduct lecture-type classes, sets of demonstration equipment and educational visual aids are offered, providing thematic illustrations corresponding to the sample programs of disciplines (modules), working curriculum of disciplines (modules).

The list of logistics necessary for the implementation of a bachelor's degree program includes laboratories equipped with laboratory equipment, depending on the degree of its complexity. Specific requirements for material, technical, educational and methodological support are determined in the approximate basic educational programs.

Premises for independent work of students must be equipped with computer equipment with the ability to connect to the Internet and provide access to the electronic information and educational environment of the organization.

In the case of using e-learning and distance learning technologies, it is possible to replace specially equipped premises with their virtual counterparts, allowing students to master the skills required by their professional activities.

If the organization does not use an electronic library system (electronic library), the library fund must be equipped with printed publications at the rate of at least 50 copies of each edition of the basic literature listed in the work programs of disciplines (modules), practices and at least 25 copies of additional literature per 100 students.

7.3.2. The organization must be provided with the necessary set of licensed software (the content is determined in the work programs of disciplines (modules) and is subject to annual updating).

7.3.3. Electronic library systems (electronic library) and electronic information and educational environment must provide simultaneous access to at least 25 percent of students in the undergraduate program.

7.3.4. Students must be provided with access (remote access), including in the case of the use of e-learning, distance educational technologies, to modern professional databases and information reference systems, the composition of which is determined in the work programs of disciplines (modules) and is subject to annual updating.

7.3.5. Students with disabilities should be provided with printed and (or) electronic educational resources in forms adapted to their health limitations.

7.4. Requirements for financial conditions for the implementation of a bachelor's degree program.

7.4.1. Financial support for the implementation of a bachelor's degree program must be carried out in an amount not lower than the basic standard costs established by the Ministry of Education and Science of the Russian Federation for the provision of public services in the field of education for a given level of education and field of study, taking into account correction factors that take into account the specifics of educational programs in accordance with the Methodology for determining standard costs for the provision of public services for the implementation of educational programs of higher education in specialties (areas of training) and enlarged groups of specialties (areas of training), approved by order of the Ministry of Education and Science of the Russian Federation of October 30, 2015 N 1272 (registered by the Ministry of Justice of the Russian Federation on November 30 2015, registration N 39898).

1. Approve the attached federal state educational standard of higher education in the field of training 51.03.03 Social and cultural activities (bachelor's level).

I.APPLICATION AREA

1.1. This federal state educational standard of higher education (FSES HE, standard) is a set of requirements mandatory for the implementation of basic professional educational programs of higher education - bachelor's degree programs (hereinafter referred to as the bachelor's degree program) in the field of preparation XXX Social and cultural activities by educational organizations of higher education (hereinafter referred to as the bachelor's degree program) – educational organizations).

III. CHARACTERISTICS OF THE DIRECTION OF TRAINING

SOCIO-CULTURAL ACTIVITIES

3.1. Higher education under bachelor's programs within this area of ​​training (including inclusive education for people with disabilities and people with limited health capabilities) can only be obtained in educational organizations. Receiving higher education in undergraduate programs within this area of ​​training in the form of self-education is not allowed.

3.2. Education in undergraduate programs in educational organizations is carried out in full-time, part-time or part-time forms.

3.3. The volume of the bachelor's program is 240 credit units (c.e.), regardless of the form of study, the educational technologies used, the implementation of the program by several organizations engaged in educational activities using a network form, the implementation of training according to an individual curriculum, including accelerated training.

3.4. The period for obtaining education under a bachelor's degree program in this area of ​​training for full-time study, including vacations provided after passing the state final certification, regardless of the educational technologies used, is 4 years.

The volume of a full-time bachelor's degree program implemented in one academic year is 60 credits. e.

3.5. The period of obtaining education under a bachelor's degree program, implemented in full-time or part-time forms of study, regardless of the educational technologies used, must be increased by no less than 6 months and no more than 1 year (at the discretion of the educational organization) compared to the period of obtaining education full-time education.


The volume of a bachelor's degree program in full-time or part-time study, implemented in one academic year, is determined by the educational organization independently.

3.6 . The period for obtaining education under a bachelor's degree program when studying according to an individual curriculum for any form of education is established by the educational organization independently, but not more than the period for obtaining education established for the corresponding form of education. For disabled people and persons with limited health capabilities, the period of obtaining education according to individual curricula can be increased by no more than one year.

The volume of a bachelor's degree program for one academic year when studying according to an individual curriculum for any form of study cannot be more than 75 credits. e.

3.7. When implementing undergraduate programs in this area of ​​training, e-learning and distance learning technologies can be used. When training disabled people and persons with limited health capabilities, e-learning and distance educational technologies must provide for the possibility of receiving and transmitting information in forms accessible to them.

In this area of ​​training, it is not allowed to implement undergraduate programs using exclusively e-learning and distance learning technologies.

3.8. When implementing undergraduate programs in this area of ​​training, a network form can be used.

IV. CHARACTERISTICS OF PROFESSIONAL ACTIVITIES OF GRADUATES OF BACHELOR PROGRAMS IN THE DIRECTION OF TRAINING SOCIO-CULTURAL ACTIVITIES

4.1. Area of ​​professional activity Graduates of undergraduate programs include:

implementation of state cultural policy; implementation of socio-cultural management and marketing; organization of socio-cultural creativity in the field of leisure, recreation and tourism; carrying out cultural and educational work.

Objects of professional activity graduates of undergraduate programs are:

management systems for government agencies and non-government organizations, public associations in the socio-cultural sphere;

processes of management and marketing of socio-cultural activities, recreational facilities and the leisure industry;

processes of creative and production activities of cultural institutions and organizations;

processes of artistic management of the activities of cultural institutions;

processes of producing and staging cultural and leisure programs and socio-cultural projects using artistic and figurative means of expression;

technologies of socio-cultural creativity and cultural and educational activities;

technologies of socio-cultural animation and recreation;

technologies of social rehabilitation using cultural and art means;

processes of pedagogical support for organizing children's and youth's leisure, mass cultural and educational work with children, adolescents and youth;

processes of organizing social and cultural activities of youth;

processes of organizing leisure time for the adult population, mass cultural and educational work;

educational process in the system of general education, secondary vocational education, additional education for children and adults and additional vocational education.

4.2 . Types of professional activities for which graduates of bachelor's programs are prepared:

creative and production;

organizational and managerial;

artistic direction of the activities of a cultural institution;

scientific and methodological;

design;

pedagogical.

When developing and implementing bachelor's degree programs, an educational organization focuses on the specific type(s) of professional activity for which the bachelor is preparing, based on the needs of the labor market, the research and material and technical resources of the educational organization.

4.3 . A graduate of a bachelor’s degree program, in accordance with the type(s) of professional activity to which the bachelor’s program is focused, is ready to solve the following professional tasks:

The specific period for obtaining education and the volume of a bachelor's degree program implemented in one academic year, in full-time or part-time forms of study, as well as according to an individual plan, are determined by the organization independently within the time limits established by this paragraph.

When training people with disabilities, e-learning and distance educational technologies must provide for the possibility of receiving and transmitting information in forms accessible to them.

The undergraduate program is formed by the organization depending on the types of educational activities and the requirements for the results of mastering the educational program:

Focused on research and (or) pedagogical type (types) of professional activity as the main (main) (hereinafter referred to as the academic bachelor's program);

Focused on practice-oriented, applied type(s) of professional activity as the main(s) (hereinafter referred to as the applied bachelor's program).

Creation of cultural programs and socio-cultural events aimed at the creative development of children, adolescents and adults, organization of free time for the population;

Participation in the development and implementation of socio-cultural technologies in cultural institutions, leisure and recreation industries;

Using cultural heritage to meet the spiritual needs of various population groups in the process of cultural and educational activities;

Creating a favorable cultural environment, stimulating innovative movements in the sociocultural sphere;

Ensuring the technological process of preparing and holding social and cultural events (information, exhibitions, holidays) in cultural institutions;

Production of cultural and leisure programs (informational and educational, artistic and journalistic, cultural and entertainment) based on an original script and director's decision;

Carrying out mass educational and educational work;

6.2. The undergraduate program consists of the following blocks:

When developing bachelor's degree programs, the organization selects types of practices depending on the type(s) of activity to which the bachelor's program is focused. The organization has the right to provide for other types of internships in the undergraduate program in addition to those established by this Federal State Educational Standard for Higher Education.

Educational and (or) practical training can be carried out in the structural divisions of the organization.

The choice of internship sites for persons with disabilities is made taking into account the health status of students and accessibility requirements.

In which there is access to the information and telecommunications network "Internet" (hereinafter referred to as the "Internet"), both on the territory of the organization and outside it.

The electronic information and educational environment of the organization must provide:

Access to curricula, work programs of disciplines (modules), practices, publications of electronic library systems and electronic educational resources specified in the work programs;

Recording the progress of the educational process, the results of intermediate certification and the results of mastering the undergraduate program;

Conducting all types of classes, procedures for assessing learning outcomes, the implementation of which is provided for using e-learning, distance learning technologies;

Formation of a student’s electronic portfolio, including the preservation of the student’s work, reviews and evaluations of these works by any participants in the educational process;

Interaction between participants in the educational process, including synchronous and (or) asynchronous interaction via the Internet.

The functioning of the electronic information and educational environment is ensured by the appropriate means of information and communication technologies and the qualifications of the workers who use and support it. The functioning of the electronic information and educational environment must comply with the legislation of the Russian Federation**.

To conduct lecture-type classes, sets of demonstration equipment and educational visual aids are offered, providing thematic illustrations corresponding to the sample programs of disciplines (modules), working curriculum of disciplines (modules).

The list of logistics necessary for the implementation of a bachelor's degree program includes laboratories equipped with laboratory equipment, depending on the degree of its complexity. Specific requirements for material, technical, educational and methodological support are determined in the approximate basic educational programs.

Premises for independent work of students must be equipped with computer equipment with the ability to connect to the Internet and provide access to the electronic information and educational environment of the organization.

In the case of using e-learning and distance learning technologies, it is possible to replace specially equipped premises with their virtual counterparts, allowing students to master the skills required by their professional activities.

If the organization does not use an electronic library system (electronic library), the library fund must be equipped with printed publications at the rate of at least 50 copies of each edition of the basic literature listed in the work programs of disciplines (modules), practices and at least 25 copies of additional literature per 100 students.

7.4.1. Financial support for the implementation of a bachelor's degree program must be carried out in an amount not lower than the basic standard costs established by the Ministry of Education and Science of the Russian Federation for the provision of public services in the field of education for a given level of education and field of study, taking into account correction factors that take into account the specifics of educational programs in accordance with the Methodology for determining standard costs for the provision of public services for the implementation of educational programs of higher education in specialties (areas of training) and enlarged groups of specialties (areas of training), approved by order of the Ministry of Education and Science of the Russian Federation of October 30, 2015 N 1272 (registered by the Ministry of Justice of the Russian Federation on November 30 2015, registration N 39898).

1.9. 1.10. The organization independently determines, within the time frames and volumes established by the Federal State Educational Standard for Higher Education:

the period of obtaining education under a bachelor's degree program in full-time or part-time forms of study, as well as according to an individual curriculum, including accelerated education;

the volume of a bachelor's degree program implemented in one academic year.

1.11. Areas of professional activity and (or) areas of professional activity in which graduates who have completed the bachelor's program (hereinafter referred to as graduates) can carry out professional activities:

01 Education and science (in the field of preschool, primary general, secondary general education, additional education for children and adults);

03 Social services (in the field of social security; in the field of meeting the cultural needs of socially vulnerable groups of the population through involvement in socio-cultural activities);

04 Culture, art (in the field of technical processes of artistic activity);

the scope of organizing the activities of cultural institutions that promote the cultural development of the population, promoting the cultural and educational work of institutions of additional education for children, general education institutions, as well as organizing free time and stimulating the socio-cultural activity of the population in Russia.

Graduates can carry out professional activities in other areas of professional activity and (or) areas of professional activity, provided that their level of education and acquired competencies meet the requirements for employee qualifications.

1.12. As part of the bachelor's degree program, graduates can prepare to solve the following types of professional problems:

technological;

pedagogical;

organizational and managerial;

design;

artistic and creative.

1.13. When developing a bachelor's program, the Organization establishes the focus (profile) of the bachelor's program, which corresponds to the field of study as a whole or specifies the content of the bachelor's program within the field of study by focusing it on:

area (areas) of professional activity and (or) area (areas) of professional activity of graduates;

type(s) of tasks and tasks of professional activity of graduates;

if necessary - on objects of professional activity of graduates or area (areas) of knowledge.

1.14. A bachelor's degree program containing information constituting state secrets is developed and implemented in compliance with the requirements stipulated by the legislation of the Russian Federation and other regulatory legal acts in the field of protection of state secrets.

II. Requirements for the structure of the undergraduate program

2.1. The structure of the undergraduate program includes the following blocks:

has the right to choose one or more types of educational and (or) production practices from the recommended vocational educational programs (if available);

has the right to establish an additional type (types) of educational and (or) production practices;

establishes the scope of practices of each type.

disciplines (modules) in physical culture and sports, implemented within the framework of “Disciplines (modules)”.

Disciplines (modules) and practices that ensure the formation of universal competencies can be included in the mandatory part of the undergraduate program and in the part formed by participants in educational relations.

The volume of the compulsory part, excluding the volume of the state final certification, must be at least 50 percent of the total volume of the undergraduate program.

2.10. The organization must provide disabled people and persons with disabilities (upon their application) the opportunity to study under a bachelor's degree program that takes into account the characteristics of their psychophysical development, individual capabilities and, if necessary, ensures the correction of developmental disorders and social adaptation of these persons.

2.11. When implementing a bachelor's degree program, classroom contact work involves group work of students with teaching staff of the Organization and individual work of students with teaching staff of the Organization.

The volume of contact work between students and teaching staff of the Organization during training sessions for a bachelor's degree program should be at least 50 percent in full-time study, at least 30 percent in part-time study, and at least 20 percent in correspondence courses of the total volume. time allocated for the implementation of disciplines (modules).

2.12. The implementation of part (parts) of a bachelor's degree program aimed at preparing graduates for artistic and creative professional activities, and conducting state final certification, is not allowed using e-learning or distance learning technologies.

III. Requirements for the results of mastering the bachelor's program

3.1. As a result of mastering the bachelor's program, the graduate must develop the competencies established by the bachelor's program.

3.2. The undergraduate program must establish the following universal competencies:

3.3. The undergraduate program must establish the following general professional competencies:

OPK-1. Able to apply acquired knowledge in the field of cultural studies and sociocultural design in professional activities and social practice;

OPK-2. Able to solve standard problems of professional activity using information and communication technologies and taking into account the basic requirements of information security;

OPK-3. Able to comply with professional standards and professional ethics;

OPK-4. Able to navigate the issues of modern state cultural policy of the Russian Federation.

3.4. Professional competencies established by the undergraduate program are formed on the basis of professional standards corresponding to the professional activities of graduates (if any), as well as, if necessary, based on an analysis of the requirements for professional competencies imposed on graduates in the labor market, generalization of domestic and foreign experience, conducting consultations with leading employers, associations of employers in the industry in which graduates are in demand, and other sources (hereinafter referred to as other requirements for graduates).

Professional competencies can be established by PEP as mandatory and (or) recommended (hereinafter referred to as mandatory professional competencies, recommended professional competencies, respectively).

3.5. When determining the professional competencies established by the undergraduate program, the Organization:

includes all required professional competencies (if available) in the undergraduate program;

has the right to include one or more recommended professional competencies (if available) in the undergraduate program;

includes one or more professional competencies determined independently, based on the focus (profile) of the undergraduate program, on the basis of professional standards corresponding to the professional activities of graduates (if any), as well as, if necessary, based on an analysis of other requirements for graduates (the Organization has the right do not include professional competencies determined independently in the presence of mandatory professional competencies, as well as in the case of inclusion of recommended professional competencies in the undergraduate program).

When determining professional competencies on the basis of professional standards, the Organization selects professional standards corresponding to the professional activities of graduates from those specified in the Federal State Educational Standard for Higher Education and (or) other professional standards corresponding to the professional activities of graduates, from the register of professional standards (list of types of professional activities), posted on the specialized website of the Ministry of Labor and Social Protection of the Russian Federation “Professional Standards” (http://profstandart.rosmintrud.ru) (if relevant professional standards are available).

From each selected professional standard, the Organization identifies one or more generalized labor functions (hereinafter - GLF), corresponding to the professional activities of graduates, based on the qualification level established by the professional standard for GLF and the requirements of the section “Requirements for Education and Training”. OTP can be isolated in whole or in part.

3.6. The set of competencies established by the bachelor’s program must provide the graduate with the ability to carry out professional activities in at least one area of ​​professional activity and (or) field of professional activity established in accordance with the Federal State Educational Standard for Higher Education, and to solve problems of professional activity of at least one type established in in accordance with the Federal State Educational Standard for Higher Education.

3.7. The organization establishes indicators for achieving competencies in the undergraduate program:

universal, general professional and, if available, mandatory professional competencies - in accordance with the indicators of achievement of competencies established by PEP;

3.8. The organization independently plans learning outcomes in disciplines (modules) and practices, which must be correlated with the indicators of achievement of competencies established in the undergraduate program.

The set of planned learning outcomes in disciplines (modules) and practices should ensure that the graduate develops all the competencies established by the undergraduate program.

IV. Requirements for the conditions of implementation of the bachelor's program

4.1. Requirements for the conditions for the implementation of a bachelor's degree program include system-wide requirements, requirements for material, technical, educational and methodological support, requirements for personnel and financial conditions for the implementation of a bachelor's degree program, as well as requirements for the applied mechanisms for assessing the quality of educational activities and training of students in a bachelor's degree program.

4.2. System-wide requirements for the implementation of a bachelor's degree program.

4.2.1. The organization must have, on the right of ownership or other legal basis, the material and technical support for educational activities (premises and equipment) for the implementation of the undergraduate program in “Disciplines (modules)” and “State final certification” in accordance with the curriculum.

4.2.2. Each student during the entire period of study must be provided with individual unlimited access to the electronic information and educational environment of the Organization from any point where there is access to the information and telecommunications network “Internet” (hereinafter referred to as the “Internet”), both on the territory of the Organization, and outside it. Conditions for the functioning of the electronic information and educational environment can be created using the resources of other organizations.

The electronic information and educational environment of the Organization must provide:

access to curricula, work programs of disciplines (modules), practice programs, electronic educational publications and electronic educational resources specified in the work programs of disciplines (modules), practice programs;

formation of a student’s electronic portfolio, including saving his work and grades for this work.

In the case of implementing a bachelor's degree program using e-learning and distance learning technologies, the Organization's electronic information and educational environment must additionally provide:

recording the progress of the educational process, the results of intermediate certification and the results of mastering the undergraduate program;

conducting training sessions, procedures for assessing learning outcomes, the implementation of which is provided for using e-learning and distance learning technologies;

interaction between participants in the educational process, including synchronous and (or) asynchronous interactions via the Internet.

The functioning of the electronic information and educational environment is ensured by the appropriate means of information and communication technologies and the qualifications of the workers who use and support it. The functioning of the electronic information and educational environment must comply with the legislation of the Russian Federation.

4.2.3. When implementing a bachelor's degree program in an online form, the requirements for the implementation of a bachelor's degree program must be ensured by a set of resources of material, technical, educational and methodological support provided by organizations participating in the implementation of a bachelor's degree program in an online form.

4.3. Requirements for material, technical, educational and methodological support of the undergraduate program.

4.3.1. The premises should be classrooms for conducting training sessions provided for by the undergraduate program, equipped with equipment and technical means of teaching, the composition of which is determined in the work programs of disciplines (modules).

Premises for independent work of students must be equipped with computer equipment with the ability to connect to the Internet and provide access to the electronic information and educational environment of the Organization.

It is allowed to replace equipment with its virtual analogues.

4.3.2. The organization must be provided with the necessary set of licensed and freely distributed software, including domestically produced ones (the content is determined in the work programs of the disciplines (modules) and is subject to updating if necessary).

4.3.3. When using printed publications in the educational process, the library fund must be equipped with printed publications at the rate of at least 0.25 copies of each publication specified in the work programs of disciplines (modules), practice programs, per one student from among the persons simultaneously mastering the relevant discipline ( module) undergoing relevant practice.

4.3.4. Students should be provided with access (remote access), including in the case of using e-learning, distance educational technologies, to modern professional databases and information reference systems, the composition of which is determined in the work programs of disciplines (modules) and is subject to updating (if necessary) .

4.3.5. Disabled students and persons with disabilities should be provided with printed and (or) electronic educational resources in forms adapted to their health limitations.

4.4. Requirements for personnel conditions for the implementation of a bachelor's degree program.

4.4.1. The implementation of the bachelor's degree program is ensured by the teaching staff of the Organization, as well as by persons involved by the Organization in the implementation of the bachelor's degree program on other terms.

4.4.2. The qualifications of the Organization's teaching staff must meet the qualification requirements specified in qualification reference books and (or) professional standards (if any).

4.4.3. At least 70 percent of the number of teaching staff of the Organization participating in the implementation of the bachelor’s degree program, and persons involved by the Organization in the implementation of the bachelor’s degree program on other terms (based on the number of substituted rates, reduced to integer values), must conduct scientific, educational, methodological and (or ) practical work corresponding to the profile of the taught discipline (module).

4.4.4. At least 5 percent of the number of teaching staff of the Organization participating in the implementation of the bachelor's degree program, and persons involved by the Organization in the implementation of the bachelor's degree program on other conditions (based on the number of substituted rates, reduced to integer values), must be managers and (or) employees of other organizations who work in a professional field corresponding to the professional activity for which graduates are preparing (have at least 3 years of work experience in this professional field).

4.4.5. At least 60 percent of the number of teaching staff of the Organization and persons involved in the educational activities of the Organization on other terms (based on the number of substituted rates, reduced to integer values) must have an academic degree (including an academic degree obtained in a foreign country and recognized in Russian Federation) and (or) academic title (including academic title received in a foreign country and recognized in the Russian Federation).

Persons without academic degrees and titles who have state honorary titles of the Russian Federation in the relevant professional field (People's Artist of the Russian Federation, Honored Worker Arts of the Russian Federation, Honored Artist of the Russian Federation, Honored Worker of Culture of the Russian Federation, Honored Artist of the Russian Federation, People's Artist of the Russian Federation, Honorary Worker of Higher Professional Education of the Russian Federation), members of creative unions, laureates of state awards in the field of culture and art.

4.5. Requirements for financial conditions for the implementation of a bachelor's degree program.

4.5.1. Financial support for the implementation of a bachelor's degree program must be carried out in an amount not lower than the values ​​of the basic cost standards for the provision of public services for the implementation of educational programs of higher education - bachelor's degree programs and the values ​​of adjustment factors to the basic cost standards determined by the Ministry of Education and Science of the Russian Federation.

4.6. Requirements for the applied mechanisms for assessing the quality of educational activities and training of students in the undergraduate program.

4.6.1. The quality of educational activities and training of students in the undergraduate program is determined within the framework of an internal assessment system, as well as an external assessment system, in which the Organization takes part on a voluntary basis.

4.6.2. In order to improve the undergraduate program, the Organization, when conducting regular internal assessment of the quality of educational activities and training of students in the undergraduate program, attracts employers and (or) their associations, other legal entities and (or) individuals, including teaching staff of the Organization.

As part of the internal system for assessing the quality of educational activities in the undergraduate program, students are given the opportunity to evaluate the conditions, content, organization and quality of the educational process as a whole and individual disciplines (modules) and practices.

4.6.3. External assessment of the quality of educational activities in the undergraduate program within the framework of the state accreditation procedure is carried out in order to confirm the compliance of educational activities in the undergraduate program with the requirements of the Federal State Educational Standard for Higher Education, taking into account the corresponding POP.

4.6.4. External assessment of the quality of educational activities and training of students in a bachelor's degree program can be carried out within the framework of professional and public accreditation carried out by employers, their associations, as well as organizations authorized by them, including foreign organizations, or authorized national professional and public organizations included in international structures , in order to recognize the quality and level of training of graduates that meet the requirements of professional standards (if any), the requirements of the labor market for specialists of the relevant profile.
